Governor Kathy Hochul today updated New Yorkers on the state's progress combating COVID-19.

"Vaccinations, boosters, testing and treatment are the best tools we have to keep one another safe and healthy as we look toward potential fall surges," Governor Hochul said. "I encourage New Yorkers to take advantage of what's available to them and to talk to their doctors to discuss treatment options and preventative measures."

The Health Electronic Response Data System is a NYS DOH data source that collects confirmed daily death data as reported by hospitals, nursing homes and adult care facilities only.

Important Note: Effective Monday, April 4, the federal Department of Health and Human Services (HHS) is no longer requiring testing facilities that use COVID-19 rapid antigen tests to report negative results. As a result, New York State's percent positive metric will be computed using only lab-reported PCR results. Positive antigen tests will still be reported to New York State and reporting of new daily cases and cases per 100k will continue to include both PCR and antigen tests. Due to this change and other factors, including changes in testing practices, the most reliable metric to measure virus impact on a community is the case per 100,000 data -- not percent positivity.

MS-13 Gang Member Fugitive Extradited from El Salvador to Face Racketeering and Murder Charges on Long Island

 

Fugitive Apprehended in El Salvador in 2020 Was Ordered Extradited to the United States

 José Jonathan Guevara-Castro, also known as “Suspechoso” (Guevara-Castro), an alleged member of the violent transnational criminal organization La Mara Salvatrucha, also known as the “MS-13,” and a fugitive from justice, was extradited yesterday from El Salvador to the United States.  Guevara-Castro, who was arrested in Acajutla, Sonsonate, El Salvador on August 13, 2020, has been detained pending his extradition to the United States, which was formally authorized by the Supreme Court of Justice of El Salvador on July 12, 2022.  Guevara-Castro was originally charged with the murder of 20-year-old Kerin Pineda in an indictment returned by a federal grand jury in Central Islip on July 9, 2020.  Guevara-Castro is scheduled to be arraigned this afternoon before United States Magistrate Judge Arlene R. Lindsay.

Breon Peace, United States Attorney for the Eastern District of New York, John J. Durham, Director, Joint Task Force Vulcan (JTFV), and Michael J. Driscoll, Assistant Director-in-Charge, Federal Bureau of Investigation, New York Field Office (FBI), announced the arrest and extradition.

“The extradition of Guevara-Castro demonstrates the resolve of this Office and law enforcement to bring to justice all gang members who commit violent crimes in our district no matter where in the world they may run and try to hide,” stated United States Attorney Peace. “I hope the return of the defendant to a federal courtroom on Long Island where he will be held accountable for a vicious murder will bring some measure of closure to the family of the young victim.”

Mr. Peace expressed his appreciation to the investigators and analysts of El Salvador’s Policía Nacional Civil (PNC) Centro Antipandillas Transnacional (CAT) unit, who are assigned to the Transnational Anti-Gang (TAG) Unit, for their outstanding collaboration in locating and apprehending this fugitive.  Additionally, Mr. Peace thanked the members of the FBI’s Long Island Gang Task Force and U.S. Immigration and Customs Enforcement’s Homeland Security Investigations (HSI), as well as the International Criminal Police Organization (INTERPOL), and the Department of Justice’s Office of International Affairs (OIA), for their partnership in this case.

Guevara-Castro is presently charged in a 24-count indictment, along with seven other MS-13 members and associates, with racketeering offenses, murder and narcotics trafficking.  Guevara-Castro specifically has been charged with participating in the murder of Pineda, who was believed to be a member of the 18th Street gang, one of MS-13’s principal rivals.  Pineda’s murder was committed as a joint venture between two different subgroups, or “cliques,” of the MS-13 operating on Long Island: the Hollywood Locos Salvatruchas (Hollywood) clique, of which Guevara-Castro was an alleged member; and the Sailors Locos Salvatruchas Westside (Sailors) clique.  On May 21, 2016, MS-13 members, armed with machetes, lured Pineda to a secluded wooded area near the Merrick-Freeport border, where he was surrounded and violently attacked.  Pineda’s machete-mutilated corpse was then buried in a hole that had been dug the day before.  Pineda’s corpse was recovered more than one year later.

The charges in the indictment are allegations, and the defendant and his co-defendants are presumed innocent unless and until proven guilty.  If convicted, Guevara-Castro faces up to life in prison. 

This extradition is the latest accomplishment in a series of federal prosecutions by the USAO-EDNY targeting members and associates of the MS-13, a violent, transnational criminal organization.  The MS-13’s leadership is based in El Salvador, Honduras, Guatemala and Mexico, but the gang has thousands of members across the United States.  With numerous branches, or “cliques,” the MS-13 is the most violent criminal organization on Long Island.  Since 2003, hundreds of MS-13 members, including dozens of clique leaders, have been convicted on federal felony charges in the Eastern District of New York.  A majority of those MS-13 members have been convicted on federal racketeering charges for participating in murders, attempted murders, and assaults.  Since 2010, this Office has obtained indictments charging MS-13 members and associates with carrying out more than 60 murders in the district, and has convicted dozens of MS-13 leaders, members, and associates in connection with those murders.  These prosecutions are the product of investigations led by the FBI’s Long Island Gang Task Force, which is comprised of agents and officers of the FBI, SCPD, Nassau County Police Department, Nassau County Sheriff’s Department, Suffolk County Probation Office, Suffolk County Sheriff’s Office, New York State Police, Hempstead Police Department, Rockville Centre Police Department, and New York State Department of Corrections and Community Supervision. 

This investigation was carried out in partnership with Joint Task Force Vulcan (JTFV).  The principal purpose of JTFV is to coordinate and lead the efforts of the Justice Department and U.S. law enforcement agencies against MS-13 in order to dismantle the group.

Governor Hochul Announces Construction to Begin on $86 Million Affordable Housing Development in the Bronx

Baez Place Will Create 154 New Affordable Apartments in Claremont, Including 86 with Support Services for People Experiencing Homelessness


 Governor Kathy Hochul today announced the start of construction on Baez Place, an $86 million affordable housing development in the Claremont section of the Bronx. Baez Place will feature 154 affordable homes, including 86 with on-site support services for people experiencing homelessness.

"We're tackling housing insecurity and homelessness head-on with this project that will deliver high-quality, affordable homes to New Yorkers," Governor Hochul said. "This development on Baez Place in The Bronx will uplift the entire community with more than 150 units of housing as well as wraparound services for seniors and people experiencing homelessness, the latest effort from our $25 billion housing plan to unlock opportunity and give families a safe, stable place to call home."

Baez Place is part of Governor Hochul's sweeping plans to make housing more affordable, equitable, and stable. In the FY 2023 State Budget, the Governor introduced and successfully secured a new $25 billion, five-year, comprehensive housing plan that will increase housing supply by creating or preserving 100,000 affordable homes across New York including 10,000 with support services for vulnerable populations, plus the electrification of an additional 50,000 homes.

Baez Place consists of 105 studio, 21 one-bedroom, 22 two-bedroom, and six three-bedroom apartments. The apartments will be affordable to households with incomes between 30 and 80 percent of the Area Median Income.

Supportive services and rental subsidies will be funded through an Empire State Supportive Housing Initiative award administered by the New York State Office of Mental Health.

Community Access Inc., also the project's developer, will provide on-site social services that will include individual counseling, self-help groups, structured group activities, harm-reduction services, linkages with community mental health and health care providers, medication management assistance, and employment referrals.

Additional services focused on senior tenants will include individual support and linkages to services by a dedicated Senior Advocate, and on-site primary care services provided by a physician or nurse practitioner under contract to Community Access.

Residential amenities at Baez Place will include a community room with a commercial kitchen, computer room, laundry room, exercise room, and 24/7 front desk security. Each apartment will be equipped with free broadband internet access. Residents will have the opportunity to participate in urban agriculture in the outdoor green space and in a greenhouse located on the top floor of the building.

The neighborhood area in the immediate vicinity of the development offers a diverse mix of park and recreational spaces, places of worship, health care facilities, schools, and various eateries. The site is adjacent to Richman (Echo) Park to the north and near MTA bus stops, the subway stops for the B and D lines, and the Metro North Harlem line Tremont station.

State financing for Baez Place Apartments includes $17.6 million in permanent tax-exempt bonds, Federal Low-Income Tax Credits that will generate $38.7 million in equity and $12 million in subsidy from New York State Homes and Community Renewal. The New York State Office of Temporary and Disability Assistance is providing $7 million through the Homeless Housing and Assistance Program.

Office of Temporary and Disability Assistance Commissioner Daniel W. Tietz said, "New Yorkers with a serious mental illness often find themselves and their families facing housing instability as a result of their condition. Permanent supportive housing, like the dozens of new units Baez Place will soon offer, will provides the services these individuals and families need to remain safely housed in an independent setting. Governor Hochul's continued effort to expand permanent supportive housing throughout our state demonstrates her resolve to ensure all New Yorkers have access to safe, affordable homes."

Office of Mental Health Commissioner Ann Sullivan said, "Governor Hochul's historic housing plan and her commitment to supportive housing have provided thousands of New Yorkers living with mental illness safe and stable homes, which is a critically important component of their recovery. Baez Place will be a beautiful addition to the Mount Hope neighborhood, and will give vulnerable people in the Bronx the opportunity to live and thrive in their own community."

Gibson said, "Advocating for affordable housing that benefits all New Yorkers is a top priority in my Administration and we are thrilled that the Baez Place development fits within this model of bringing housing equity and fairness to those that need it the most. MAYOR ADAMS UNVEILS PLAN TO PREVENT AND END YOUTH HOMELESSNESS IN NEW YORK CITY

 

$15 Million Youth Homelessness Demonstration Program Grant From Federal Government Will Fund Over 60 Initiatives to Support Most Vulnerable New York City Youth


  New York City Mayor Eric Adams today announced the release of “Opportunity Starts with a Home: New York City’s Plan to Prevent and End Youth Homelessness.” Powered by a $15 million Youth Homelessness Demonstration Program (YHDP) grant from the U.S. Department of Housing and Urban Development (HUD), the plan details city-, federally, and privately funded initiatives to serve youth experiencing homelessness comprehensively and compassionately. Developed in partnership with nonprofit partners and youth with lived experience, this plan also includes policy proposals to cut through city bureaucracy and better serve youth experiencing homelessness.

 

“New York City has always been a place for those seeking refuge and acceptance, including young people, many of whom are fighting discrimination, bigotry, or family rejection,” said Mayor Adams. “With this plan to prevent and end youth homelessness, we are listening to our young people and stepping up with new investments and programs to support them. From housing, to counseling, to job opportunities, we will never stop working to help New York City’s youth find their way. To every young person in our city: We have your back, we’re looking out for you, and the entire city is ready to help you chart your future.”

Connecting youth to compassionate and culturally sensitive mental health resources and services that support their emotional well-being is an important part of this collaboration. OCMH is committed to promoting and strengthening access to mental health care in partnership with youth with lived experience and city agencies.”

 

In September 2021, the City of New York was awarded its first-ever, $15 million YHDP grant from HUD to support a wide range of new housing and service interventions to address youth homelessness. The city undertook an intensive multi-sector community planning process with shared ownership of decision-making and program design. The result of the work outlined a plan for how to invest the grant, implement policy changes, and spearhead new city initiatives towards preventing and ending youth homelessness.

 

The plan was drafted during an eight-month planning process that included 20 organizations, including 15 city agencies, youth with lived experience, community-based organizations, advocacy groups, and philanthropic and research partners. Central to this planning process was the leadership of youth with lived experience through New York City’s Youth Action Board (YAB), which helped ensure that the plan was written in collaboration with young people who have lived experience with homelessness. Throughout the process, the YAB members served as key collaborators in developing a plan that is intersectional in its approach to meet the needs of youth experiencing homelessness. 

 

The resulting plan contains more than 60 individual actions that will collectively move the city toward preventing and ending youth homelessness, including an investment of $11.1 million over the next year to pursue innovative and large-scale projects funded by the city, the NYC Fund to End Youth and Family Homelessness, and HUD. Initiatives include:

 

  • The city’s first-ever Host Home and Shelter Diversion Program, primarily serving the LGBTQ+ ballroom community of New York City;
  • 102 new units of rapid rehousing for youth and young adults;
  • New street outreach programming developed specifically for youth;
  • The city’s first-ever financial counseling program tailored to youth experiencing homelessness — developed by DCWP and DYCD;
  • Creation of over 20 jobs for youth with lived experience in both city- and HUD-funded programs;
  • Creation of the first Housing and Peer Navigator Training Institute; and
  • Development of YourPeer, a mobile platform to connect youth to services.

 

The plan’s steering committee will oversee implementation and evaluation of the new initiatives and commitments. Newly funded programs will begin by the end of the calendar year.

 

“The innovations described in this plan are bold and brave, attesting to the power of collaboration,” said Maryanne Schretzman, executive director, New York City Center for Innovation Through Data Intelligence. “This plan represents a tremendous commitment by government agencies, community partners, and the youth themselves to implement creative solutions to effect positive change for youth experiencing homelessness.”

 

“To have completed our YHDP planning and see the result of our shared work is a very important moment for our community,” said Cole Giannone, senior advisor for youth homelessness; and YHDP co-lead. “Preventing and ending youth homelessness requires all of us, and I am extremely excited to see so many stakeholders come together to implement policy changes, invest in new programs, and evaluate the efficacy of interventions to help shape our system to best care for youth and young adults who face homelessness in our city.”

 

“I’m honored to have represented DYCD in this process, and especially grateful to the dynamic young people on the Youth Action Board for their valuable leadership. This was a great example of collaboration across city agencies — including those not typically engaged in the issue of youth homelessness — and the planning committee has come up with a report that is stronger than it would have been had it come from any one entity,” said YHDP co-lead Jessica Raithel. “Thank you to the providers and advocates for working in partnership with us and to the U.S. Department of Housing and Urban Development for helping to raise up youth voices as we collectively move forward in serving our young people in new and exciting ways.”

 

“This plan is an exciting moment for our community. It is the result of an immense amount of hard work and commitment from New York City CoC stakeholders who came together in an unprecedented way to identify solutions and interventions to address youth homelessness in our city,” said Kristen Mitchell, co-chair, New York City Continuum of Care (CoC). “We’re excited work in partnership with young people whose lives have been affected by homelessness and offer an opportunity to support them in whatever way possible.”

 

“We are excited by the work New York City has done so far and will be undertaking to end youth homelessness,” said Jemine Bryon, deputy assistant secretary, HUD. “The city has centered youth in the design and implementation of its program, and that is how, as a national movement, we can end youth homelessness in this country.”

We hope with the release of this plan the administration will continue to acknowledge and elevate youth voices, and we will put those with lived expertise front and center moving forward.”

“We know access to support services and critical resources is key to preventing and eradicating youth homelessness,” said Lisa O’Connor, deputy CEO and chief program officer, Safe Horizon. “With investments such as the $15 million Youth Homelessness Demonstration Program grant, it makes it possible for Safe Horizon’s Streetwork Project and additional agencies dedicated to serving homeless youth to continue spearheading initiatives, as outlined in this plan, that ensure this population is fully supported.”

 

“The Coalition for Homeless Youth is honored to have served on the ‘Opportunity Starts with a Home: New York City’s Plan to End Youth Homelessness,’ leadership team,” said Jamie Powlovich, executive director, Coalition for Homeless Youth. “This plan transcends administrations and reflects the work of a community of providers, advocates, and youth with lived experience that worked in collaboration with a small group of dedicated government representatives to produce intersectional goals, objectives, and action steps that will expand the supports and services for homeless young adults, increase the supply of permanent housing resources, connect youth to permanent housing faster, create new full-time roles for youth who have the lived experience of homelessness, provide community responsive supports for LGBTQIA+ youth, strengthen street outreach and harm reduction supports to youth living on the streets, and hopefully permanently dismantle the system-silos that have historically discouraged successful cross-systems collaboration to adequately meet the needs of youth and young adults experiencing homelessness across New York City.”

“It has been incredibly impactful to work alongside stakeholders in New York City for the past months during the YHDP planning process,” said Technical Assistance Collaborative (TAC) Associate T. Ortega. “TAC staff are looking forward to continuing the work for the next two years with organizations receiving the funding announced today, with the YAB to ensure projects align with values and guiding principles affirmed during the planning process, and the ‘Opportunity Starts at Home’ steering committee to widen the systems impact that the projects will begin.”

“Hetrick-Martin Institute is honored to be present for the inaugural launch of New York City’s first Host Home and Shelter Diversion Program and excited to continue providing support and resources to members of the community through this new program,” says Jermaine Ellis, director of community engagement and program operations, Hetrick-Martin Institute (HMI). “HMI has worked extensively with the house and ballroom community for nearly two decades. Witnessing how individuals support one another in a parental and family structure, particularly around housing support, is both remarkable and rewarding. Homelessness is an issue still very much at large among LGBTQIA+ youth, so we applaud the efforts of the Youth Homelessness Demonstration Program in preventing and putting an end to it.”

 

“Everyone has a right to safe, quality, permanent, and affordable housing, yet the reality is that homelessness is disproportionately impacting our youth and more specifically our LGBTQIA+ teens and young adults,” said Bronx Borough President Vanessa Gibson. “For this reason, I look forward to working with the Youth Homelessness Demonstration Programming, creating 102 new units of rapid rehousing for youth and young adults, creating a new street outreach program and their peer navigation program in DYCD from homeless and runaway youth, and more will cast safety nets with our children and help guard them from falling prey to city street and so many other programs.  I want to thank Mayor Adams and Deputy Mayors Anne Williams-Isom and Sheena Wright for their work in securing the funding and prioritizing our youth who need it the most. This investment will be an opportunity to change outcomes and create a better understanding of the specific needs of our youth.”
