Governor Hochul Updates New Yorkers on State's Progress Combating COVID-19 - JULY 15, 202

Governor Encourages New Yorkers to Keep Using the Tools to Protect Against and Treat COVID-19: Vaccines, Boosters, Testing, and Treatment

20 Statewide Deaths Reported Yesterday

NOTE: Beginning June 24, 2022, the Vaccine data will be updated weekly on Fridays to align with CDC's updated data refresh schedule. For additional information on COVID-19 Vaccination Data provided by CDC, see https://covid.cdc.gov/covid-data-tracker/#vaccinations_vacc-total-admin-rate-total.

NOTE: Updates to the CDC's cumulative death data files are being delayed, as the CDC upgrades its system. Any questions about this should be directed to the CDC. During this time, total deaths and new daily deaths reported through HERDS will continue as normal.

Governor Kathy Hochul today updated New Yorkers on the state's progress combating COVID-19.

"New Yorkers have worked hard to keep each other safe from COVID-19, but with new variants spreading throughout the state, we must maintain remain vigilant in using the tools," Governor Hochul said. "Stay up to date on your vaccine and booster doses, and talk to your child's pediatrician about getting them vaccinated as soon as possible. If you're traveling or feel unwell, get tested, and if you do test positive, consult your doctor about treatment options."

Today's data is summarized briefly below:

  • Cases Per 100k - 41.44
  • 7-Day Average Cases Per 100k - 36.84
  • Test Results Reported - 88,497
  • Total Positive - 8,098
  • Percent Positive - 8.53%**
  • 7-Day Average Percent Positive - 8.99%
  • Patient Hospitalization - 2,458 (-2)
  • Patients Newly Admitted - 437
  • Patients in ICU - 237 (+4)
  • Patients in ICU with Intubation - 79 (+9)
  • Total Discharges - 320,449 (+416)
  • New deaths reported by healthcare facilities through HERDS - 20
  • Total deaths reported by healthcare facilities through HERDS - 56,760

** Due to the test reporting policy change by the federal Department of Health and Human Services (HHS) and several other factors, the most reliable metric to measure virus impact on a community is the case per 100,000 data -- not percent positivity.

The Health Electronic Response Data System is a NYS DOH data source that collects confirmed daily death data as reported by hospitals, nursing homes and adult care facilities only.

Important Note: Effective Monday, April 4, the federal Department of Health and Human Services (HHS) is no longer requiring testing facilities that use COVID-19 rapid antigen tests to report negative results. As a result, New York State's percent positive metric will be computed using only lab-reported PCR results. Positive antigen tests will still be reported to New York State and reporting of new daily cases and cases per 100k will continue to include both PCR and antigen tests. Due to this change and other factors, including changes in testing practices, the most reliable metric to measure virus impact on a community is the case per 100,000 data -- not percent positivity.

  • Total deaths reported to and compiled by the CDC - 72,417

This dailyCOVID-19 provisional death certificate data reported by NYS DOH and NYC to the CDC includes those who died in any location, including hospitals, nursing homes, adult care facilities, at home, in hospice and other settings.

NOTE: Vaccine data is now updated weekly on Fridays to align with CDC's updated data refresh schedule. For additional information on COVID-19 Vaccination Data provided by CDC, see https://covid.cdc.gov/covid-data-tracker/#vaccinations_vacc-total-admin-rate-total.

NEW YORK CITY COUNCIL REDISTRICTING DRAFT MAPS RELEASED
The NYC Redistricting Commission today released draft maps of proposed changes to New York City Council district lines. It is vitally important that we pay attention to these proposed changes and provide feedback. The Bronx and New York City need you to be engaged in drawing the lines for our government's City Council district maps.
About the Redistricting Process:
The U.S. Constitution requires a census or count of the population every ten years. This census triggers the redistricting of federal, state and local legislative districts across the nation. New York City’s population grew from 8.2 million people in 2010 to 8.8 million in 2020. That’s roughly 630,000 people new to the city throughout 51 City Council districts.

In New York City, the City Charter assigns the task of drawing 51 new New York City Council maps to the Districting Commission. For more detailed information read the Redistricting Commission Primer Guide, Click HERE

The commission has 15 members. Seven are appointed by the mayor. Eight are appointed by the New York City Council. Five are appointed by the Council majority and three by the Council minority. Learn who your Commissioners are, Click Here

Provide Feedback:
Public testimony can be submitted by email to publictestimony@redistricting.nyc.gov or by mail: 253 Broadway, 3rd Floor New York, NY 10007. The Commission can be followed on Twitter at @districtingNYC.
NYC LIQUOR LICENSE SURCHARGE SUSPENDED
New York City Mayor Eric Adams hailed a new law he actively and strongly pushed for that suspends the city's liquor license surcharge and puts money back into the pockets of small business owners. The legislation – sponsored by New York City Councilmembers Keith Powers and Justin Brannan – suspends the city's 25 percent surcharge businesses pay on state liquor licenses for a year and is retroactively effective June 1, 2022.

It is estimated that the legislation will help businesses citywide save $6.5 million over the next year. The legislation fulfills a key commitment made in Mayor Adams' "Renew, Rebuild, Reinvent: A Blueprint for New York City's Economic Recovery" plan released earlier this year.

New York State Remote Work Survey for Businesses
As the COVID-19 pandemic ingrains itself into our way of life, it is clear that many companies are actively deciding on their future plans with respect to remote/ hybrid work, which will have significant implications on our economy. Over the past two years, the State has conducted two surveys on this topic, most recently in the spring of 2021. However, as the pandemic has continued to evolve, many businesses’ plans have evolved as well.

To understand NY companies’ latest plans for remote/ hybrid working, we have partnered with Empire State Development to launch a new survey and hope your firm would provide feedback by completing the survey. The survey will ask about current approaches to remote/ hybrid work, plans moving forward, and any associated operational changes such as hiring practices or changes in physical office space.
