Housing Lottery Launches For 2850 Webster Avenue Senior Apartments In Jerome Park, The Bronx

 


The affordable housing lottery has launched for 2850 Webster Avenue Senior Apartments, a 12-story mixed-use building in Jerome Park, The Bronx. Designed by Stephen B. Jacobs Group and developed by Douglaston Development, the structure yields 189 residences. Available on NYC Housing Connect are 130 units for residents at 50 percent of the area median income (AMI), ranging in eligible income from $0 to $60,050.

Residents will have access to an on-site laundry room, a 24-hour building superintendent, part-time on-site security, and social services. Gas is included in the rent. Individuals or households must meet the minimum age requirement of at least 62 years of age at the time of application submission and must qualify for section 8.

At 50 percent of the AMI, there are 105 studios with a monthly rent of $0 for incomes ranging from $0 to $53,400; and 25 one-bedrooms with a monthly rent of $0 for incomes ranging from $0 to $60,050.

Prospective renters must meet income and household size requirements to apply for these apartments. Applications must be postmarked or submitted online no later than January 3, 2023.

Long Island Man Pleads Guilty to $3 Million Bank Loan Scheme

 

 Gary Confredo, also known as “Gary Conte,” the former operator of Goldstar Financial Management Corp. (Goldstar), a financial services business based in Commack, New York, pleaded guilty to a criminal information charging him with conspiracy to commit bank fraud in connection with a scheme to defraud Bank of America of more than $3.2 million in loans and lines of credit that were obtained under false pretenses. 

The proceeding was held before United States Magistrate Judge Lee G. Dunst.  When sentenced, Confredo faces up to 30 years in prison.  As part of his guilty plea, Confredo agreed to forfeit approximately $140,000 and to pay restitution in an amount to be determined by the Court at his sentencing.

Breon Peace, United States Attorney for the Eastern District of New York, and Daniel Brubaker, Inspector-in-Charge, United States Postal Inspection Service, New York Division (USPIS), announced the guilty plea. 

“As the defendant admitted, he selfishly manipulated the trust of his clients and lied to financial institutions simply to line his own pockets. He will now face consequences for his greed,” stated United States Attorney Peace.  “This Office stands committed to prosecuting criminals, whether they hurt someone physically or financially.”

“Mr. Confredo defrauded Bank of America of millions of dollars while on supervised release from a previous conviction.  With his guilty plea today, he has taken responsibility for his greed and hopefully will stop the revolving door on his life of crime.   Any time the U.S. Mail is used to commit and/or further a crime, the U.S. Postal Inspection Service will be there to see that those responsible are brought to justice” stated USPIS Inspector in Charge, Daniel Brubaker.

According to court filings and facts presented at the plea proceeding, between November 2016 and October 2019, Confredo conspired with others to submit fraudulent applications for commercial loan and lines of credit to Bank of America on behalf of Goldstar clients, who agreed to pay Confredo a portion of any loan that he secured on their behalf.  To manipulate the application process, Confredo submitted altered tax returns and bank statements that falsely inflated the clients’ incomes and assets and allowed them to qualify for loans and lines of credit under Bank of America’s lending criteria.  As a result of Confredo’s scheme, Bank of America issued approximately $3.2 million in loans and lines of credit to Goldstar’s clients and sustained losses of approximately $1 million when those loans and lines of credit were not repaid. 

In July 2022, Mr. Peace was selected as the Chairperson of the White Collar Fraud subcommittee for the Attorney General’s Advisory Committee (AGAC).  As the leader of the subcommittee, Mr. Peace will play a key role in making recommendations to the AGAC to facilitate the prevention, investigation and prosecution of various financially motivated, non-violent crimes including mail and wire fraud, bank fraud, health care fraud, tax fraud, securities and commodities fraud, and identity theft. 

North Carolina Felon Arrested for Trafficking More than a Dozen Firearms to New York for Sale

 

 Dwayne Pickett, also known as “Waynehead,” was arraigned before Judge James R. Cho on a three-count indictment charging him with unlawful firearms trafficking and being a felon in possession of firearms and ammunition.  The indictment relates to Pickett’s sales and attempted sales of more than fifteen firearms that he trafficked from North Carolina to New York. Pickett was arrested on a complaint in September 2022.  A federal grand jury returned the indictment on October 25, 2022. Pickett remains detained pending trial.

Breon Peace, United States Attorney for the Eastern District of New York, John DeVito, Special Agent-in-Charge, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and Keechant L. Sewell, Commissioner, New York City Police Department (NYPD), announced the charges.

“Another individual who is alleged to have come into our district for the sole purpose of selling over fifteen illegal firearms has been arrested and will be held accountable,” stated United States Attorney Breon Peace.  “This office and our law enforcement partners will continue to work nonstop to prevent guns from being trafficked into our communities and protect those who call this district home from gun violence.”

“As alleged in the indictment, Pickett, a convicted felon, in concert with others, trafficked more than fifteen firearms to New York City.  A large portion of these firearms were sourced through theft and burglary.  This case demonstrates how the steady trickle of firearms into our communities originate from any number of sources, and sometimes make their way to our streets in only a matter of days.  Pickett is in custody today thanks to the outstanding work of the ATF Joint Firearms Task Force, the NYPD Human Trafficking Unit, the NYPD 105th Field Intelligence Office and the U.S. Attorney’s Office EDNY.  Our investigation and resolve continue,” stated ATF Special Agent-in-Charge DeVito.

As alleged, in September 2022, Pickett traveled from North Carolina to Jamaica, Queens, where he sold ten firearms for approximately $11,000.  The firearms Pickett sold were handguns of various makes and models, eight of which had been previously reported stolen from a firearms dealer in North Carolina.  After returning to North Carolina, Pickett continued to market firearms for sale, sending one potential buyer pictures of a variety of handguns and their sale prices. 

In late September 2022, Pickett again traveled from North Carolina and planned to meet with a purchaser for another guns for cash transaction.  Pickett was arrested upon arriving at the planned sale location, while carrying a duffle bag with five additional handguns and assorted ammunition.

Pickett’s criminal history includes felony convictions that bar him from possessing firearms.  The defendant is not a licensed firearms dealer.

This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and make our neighborhoods safer for everyone. This case is also being investigated by the Firearms Trafficking Strike Force, announced in June 2021, and designed to share information and otherwise collaborate across districts where firearms trafficking schemes cross state lines or jurisdictional boundaries to focus enforcement against entire trafficking networks, from the places where guns are unlawfully obtained to the areas where they are used to commit violent crimes.

NYC Council Applauds Agreement for DOE to Resolve Delayed Reimbursements, Ensure Baseline Payments for Early Childhood Education Providers

 

The New York City Council applauded a new agreement with the Department of Education (DOE) to resolve delayed reimbursements that have threatened the operations of early childhood education programs citywide. The agreement releases key funding for the programs that more adequately reflect their contracts, and follows sustained advocacy by providers, advocates, and labor unions, with key support from Council Members. Early childhood education programs were being shortchanged payments from their contracts when the actual enrollment numbers in their invoices fell short of contract projections. Throughout the pandemic, this proved to be a significant issue – providers budgeted and hired for a projected level of enrollment based on their contracts, but were denied reimbursement payments when experiencing unforeseen enrollment declines.

Under this new agreement, providers will be guaranteed 75 percent of their contracted amount regardless of unexpected drops in actual enrollment. The payment floor will stabilize a crucial sector of the city’s economy and education system, helping retain a workforce of mostly women of color and avert the likely loss of early childhood education programs and providers.

The agreement comes two weeks after the Council’s Education Committee held a hearing and press conference on the topic. The department will also provide specialized support to help programs submit their invoices and get paid, which the Council urged.

“New York City’s early childhood education providers care for and teach our children at a critical stage in their young lives,” said Speaker Adrienne Adams. “This sector serves an important role in our city’s neighborhoods and local economy, while employing mostly women of color. These providers and educators deserve financial stability, and today’s agreement helps them receive the funding needed to operate their programs. As a city, we must strive to ensure our essential vendors are paid in an adequate and timely manner. This is a step in the right direction to achieve that shared objective for these vital providers of early childhood education.”

Dear Neighbor,

Just last weekend, the Throggs Neck Business Improvement District began to install the holiday lights ahead of the busy season. The moment I saw this, I knew we were nearing my favorite time of year! But before we get into the winter holidays, we still have several weeks of fall, including Thanksgiving.

To ensure our local families have access to turkeys for Thanksgiving, my office has partnered with several organizations to host two Thanksgiving Turkey Giveaways in the district. Due to limited quantities, turkeys are limited to one (1) turkey per family (you must pre-register). Individuals who RSVP for a turkey must be present to pick it up. The unfortunate reality is that too many families in our community constantly face food insecurity, and it breaks my heart every time a family calls to ask where the nearest food pantry is located.

As the holidays quickly approach, I ask you all to greet each other with kindness. Many of the struggles our neighbors face are often not seen in plain sight. If you or someone you know is in need this holiday season, please refer them to my office and one of my Constituent Services Liaisons will be more than happy to help.

Dear Community,

This past week, two tragic house fires ocurred in communities across D34 in the Bronx, and four lives were lost in the devastating fire in Castle Hill. My team and I extend our heartfelt condolences to the loved ones of those lost and to the families impacted by these fires. We want to thank the first responders for their swift response and care. 

These tragedies in our community will not go unaddressed. Below please find resources on fire safety guidelines provided by the FDNY. These resources are especially important as we head into the winter months:

  • #FDNY Smart Tip: Remember to close your door as you leave a room or building. Knowing this is a scary situation, it’s understandable to forget this tip; however, closing  doors isolates the fire and prevents smoke and claims from spreading. Closing the door saves lives.

We thank all FDNY service members for their arduous work keeping our communities safe during fires and emergencies. Let’s continue to work hard to spread the word on how to keep our communities safe with these fire safety tips. These tips will not bring back the lives lost in our communities and the families impacted by these horrific fires, but they will remind us of what we are able to do when this happens in real time. 

Lastly, this upcoming Tuesday, November 8th is Election Day for statewide and local elections. Now is the time to make your voices heard. Don’t forget to make a plan to vote, and encourage your friends and family to do the same! Find your polling site here.
