Bronx Borough President Vanessa L. Gibson - News, Resources, and Updates

Dear Neighbors,

Yesterday, Governor Kathy Hochul signed into law new legislation to further protect reproductive choice and freedom across New York State. The United States is waiting anxiously for the Supreme Court to announce its decision on Roe v. Wade but here in New York, we will always protect a woman’s right to access safe and quality reproductive care.

Mayor Eric Adams and NYC Council Speaker Adrienne Adams also announced last week an agreement on the city budget which will include increased funding for parks, public safety, education, childcare and address quality of life issues in our city. We will share more information soon on how the budget will directly impact our borough.

Lastly, we want to invite you to our Bronx Pride & Allies Celebration happening this Wednesday (tomorrow!) at Rosa’s at Park from 6pm - 10pm. Please register here.

If you have any questions or concerns, please do not hesitate to contact our office at 718-590-3500 or email us at webmail@bronxbp.nyc.gov

Attorney General James Announces Felony Guilty Plea of Long Island Man for Fraudulently Obtaining Disability Benefits

Former Huntington Resident Fraudulently Collected Disability Payments While Owning a Business and Training for Bodybuilding Competitions

New York Attorney General Letitia James today announced the guilty plea of Anthony Ragusa, 52, formerly of Huntington, NY, for fraudulently collecting more than $200,000 in disability benefits from the Social Security Administration (SSA). The Office of the Attorney General (OAG) charged that from 2013 to 2020, Ragusa falsely represented to the New York State Office of Temporary and Disability Assistance (OTDA) that he was unable to work and perform daily activities as a result of injuries caused by a 2013 fall. While collecting disability benefits and purportedly disabled, Ragusa was still the president and owner of WhiteStar Limousine — where he continued to earn income — and an avid weightlifter, as shown in numerous social media photos and videos of him lifting heavy weights on the internet.

“Disability benefits are a vital necessity for the New Yorkers who rely on those resources to help them live their lives,” said Attorney General James. “Anthony Ragusa swindled taxpayers by claiming the benefits for himself, but was caught in his fraudulent scheme when his wife posted bodybuilding photos of him online. His illegal and shameful actions are an insult to those who actually live with disabilities, and I will always take action to bring fraudsters like Ragusa to justice on behalf of the people.”

“For several years, Mr. Ragusa feigned his disability to fraudulently obtain over $200,000 in Social Security benefits, while managing his limousine business and a bodybuilding campaign. His admission holds him accountable for his deception and theft,” said Inspector General for the Social Security Administration Gail S. Ennis. “This guilty plea is a product of the collaborative efforts of our Cooperative Disability Investigations Program, in which we work jointly with state, local, and law enforcement agencies to combat fraud in our disability programs. I thank each agency for their investigative efforts and the Office of the Attorney General for prosecuting this case.”

Ragusa pled guilty today before State Supreme Court Judge Anthony Senft Jr. in Suffolk County Court to one count of Grand Larceny in the Second Degree, a class C felony, in violation of Penal Law §155.40. The defendant will be paying $200,000 in restitution to SSA and will be on probation for five years. If the defendant fails to complete his restitution on the sentencing date, he will face one to three years of incarceration.

According to OAG’s filings and statements made by prosecutors, Ragusa applied for disability benefits in 2013. On his application, Ragusa represented that his injuries from a fall as an electrician were so severe that he had difficulty bending over to put on shoes, walking for more than 15 minutes, and sitting for more than 30 minutes. Ragusa also stated that the pain from his injuries prevented him from working in any capacity.

Extensive video and photographic evidence from Ragusa’s wife’s Instagram account showed that, beginning in 2017, Ragusa began a physical transformation into a bodybuilder. On the Instagram account, Ragusa could be seen lifting heavy weights and training for bodybuilding competitions, often at Bev Francis gym, known as “The Mecca” for bodybuilders. Additionally, OAG investigators reviewed documents from the state Department of Transportation and minutes from a town hearing in 2012 to show that, at the time of his fall, Ragusa was the president and owner of the WhiteStar Limousine company in New Hyde Park, NY.

From January 2015 to 2020, in hearings and written reports to determine his disability eligibility, Ragusa maintained his eligibility despite continuing to run a business and lift weights.

The OAG wishes to thank OTDA and SSA for their assistance in this matter.

STATEMENT FROM MAYOR ADAMS AND COMMISSIONER CASTRO IN ANTICIPATION OF DACA’s 10-YEAR ANNIVERSARY AND PATHWAY TO CITIZENSHIP FOR DREAMERS

New York City Mayor Eric Adams and Mayor’s Office of Immigrant Affairs Commissioner Manuel Castro today released the following statement after meeting with a diverse group of DREAMers at City Hall before the 10-year anniversary of the Deferred Action for Childhood Arrivals (DACA) program tomorrow:

“Today, we sat down with DREAMers and heard their stories as immigrant New Yorkers with aspirations to serve our city. These young people contribute to our society, day after day, and many times take on the jobs others are unwilling to tackle. From students and nurses to social workers and essential workers who served on the frontlines during the height of the COVID-19 pandemic, the U.S. is where each of these individuals go to school, hold a job, pay their taxes, and live as upstanding members of our society.

“With over 150,000 DREAMers living in New York City, home is here. That is why we join President Biden and New York’s congressional delegation in calling on the U.S. Senate to finally pass the American Dream and Promise Act that will grant each of these remarkable young people with a pathway to citizenship.

“On the day before DACA’s 10-year anniversary, it is so vital that we say clearly, with one voice, that New York City will continue to support our DREAMers and their families, regardless of their immigration status.

— The Hon. Patricia D. McDow, former Majority Leader of Yonkers City Council, announced the grand opening of the Enslaved Africans’ Rain Garden (EARG) on Friday, June 17th, 11:30 AM, at 20 Water Grant Street, Yonkers, NY.

Positioned along the Hudson Riverbank, the Enslaved Africans’ Rain Garden commemorates in sculpture countless Africans who lived in servitude at Yonkers’ Philipse Manor Hall from the 1600s through 1800s. The EARG boasts five life-sized bronze creations by acclaimed artist Vinnie Bagwell in a butterfly-pollinating setting.

A longtime resident knowing its history of enslavement, McDow vowed to not leave Yonkers’ government without ensuring an indelible mark of enlightenment for future generations. Ms. McDow declared, “One hundred-fifty years after emancipation: The fact that our nation has built monuments to almost every U.S. historical event of significance while neglecting slavery negates the contributions of millions of enslaved people to our national heritage. They deserve the full respect of having their dignity restored. The strongest aspect of the Enslaved Africans’ Rain Garden Initiative is that it begins to address reciprocity by giving a voice to the previously unheard via accessible art in a public place.” In 2009, the then-Majority Leader McDow promptly commissioned Bagwell to create public art to exist in the downtown waterfront district.

Patricia McDow, President of EARG, Inc.’s Board of Directors, states, “It’s been an exhilarating, transformative, 13-year birthing process that I couldn’t abandon. Commissioning artist-extraordinaire Vinnie Bagwell was one of the most important decrees issued during my tenure with the Yonkers City Council. Yonkers will be forever educationally enriched by EARG’s existence.”
