Looking Ahead to 2018

  As of tomorrow January 1st, Melissa Mark-Viverito will no longer be the speaker of the City Council, and she will no longer be a member of the City Council. There will be a new speaker chosen from the members which were elected in the 2017 general election. As of the end of 2017 the new Speaker of the City Council should be Councilman Corey Johnson of Manhattan. Speaker Johnson will owe his new post to the Queens and Bronx Democratic County Leaders, Congressman Joe Crowley of Queens, and Assemblyman Marcos Crespo of the Bronx. So what will the Bronx and Queens be rewarded with?

 I for one look to see a major council committee such as the Land Use Committee going to current Bronx Councilwoman Vanessa Gibson. I also look for a plum committee for Councilman Rafael Salamanca. New Councilman Ruben Diaz Sr. could wind up with the Aging Committee, while the rest of the Bronx delegation either keep their current committee chairs or move up a notch or two in the standings. As for the other new Bronx Councilman, there is no reading on where he may wind up yet. One thing is for sure though, his name is Mark Gjonaj not Mark Gjonah, as new Councilman Ruben Diaz Sr. spells it. 

  As for the two open seats in the Bronx now, the 32rd State Senate District and the 80th Assembly District, it will be a game of waiting for a special election to be called or not. Odds are since there another local vacant State Senate seat (Westchester County) of which both were in Democratic control there are those who think a special election will be called by the governor. However there is always the chance of the vacant Westchester County State Senate seat going Republican, and that is why I do not think a special election being called. 

  87th A.D. Assemblyman Luis Sepulveda had already announced that he would be running for the vacant 32nd State Senate seat before it even became vacant. Sepulveda even did away with his main competition that he would of had in the election to fill the vacant seat by getting former (as of January first) Councilwoman Annabel Palma a position in the de Blasio administration as a Deputy Commissioner of Homeless Services. Now with a clear path to the 32nd State Senate Seat, and the only thing that can stop Assemblyman Sepulveda is if no special election is called. That would mean that Speulveda would have to decide if he was to keep his assembly seat or run for the state senate in the September primary. Then again Sepulveda could call his friend Mayor Bill de Blasio to see if the mayor could convince Governor Cuomo to call a special election. 

 As for the 80th Assembly District, there are several local players jockeying for positions. If the former Chief of Staff to former Assemblyman Gjonaj currently working as the Bronx liaison to Governor Andrew Cuomo, Nathalia Fernandez runs that race should be over before it starts. 

 All of the above may happen even before the mid-term Congressional election, and September Bronx Democratic Primary which is the real election here in the Bronx. 

 Surprises to look for in the upcoming election season - A possible challenge to Congressman Jose Serrano. After all the Democratic County Leader of Queens is a Congressman not a State Assemblyman. 
- The possible retirement of a long time Bronx assemblyman, and the possible fight for his seat in the East Bronx.
- The coming up of a North West Bronx District Leader.
- Lastly, has there been peace made with a certain State Senator, and it is not the one you are thinking of.

STATEMENTS FROM MAYOR BILL DE BLASIO AND COMMISSIONER LOREE SUTTON ON VETERANS DAY, 2017


  “Today is a day to honor the millions of brave men and women who have served us over generations. And today is a day to give thanks to the brave Americans who took up arms to defend freedom, and so many people who have selflessly served,” said Mayor Bill de Blasio. “We are so proud to be a city where over 200,000 veterans live, veterans who have answered the call of duty and have traveled to the ends of the globe to protect liberty at home and abroad. For the sacred sacrifice of all veterans across this country, the 8.5 million Americans who call New York home will forever remain in the debt of their service.”

“On this Veterans Day, we join all New Yorkers – veterans, their families, and civilian allies – in honoring those who have raised their right hand to defend our nation’s freedoms,” said New York City Department of Veterans’ Services Commissioner Loree Sutton, MD. “We affirm that veterans and their families are this City’s greatest natural renewal resource, with the capacity for service renewed as they become leaders in their communities. The Department of Veterans’ Services and I proudly commit ourselves to improving the lives the veterans, service members, and their families who call New York City home.”

Since last year on Veterans Day, the Department of Veterans’ Services (DVS) has doubled in size to reach functional operational capacity -- from 18 to 32 staff members. DVS continues to build its foundation as a stand-alone agency and moves into its second year in operations with increased focus on its three lines of action: Housing and Support Services; Whole Health and Community Resilience; and City Employment, Education, Entrepreneurship, Engagement & Events.

Housing & Support Services (HSS): The HSS Unit leads and supports initiatives to expand and improve housing and social service resources available to NYC veterans and their families, and provides assistance to veterans navigating existing resources. Our top priority is working with homeless veterans, developing and sustaining a system that rapidly rehouses all those that become homeless, and working with our public and private partners to prevent homelessness in the first place. Since 2016:
-     Our Veteran Peer Coordinators provided one-on-one assistance in order to place over 250 veterans into safe, permanent housing
-   DVS’s Aftercare Coordinator provided assistance for 182 veterans, directly assisting in successfully preventing eviction for 17 veterans
Whole Health and Community Resilience (WHCR): The WHCR team at DVS matches veterans and their families with opportunities to connect, to heal, to grow, and to thrive. We adopt a holistic approach to veteran wellbeing with the VetsThriveNYC Whole Health program. Since 2016:
-  WHCR far exceeded our original outreach goal to reach 2,000 veterans & family members with mental health services to increase help-seeking behavior and increase social engagement, with actual outreach to over 7,000 veterans & family members
-  Our Veteran Outreach Team regularly provides veteran-specific Mental Health First Aid Training across New York City and conducts weekly outreach in satellite offices at the VA veteran centers
City Employment, Education, Entrepreneurship, Engagement & Events (CE5): DVS is dedicated to helping veterans gain access to educational programs, find fulfilling and sustainable jobs, and create their own business opportunities. DVS recognizes that it's not enough to ensure veterans have a place to live. They need the means to live. And just as important, they need to do work that fulfills them. Also, veterans and often their families are eligible for special benefits specifically geared toward education, employment and entrepreneurship. Yet navigating these resources can be challenging. To address this, DVS’s CE5 team provides vetted resources, one-on-one assistance, and information about various events assisting and honoring veterans. Since 2016: 
- CE5 expanded our City-wide presence from 3 satellite sites to 6, now open in all 5 boroughs, enabling veterans and their families to access DVS staff without ever having to leave their home borough
-    Our Veteran Outreach Specialists represented DVS at over 300 community events and provided in-borough, one-on-one assistance to over 2,300 veterans and family members
Agency-wide achievements
-  For first time ever, NYC has an accurate count of the number of veterans living here. This was achieved through advanced data science work that earned CIO Venkat Motupalli the “Best of New York City Award in Data Analytics”

-  DVS has had a significant impact on improving the lives of New York City’s veterans and family members: since 2016, DVS has engaged with over 10,000 veterans and family members – with a staff of just 32 
-   DVS’s Public Artist in Residence Bryan Doerries has reached over 1,500 veterans and civilian New Yorkers in all 5 boroughs with over 20Theater of War performances thus far. Theater of War includes staged readings of Greek tragedies that spark community conversations addressing critical public health and social issues. All events are free and, over the course of the 2-year residency, will take place in a total of 60 venues across New York City. Prior venues have ranged from public libraries and cultural institutions to homeless shelters and City parks, enabling access to theater for the widest community possible
-  DVS is working on “hacking transition” to turn what used to be called a “break in service” from military to civilian life into a bridge for continued service,” with veterans and their families as leaders in their communities. DVS is pursuing this through two major programs:
1. Veterans on Campus: a consortium of colleges, universities and private entities dedicated to sharing best practices to better support student veterans and their families. Starting with a kick-off event in September that brought together representatives from 32 colleges and universities, DVS continues to learn from student veterans and academic administrators on a listening tour, with the aim to connect with the 40 colleges and universities with the largest student veteran populations
2.  Mentor a Vet – NYC: a consortium of over 25 mentoring organizations dedicated to aiding veterans and family members connect with peers, mentors. DVS acts as central hub where, on our website, veterans and family members can find the right mentoring organization for their needs, whether looking for career advice, training in specific skills, or just connection to other veterans in NYC

Office of Chief Medical Examiner to Host New York City Missing Persons Day on Saturday, May 20, 2017


  - Event credited with eight identifications of missing persons nationwide since 2014 -

  The Office of Chief Medical Examiner (OCME) announced that it will host the third New York City Missing Persons Day on Saturday, May 20, 2017. This support event for the families and friends of missing persons has led to eight identifications of missing persons in New York City, Long Island, New Jersey, and Texas since its launch in 2014.
New York City Missing Persons Day offers free services and resources for those coping with the experience of a long-term missing loved one (missing for 60 or more days). Attendees may voluntarily provide information, such as photos, personal histories and DNA reference samples, in confidential interviews with scientists and other professionals trained in family assistance. The information that is collected can be used to help find and identify missing persons in New York City and elsewhere. 

“Families and friends of missing persons struggle every day with unresolved questions about their absent loved ones,” said Chief Medical Examiner Dr. Barbara Sampson. “On New York City Missing Persons Day, the Office of Chief Medical Examiner convenes specialized resources to help those affected by the uniquely challenging experience of a missing loved one. As this effort grows, and with the generous assistance of our partners, we hope to continue making a difference for families seeking answers.”

Hundreds of families attended two previous New York City Missing Persons Day events in November 2014 and April 2016. To date, the events have led to the identification of eight missing and unidentified persons recovered in New York City; Nassau and Suffolk counties; Warren County, New Jersey; and Brooks County, Texas, primarily through DNA matches.

In the most recent identification, family members from Ossining, New York, attended New York City Missing Persons Day in search of their brother from Ecuador. The family provided DNA reference samples that subsequently matched through national databanks to the remains of a man recovered in the border regions of Texas.  OCME, which is home to one of the country’s few DNA missing persons units, worked with the Webb County Medical Examiner’s Office and the University of North Texas Center for Human Identification to confirm the identity of the man and notify his family. 

More than 13,000 people were reported missing in New York City last year, with some, including at least 200 children, missing long term. Nationwide, there are more than 87,000 active missing persons cases, and thousands of unidentified persons in the custody of medical examiners’ offices. The National Institute of Justice (NIJ) has called the numbers of missing and unidentified persons in the United States “the nation’s silent mass disaster.”

While advances in identification technologies such as fingerprinting and DNA allow medical examiners to collect more information from unidentified persons, these unknown samples must be compared to known reference samples in order to confirm identifications. Missing persons day events have taken place in jurisdictions throughout the United States in recent years for the purpose of collecting this information from families and friends.
In addition to support services, New York City Missing Persons Day will also display forensic artwork created through an ongoing collaboration between OCME and the New York Academy of Art. The approximately 30 facial reconstructions of some of the coldest missing persons cases were made possible by a 3-D printer obtained with NIJ grant funding. 

New York City Missing Persons Day is hosted by OCME, in partnership with the NYPD Missing Persons Unit, NYC Department of Health and Mental Hygiene, American Red Cross, Disaster Chaplaincy Services, National Center for Missing and Exploited Children, National Missing and Unidentified Persons System (NamUs), and the Center for HOPE, with support from NIJ.

About OCME: 

Established in 1918, OCME is the first governmental agency of its type in the United States and provides expert services across the range of forensic science disciplines. OCME operates the largest public crime DNA laboratory in the world, in addition to laboratories in toxicology and histology, and the nation’s only public molecular genetics laboratory. The agency is home to the country’s largest forensic pathology training program, having trained over 100 board-certified forensic pathologists since 1990. OCME also houses a department of forensic anthropology, and maintains a division of specially trained experts prepared to respond to any and all fatality events, no matter what hazards may be encountered during recovery.

BOROUGH PRESIDENTS ADAMS & DIAZ TO HOST GIFTED AND TALENTED EDUCATION HEARING Monday, March 20, 2017


On Monday, March 20, 2017, Brooklyn Borough President Eric L. Adams and Bronx Borough President Ruben Diaz Jr. will co-host a joint hearing of their recently announced “Gifted & Talented Task Force,” which will study issues surrounding gifted and talented education in New York City public schools, as well as the admissions process for the city's specialized high schools.

The hearing, which will solicit public comment on the state of gifted education in the city’s public school system, will take place at the Bronx High School of Science, 75 West 205th Street, Bronx, from 6:00 p.m.—8:00 p.m.

The task force, which was launched in January, is comprised of government officials, community members and parents who are familiar with the issues gifted students face in New York City schools.  The task force will release a set of recommendations for the future of gifted education in New York City later this year.
