NYC Councilmembers Look to Lift Decades-old Cap on Street Vendor Permits

New York City Council members introduced four bills Wednesday afternoon to overhaul the city’s longstanding street vending rules and bring more off-the-books merchants into good standing under the law — keeping them from risking hefty fines, fees, and jail time.

The most impactful change would remove a decades-old cap on the city's highly coveted and restricted vendor permits and licenses — a measure that has never been proposed before. Vendors and supporters have long sought the reform and say that the limit forces many vendors to operate illegally.

TMRB Congestion Pricing Tolling Structure Recommendations

The MTA approved The Traffic Mobility Review Board's recommended tolling structure for the Central Business District tolling program. The TMRB recommended a $15 base toll for passenger vehicles, discounted overnight pricing, discounts for motorcycles, and a $24 or $36 toll for trucks.

A toll credit will be given to those coming through tolled entries into the CBD, and a per-ride CBD toll will be added to each taxi or rideshare trip. None of the 133 groups who requested exemptions received them in the recommendations.

‘TIS THE SEASON! WITH SOME HELPFUL SHOPPING TIPS FROM DEPARTMENT OF CONSUMER AND WORKER PROTECTION

Last week the Department of Consumer and Worker Protection (DCWP) Commissioner Vilda Vera Mayuga issued annual Holiday Shopping Tips to help consumers navigate this holiday season. With these helpful multilingual tips, New Yorkers will be able to avoid seasonal scams and overspending while also learning how to create a budget and be smarter shoppers.
CITI BIKE EXPANSION IN THE BRONX

Citi Bike has been expanded in three phases. To encourage ridership in the most recent expansion area, Lyft (the operator of Citi bike) offers a 40% discount for new annual members, as well as other discounts for existing members and NYCHA residents/SNAP recipients. The deadline to register is December 31, 2023.

NYC Funds Finder

NYC's Department of Small Business Services (SBS) and Next Street announced the launch of a new platform connecting small businesses with trusted resources they need to open, grow, and maintain their business. The user-friendly platform – NYC Funds Finder is where small businesses can review funding options, including loans and grants, and request free 1-on-1 financing assistance from the SBS team. 

NYC Funds Finder is a partnership between SBS and Next Street and the Mastercard Center for Inclusive Growth. Next Street Scale, the platform that powers NYC Funds Finder, was created to address the hurdles that small businesses, especially those run by women and minorities, face in accessing the resources required to grow their business and build wealth.

The program seeks to create opportunities for businesses owned and operated by minority individuals and women, ensuring they have fair access to government contracts and economic opportunities, opens your business up to increased opportunities from New York City agencies, free advertising in the NYC Online Directory of Certified Businesses, mentorship programs and workshops, networking events, and more.

U.S. Postal Inspector Charged with Mail Theft, Obstruction of Justice, and Money Laundering

 

A federal grand jury in the Eastern District of Louisiana returned an indictment charging a U.S. Postal Inspector with mail theft, obstruction of justice, and money laundering. 

According to the indictment, Michael Morse, 52, of Madisonville, Louisiana, served as a Postal Inspector in the U.S. Postal Inspection Service. In this role, Morse was responsible for investigating and preventing crime that involved the mail, including mail and package theft. Despite this duty, on Nov. 12, 2020, Morse allegedly stole a Priority Mail Express package from a U.S. Postal Service processing and distribution center and removed from the package cash and a global positioning system (GPS) tracking device. Further, Morse allegedly obstructed justice when he knowingly attempted to mislead other law enforcement officers about the package and the GPS device. Morse also allegedly engaged in money laundering when he deposited cash and pre-paid cards constituting proceeds of the mail theft in various cryptocurrency and precious metal accounts.

Morse is charged with one count of mail theft, one count of obstruction of justice, and nine counts of money laundering. If convicted, he faces a maximum penalty of five years in prison on the mail theft count and 20 years in prison on the obstruction of justice and each of the money laundering counts.

Acting Assistant Attorney General Nicole M. Argentieri of the Justice Department’s Criminal Division and Acting Executive Special Agent in Charge Dimitriana Nikolov of the USPS Office of Inspector General’s (USPS-OIG) Special Inquiries Division made the announcement.

The USPS-OIG is investigating the case.

Trial Attorneys Trevor Wilmot and Jacob Steiner of the Criminal Divion’s Public Integrity Section (PIN) are prosecuting the case, with valuable assistance from former PIN Trial Attorney Jolee Porter.

An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
