Located between Freeman Street and Jennings Street, the lot is near the Freeman Street subway station, serviced by the 2 and 5 trains. Joshua Weissman of JCal Development is listed as the owner behind the applications.
The proposed 58-foot-tall development will rise from a 3,711-square-feet footprint with an unknown square footage designated for residential space. The concrete-based structure will have 23 residences and a 30-foot-long rear yard.

Demolition permits will likely not be needed as the lot is vacant. An estimated completion date has not been announced.
