Statement From Governor Kathy Hochul on Violence in Israel

 “In the face of abhorrent attacks from Hamas terrorists, New York stands steadfast in support of our neighbors in the State of Israel. This cowardly attack comes on a day when Jewish New Yorkers had planned to joyously celebrate Shemini Atzeret and Simchat Torah. New York is proud to be home to the largest Jewish population outside Israel and as the community grieves today, we stand in solidarity with them.

“My Administration has been in touch with the U.S. Department of State and the U.S. Department of Homeland Security to assess any ongoing threats. While there are no known active threats to New Yorkers at this time, I have directed the New York State Police to work closely with local law enforcement to ensure all New Yorkers are safe and protected.

“I have also spoken with Israel's Acting Consul General in New York to offer our support, and we are working with the American Embassy in Israel to discuss ways to get New Yorkers home safely if they so choose. I am committed to doing everything possible to support this community at this critical time.”

MAYOR ADAMS’ STATEMENT ON TERRORIST ATTACK IN ISRAEL

 

New York City Mayor Eric Adams today released the following statement after Hamas launched an unprovoked and cowardly attack against Israel and its citizens: 

 

New York City has the largest Jewish population in the world outside of Israel, and we stand side by side with Israel every day — but we do so with extra resolve today in light of Hamas’ unprovoked terrorist attacks directed at the country and its people. I was on the ground in Israel less than two months ago and personally saw those of Jewish, Muslim, and Christian faiths living in peace side-by-side. Today’s attack, coming at the end of what is supposed to be a celebratory time at the end of the Jewish High Holy days, is nothing more than a cowardly action by a terrorist organization seeking to undo that peace and divide us into factions. That won’t happen.  

 

“We have resources on the ground in Israel gathering intelligence, and we are continually monitoring multiple channels to identify any potential threats, both here and abroad. I am also communicating directly with Police Commissioner Caban and Deputy Commissioner of Intelligence and Counterterrorism Weiner about the situation. While there is no credible threat to New York City at this time, our administration is in touch with Jewish leaders across the five boroughs, and we have directed the NYPD to deploy additional resources to Jewish communities and houses of worship citywide to ensure that our communities have the resources they need to make sure everyone feels safe. 

 

“We extend our sincerest condolences for all the innocent lives lost in these attacks, and hope that not another family has to experience the pain of losing a loved one.”

State Trade Expansion Program

Empire State Development (ESD) announced this week Round 11 of the State Trade Expansion Program (STEP) with nearly $1 million in federal funding provided by the U.S. Small Business Administration (SBA).

STEP connects New York businesses to exporting opportunities abroad through grants for qualifying small and medium-sized businesses. The grants can help increase the number of small businesses that begin to export; increase the value of exports for small businesses that currently export; and increase the number of small businesses exploring significant new trade opportunities. For more information, click here

NYC Funds Finder

NYC's Department of Small Business Services (SBS) and Next Street announced the launch of a new platform connecting small businesses with trusted resources they need to open, grow, and maintain their business. The user-friendly platform – NYC Funds Finder is where small businesses can review funding options, including loans and grants, and request free 1-on-1 financing assistance from the SBS team. 

NYC Funds Finder is a partnership between SBS and Next Street and the Mastercard Center for Inclusive Growth. Next Street Scale, the platform that powers NYC Funds Finder, was created to address the hurdles that small businesses, especially those run by women and minorities, face in accessing the resources required to grow their business and build wealth.

NYC WEATHER ALERT: NEW YORKERS STRONGLY URGED TO TAKE SAFETY MEASURES IN PREPARATION FOR PERIODS OF HEAVY RAINFALL, FLASH FLOODING TONIGHT AND TOMORROW

Periods of Moderate to Heavy Rain May Produce Locally Significant Impacts on Travel, Transportation, and Infrastructure Late Friday Night into Saturday

New York City Mayor Eric Adams and the New York City Emergency Management (NYCEM) Commissioner Zach Iscol today advised New Yorkers to take safety measures in anticipation of heavy rainfall and flash flooding, beginning late Friday night and continuing into Saturday.

 

“New York City does not wait for a storm to prepare — we are already several steps ahead,” said Mayor Adams. “Our emergency management teams, first responders, and key city agencies are fully activated and tightly coordinated to face the coming rains head-on. I urge every New Yorker — especially those in areas more susceptible to flooding — to stay alert by signing up for Notify NYC now.”

 

“We have activated the Flash Flood Emergency Plan in anticipation of heavy rainfall as we head into the weekend,” said NYCEM Commissioner Iscol. “Our primary concern is a six-hour period of moderate to heavy rain late Friday night through early Saturday afternoon. While widespread, major impacts are not expected, I want to stress the vital need for all New Yorkers, especially those in low-lying and flood-prone areas, including below-grade living spaces, to take precautions, sign up for emergency notifications via Notify NYC, pay attention to changes in the forecast, and heed official guidance to keep yourselves and your loved ones safe.”

 

The National Weather Service has issued a Flood Watch citywide, effective Saturday from 2:00 AM until 8:00 PM. Moderate to heavy showers and thunderstorms are forecast to begin late Friday night through Saturday afternoon, with a few inches of rain expected over a roughly six-hour period. Locally, upwards of four inches of rainfall is possible.

 

Where the heaviest rainfall rates develop, flooding could be locally significant — causing disruption to transportation; flooding of basements, first-floor residences and businesses, and underground infrastructure; and posing an elevated threat to life. Low-lying, poor drainage and frequent flood locations may be especially vulnerable. Widespread, major impacts are not expected.

 

Lingering showers may continue into early Saturday evening, with dry conditions expected by Saturday night. Breezy winds develop Saturday afternoon, with a few gusts likely Sunday. Temperatures will cool into the upper 40s by Monday morning.

 

Safety Tips

  • Allow for extra travel time. New Yorkers are urged to use public transportation.
  • If you must drive, drive slowly. Use major streets or highways for travel whenever possible.
  • If you live in a basement apartment in a flood-prone area, prepare to move to a place higher than the flood waters if experiencing rising waters and/or if you receive a warning from Notify NYC or the National Weather Service.
  • Do not drive into flooded streets or enter flooded subway stations.
  • Six inches of moving water can knock over an adult. Avoid stepping in floodwater if you see it.
  • Check on friends, relatives, and neighbors, especially older adults as well as people with disabilities, access and functional needs, or health conditions. Help them to prepare if needed.
  • Stay informed. Before and during an emergency, the city will send emergency alerts and updates to New Yorkers through various channels, including Notify NYC. Sign up for emergency notifications on the Notify NYC website at gov/NotifyNYC or call 311. You can also follow @NotifyNYC on social media.
  • New Yorkers should follow the National Weather Service forecast and guidance listed in watches, warnings, and advisories on the National Weather Service website.

New York City Emergency Management, in coordination with partners and other city agencies, has activated the comprehensive Flash Flood Emergency Plan and is actively collaborating with the National Weather Service to monitor conditions. As part of this proactive approach, crews from the New York City Department of Environmental Protection, New York City Department of Sanitation, and New York City Department of Transportation are already on the ground, inspecting and clearing catch basins in neighborhoods and thoroughfares that are particularly susceptible to flooding. Multiple city agencies have been convened on a Flash Flood Emergency Plan Steering Committee as integral components and are not only preparing in advance but also poised to respond swiftly and effectively to emergent situations.

New Yorkers are also encouraged to sign up for Notify NYC, the city’s free emergency notification system, to stay informed about the latest weather updates and other emergencies.
