Orange County Man Charged With Federal Hate Crimes For December 28, 2019, Machete Attack At Rabbi’s Home


Grafton Thomas Injured at Least Five People in Hate Crime Attack During Hanukkah Observance

Geoffrey S. Berman, the United States Attorney for the Southern District of New York, Eric Dreiband, Assistant Attorney General for Civil Rights, and William F. Sweeney Jr., the Assistant Director-in-Charge of the New York Office of the Federal Bureau of Investigation (“FBI”), announced today that GRAFTON THOMAS has been charged with five counts of obstructing the free exercise of religion in an attempt to kill, a federal hate crime, related to his machete attack during Hanukkah observances at a rabbi’s home in Monsey, New York, on the night of December 28, 2019.  THOMAS is expected to be presented in White Plains federal court later today.
Manhattan U.S. Attorney Geoffrey S. Berman said:  “As alleged, Grafton Thomas targeted his victims in the midst of a religious ceremony, transforming a joyous Hanukkah celebration into a scene of carnage and pain.  Today is the eighth day of Hanukkah, the festival of lights that commemorates Jews’ struggle to practice their faith more than two millennia ago, and we are about to welcome in a new year.  Even in the face of tragedy, both milestones are an occasion for renewed hope and resolve:  To combat bigotry in all its forms – and to bring to justice the perpetrators of hate-fueled attacks.”
Assistant Attorney General Eric Dreiband said:  “Every American should be free to live and worship in safety.  The Department will vigorously prosecute those who commit hate crimes, and we will continue to work with our state and local partners to bring to justice anyone who violates the civil rights of Americans.”
FBI Assistant Director William F. Sweeney Jr. said:  “When an individual’s actions cross the threshold of a federal crime, as we allege Mr. Thomas did here, we will act swiftly.  The message from today’s charges should be crystal clear – the FBI won’t tolerate violence against anyone.  Working with our partners, we will hold anyone who commits a crime like this accountable for their actions.  The federal penalties for this type of attack are severe and justified.  In this instance, the local community was engaged, and their actions were essential to saving lives and led directly to Mr. Thomas’s capture.  It’s the rest of our community’s joint responsibility to step up and engage as well – don’t give hate a platform to propagate and don’t dismiss this type of behavior as someone else’s problem, address it and immediately report suspicious activity to authorities.” 
According to the Complaint[[1]] unsealed today in White Plains federal court:
On December 28, 2019, THOMAS entered a Rabbi’s home in Monsey, New York, which is adjacent to the Rabbi’s synagogue, during observances related to the end of Shabbat and the seventh night of Hanukkah.  THOMAS declared to dozens of assembled congregants, “no one is leaving,” and attacked the group with an 18-inch machete.  At least five victims were hospitalized with serious injuries, including slash wounds, deep lacerations, a severed finger, and a skull fracture. 
Following the attack, Thomas traveled in a car to New York City, and he was stopped in Harlem by members of the New York City Police Department.  The responding officers observed what appeared to be blood on THOMAS’s hands and clothing, and smelled bleach coming from his vehicle.  A search of THOMAS’s vehicle led to the seizure of, among other things, a machete that appeared to have traces of dried blood on it.  Law enforcement subsequently searched THOMAS’s residence and cellphone pursuant to warrants.  The residence contained handwritten journals with several pages of anti-Semitic references.  THOMAS’s cellphone contained Internet searches dating back to at least November 2019 for terms such as “Zionist Temples” in Staten Island and New Jersey, as well as a webpage visit on the day of the attack to an article titled, “New York To Increase Police Presence After Anti-Semitic Attacks.”  
THOMAS, 37, is charged with five counts of obstructing the free exercise of religion in an attempt to kill, in violation of Title 18, United States Code, Section 247.  Each of the five counts carries a maximum prison term of life.  The maximum potential sentence in this case is prescribed by Congress and is provided here for informational purposes only, as any sentencing of the defendant will be determined by a judge.
Mr. Berman praised the outstanding efforts of the FBI, the Rockland County District Attorney’s Office, the Ramapo Police Department, the Rockland County Sherriff’s Office, the New York State Police, the Clarkstown Police Department, and the New York City Police Department, as well as the U.S. Department of Justice’s Civil Rights Division..
The charges in the Complaint are merely accusations and the defendant is presumed innocent unless and until proven guilty.

Multiple Homicides in the 32 Precinct, Manhattan October 18, 2019




Remarks as prepared for Deputy Chief Martine N. Materasso
The information I'm going to provide you is preliminary as the investigation is in its early stages and is ongoing.
As of this moment, I can tell you that there are three individuals deceased from gunshot wounds to the head stemming from an earlier dispute inside of 26 West 131 Street and there are no outstanding subjects.
This afternoon at 2:43 pm, uniformed officers from the 32nd Precinct responded to a report of shots being fired inside of 26 West 131st Street. The responding officers made entry into the location and discovered a 78-year old male lying in the 1st floor hallway with a gunshot wound to his head.
The officers then heard an unknown male yelling from inside of apartment 1A, "Come and get it," while barricading himself inside of the apartment. The officers immediately secured the location and requested the Emergency Service Unit to responded. While securing the location the officers noticed smoke coming from inside of the apartment.
Moments later, Emergency Service Unit Officers gained entry into the apartment and discovered a 59-year-old male inside of the bathroom with, what appears to be, a self-inflicted gunshot wound to the head.
FDNY personnel also responded to the location and extinguished the fire. Upon a search of the building for additional victims, members from the FDNY discovered a 62-year old female in the second floor hallway with a gunshot wound to her head.
At this time, our preliminary investigation reveals that the 59-year old suspect was involved in a verbal dispute with the 78-year old male victim before shooting him in the head. After shooting the first victim, the suspect then went to the second floor and shot the 62-year old female, before barricading himself inside of his apartment and shooting himself.
Additionally, we have recovered two firearms from inside of the suspects apartment.

Police-involved Shooting in the 52 Precinct, Bronx October 17, 2019



 Remarks as Prepared for Chief of Department Terence Monahan

Good evening. With me tonight is the Chief of Patrol Rodney Harrison, Assistant Chief Larry Nikunen, the Commanding Officer of Patrol Borough Bronx, and Deputy Inspector Thomas Alps, Commanding Officer of the 52nd Precinct.
Before I provide a briefing, I want to remind everyone that the information I am about to provide is preliminary and is subject to change as we are only a few hours into the investigation.
Earlier this afternoon in the Bronx, at approximately 3 pm, three officers in uniform, in a marked police vehicle, assigned to the 52 Precinct, observed an SUV occupied by two individuals traveling in the area of Bainbridge Avenue, approaching East 211 Street with the driver of the vehicle not wearing a seatbelt.
At this time, the officers turned on their police emergency lights and initiated a car stop. After turning right onto East 211 Street the vehicle stopped for the officers. Two police officers approached the car on the driver's side and a sergeant approached the vehicle on the passenger side. Using their department smartphones, the officers determined that the driver of the vehicle had three open warrants. The officers then directed the man to exit the vehicle so he could be placed under arrest.
As the officers attempted to arrest him outside the vehicle, the man physically resisted and got back into the car.
While both front doors of the car were still open, the male initiated a violent struggle. The sergeant immediately deployed his taser for multiple cycles. While it appeared to be a successful deployment it failed to end the struggle.
During the struggle, the man shifted the car into drive, moving the car forward and backwards, with the sergeant still inside the vehicle.
When the car was put in reverse, the officer on the driver's side had to release his grip on the male and jump out of the way to avoid getting struck by the car. The driver's door then quickly closed.
This violent struggle between the male and the officers lasted approximately one and a half minutes before the shot was fired.
At this time the sergeant fired one round from his service weapon striking the male in the chest. The officers then began to render aid.
The male was pronounced deceased at Saint Barnabas Hospital.
The passenger, who was in the vehicle during the encounter, was unharmed.
All three officers were taken to a local hospital for evaluation.
This incident occurred less than three hours ago and the investigation is ongoing. What we can tell you at this time is the male was found with a substantial amount of narcotics consisting of what appears to be cocaine, heroin and molly on him.

Multiple Homicides in the 77 Precinct, Brooklyn October 12, 2019


Remarks as Delivered by Chief of Detectives Dermot F. Shea
Good morning everyone. I'm joined here by Chief Rodney Harrison, Chief of Patrol, members of the Patrol Services Bureau and Detective Bureau. At about 6:55 this morning a 911 call over for shots fired at 74 Utica Avenue. That's the location over my right shoulder. At this point what it appears to be is an illegal gambling location set up inside that first floor location. When the first calls came over we had members of the 77 Precinct respond.
I [have to] really point out a phenomenal job by the patrol response to set up a scene here, render aid to the individuals. A bit of a chaotic scene. The individuals that in fact responded had just made a gun arrest, were processing it and rand back out here. What they encountered inside this location, we have four males deceased inside. They are still at the scene. We are awaiting the Medical Examiner.
We have an additional three individuals that are shot and receiving treatment at local hospitals. That's two males and one female.Those injuries I would consider at this point non-life threatening. There was a report of an eighth person shot. That person is in fact not shot. They sustained a minor leg injury attempting to flee this location.
It's a very, very preliminary report. Our Homicide detectives are on the scene now. We have some individuals back at the 77th Precinct, and we're trying to piece together exactly what transpired inside that location. We do have at this point, and it's possible that it's going to go up, two firearms recovered. There's evidence of multiple shots fired. All appears at this time to be contained within that location. The ages of the deceased and shot range in age from 32 years of age to 49 years of age.
The identities of the deceased are pending proper family notification.

Community Weekly Update July 9, 2019 - July 15, 2019


Dear Friends, 
We’re excited to share with you the busy week we had in District 32 full of community events, Know Your Rights workshops, and Family Days.
There were also some devastating power outages at NYCHA Jackson Houses and alarming fires at 1466 Watson Ave. but we were on the ground to ensure that tenants' needs were being met, and in some cases needed to be evacuated. Our residents’ safety and well-being are our highest priority.
Furthermore, our weekend was packed with great community events, including the NYPD 41st Precinct Unity in the Bronx, 8th Annual Bronx Pride, 22nd Annual Children’s Day at Thessalonia Baptist Church, NYCHA Forest Houses Family Day, and the Hispanic Federation’s Annual Family Health Expo Vive Tu Vida.
We partnered with Bronx Legal Services, NYC Immigrants Affairs, and Bronx Immigration Partnership Emergency Preparedness Clinic to provide informational Know Your Rights workshops for our neighbors. With ICE raids happening across our state and country, we must remain vigilant.  
Strengthening our international ties is very important for our communities and the district. I was honored to welcome our special guests from Bangladesh, Consulate General Sadia Faizunnesa and Minister of Planning Muhammad Abdul Mannan, in Parkchester and the President of Taiwan in New York, Tsai Ing-wen, with my colleagues at the Taipei Economic Culture Dinner. 
Lastly, this past week, we heard of the tragic passing of Hector Figueroa, a legendary leader who fought tirelessly for workers’ rights and community justice. We will forever honor his legacy and continue his commitment to labor rights.

Later, the Mayor will travel to Texas.

EDITOR'S NOTE:

It would have been nice for the Mayor of New York City to be in New York for the Annual Macy's 4th of July Fireworks display. 

Mayor de Blasio can always watch the Macy's Fireworks Display on television if local New York stations are carried on Texas cable systems.

Then again we can also watch our Mayor of New York City on television not in New York City.

TESTIMONY TO BE GIVEN BEFORE THE HEARINGS OF THE RENT GUIDELINES BOARD ON JUNE 11, 2019


This was e-mailed by SAVING JUSTICE Editor, Dr. Jim Fairbanks, (and to other media outlets.)

My desire is for trust and the working together of landlords and tenant associations so that our buildings and South Bronx community can survive and thrive.

Yet, looking historically, trust requires the justice of an apology and restitution from the real estate industry! After 50 years I still have not received an apology from the millionaire landlords for milking and burning down 10,000 buildings in the South Bronx for arson profit, and for making 500,000 residents flee for their lives in one of the greatest crimes and migrations of the 20 th century.

Rent increases? But, trust requires apology, restitution, repairs, rent rollback, more rollback. and a lot  more rollback. I would prefer that this not be a hearing on rent increases, but rather a hearing of a Truth & Reconciliation Commission. I would gladly forgive and restore trust!

A predatory landlord bought my building a year ago, and in less than a year, 25% of the tenants have fled the building because the landlord is ending the preferential rents of all tenants. Talk about a rent increase of hundreds and hundreds of dollars! And, the Rent Guidelines Board is considering increases? Really?

If things weren’t bad enough, here comes the Mayor’s unaffordable rezoning gentrification plan to destroy the diverse cultures of the South Bronx community and drive out the people of low and moderate income. And landlords want rent increases?

After the destruction and abandonment of the South Bronx by the real estate industry, we rebuilt the South Bronx by sweat equity, low income coops, non-profit community housing developers, and years of demand to the government and the private sector to rebuild. And the real estate industry made their billions in rebuilding. So, why gentrify and drive out the people again?

Thanks to the unprecedented organizing of CASA and dozens of such groups across the city, we are trying to hold off another eve of destruction. How long will the notion continue that the residents of the Bronx do not know what is best for the well being of our community, but only the people of power, wealth and control?

My desire as a tenant leader is the restoring of trust between landlords and tenant associations so that our buildings and community can survive and thrive. Thank you.

Please attend the Rent Guidelines Board’s Hearings on rent increases on Tuesday, June 11 at the Hostos Community College Main Theater. CASA will have a press conference at 5:00 PM before the Hearings.
