NOTICE OF PUBLIC INPUT SESSION

The New York City Charter Revision Commission (“CRC”) will host a second round of Public Input Sessions in all five boroughs to discuss proposed changes to the New York City Charter and recommendations made in the 2024 Charter Revision Commission Preliminary Report (available June 24, 2024 at www.nyc.gov/charter).  A vote by the Commission to accept the recommendations of the preliminary report is anticipated at the June 26, 2024 public meeting.

 

What is this Forum & Public Input Session about?

The New York City Charter (“Charter”) provides the structure of City government and key powers of City elected officials and agencies.  The CRC is empowered to review the entire Charter. It may recommend changes that would help City government to work more efficiently and better serve all New Yorkers. The public is invited to testify about any matter of importance to City government, to suggest changes to the Charter, and share feedback on the Commission’s Preliminary Report.  You can find out more about the New York City Charter Revision by visiting us at our website:  www.nyc.gov/charter.

 

Who can give input?

These meetings are open to the public, and the public will have the opportunity to testify before members of the Commission.  Any member of the public may testify about their ideas for improving the City Charter, for up to three (3) minutes.  The Commission will hear testimony from people who attend the meeting in person and also from people who attend by Zoom.  A group, organization or institution wishing to testify shall select a single designated representative.  New Yorkers from any of the five boroughs may testify.  The CRC will attempt to accommodate everyone who signs up to speak at this hearing, but if time does not permit that, the public is encouraged to utilize other opportunities to testify at subsequent public input sessions of the CRC or submit written comments to charterinfo@citycharter.nyc.gov

 

Is there a deadline to submit written comments?

The public may submit written comments to charterinfo@citycharter.nyc.gov instead of or in addition to testifying live at a hearing.  Written testimony must be received by 5:00 pm on Friday, July 12.

 

When and where are the hearings?

All requests will be accommodated to the extent possible.


Casa Celina Completes Construction At 1810 Watson Avenue In Soundview, The Bronx

Construction is complete on Casa Celina, a 16-story affordable housing building at 1810 Watson Avenue in SoundviewThe Bronx. Named for Supreme Court Justice Sonia Sotomayor’s mother Celina Báez, the structure offers 204 affordable apartments targeted at older adults. It was built in collaboration between Xenolith PartnersThe Kretchmer CompaniesELH Management, and JASA, and was designed by Magnusson Architecture and Planning.

The development team collaborated with New York City Aging, the New York City Housing Authority, the New York City Department of Housing Preservation and Development, and the New York City Department of Housing Development to bring Casa Celina to fruition. The building features 46 one-bedroom apartments and 158 studios, with 62 apartments reserved for older residents who formerly experienced homelessness and 142 apartments available to older adult households earning 50 percent or less of the area median income.

JASA, the largest nonprofit manager of older adult housing in New York City, will provide on-site supportive services, including health and wellness programming and medical transportation. The building also offers a variety of amenities, including a community space, a fitness room, and a landscaped roof terrace.

Permanent financing for the $113 million project includes $43 million in HDC bonds, $7 million in subsidies from HDC and HPD programs, and approximately $53 million in Low-Income Housing Tax Credit equity. Residents have already begun moving into the building, which is expected to be fully leased by the end of 2024. Transit is available via the 6 train at the St. Lawrence Avenue subway station, which is an 8-minute walk from the property. 

 

“Affordable housing in our city is a fundamental necessity, especially for our older adults,” said Bronx Borough President Vanessa L. Gibson. “Casa Celina is designed to foster a vibrant, supportive, and inclusive environment with holistic services that care for its tenants’ emotional, mental, and physical well-being. It will be a place where our seniors, especially those who have experienced housing insecurity, can find stability, independence, and a true sense of belonging.” 


NYS Office of the Comptroller DiNapoli: Local Sales Tax Collections Up 3.9% in May Compared to Last Year

Local sales tax collections in New York state increased by 3.9% in May compared to the same month in 2023, according to data released today by State Comptroller Thomas P. DiNapoli. Overall, local collections totaled $1.78 billion, up $66.4 million from the same time last year.

“Local sales tax growth improved in May after four straight months of either flat or modest increases,” DiNapoli said. “New York City collections continued to be the main driver of growth, although most counties also experienced year-over-year increases for the month.”

In May 2024:

  • New York City’s collections totaled $783 million, an increase of 5.3%, or $39.5 million, compared to the same time last year.
  • County and city collections in the rest of the state totaled $884 million, an increase of 2.6%.
  • More than 80% (46 of 57) of counties experienced year-over-year increases.

These monthly sales tax collections are from the cash distributions made to counties and tax-imposing cities by the state Department of Taxation and Finance. The amounts are based on estimates of what each municipality is due. In the third month of each calendar-year quarter, these distributions are adjusted upward or downward, so that the quarter as a whole reflects reported sales by vendors. The next quarterly numbers (for April to June) will be available in July.

Our Rain Barrel giveaway in collaboration with the NYC Department of Environmental Protection was a success!

The rain barrels we gave away collect stormwater, which can later be used to water lawns, gardens or indoor plants, and conserves water as a result! Thank you NYC Department of Environmental Protection for making it happen!

Food Giveaway at Highpoint Bible Church

It felt great, as it always does, to give back to the community at our Food Giveaway at Highpoint Bible Church in our district last Saturday.


Thank you Open Hands Association Food Pantry and Highpoint Bible Church for coming together with us to put on this amazing event!


Coffee with Kristy at Crosstown Diner


Had a great time with some of my constituents at the first “Coffee Time with Kristy” event earlier this week at Crosstown Diner!

This is the first of 4 events, where you and I can get together for a cup of coffee and talk about what needs to be done to improve our community!


PS/MS 71 Civics Fair

It was great visiting PS/MS 71 for their

Civics Fair earlier this week.


What a fun time to see civics being taught, recognized, and celebrated in our schools.


Concert Under the Stars


What a great turnout at last night’s Concert Under the Stars event at P.S. 72 along with Education Through Music, NYC Department of Cultural Affairs and NYC Council on the Arts!

The P.S. 72 students also gave us an amazing performance. So glad to have been a part of all the festivities!

Today’s visit to Hart Island was somber, humbling, but incredibly memorable and peaceful

It was amazing to learn of the history of the island, its unique uses & how it has transformed in the past 2 centuries. Such rich history and stories in District 13!

Keeping Up with the Community!



Inactively parked cars towed in our district, thanks to the hard work and determination of the 45th and 49th Precincts!


I truly appreciate everything that all the precincts in my district have done to preserve parking spaces in our community by eliminating inactive vehicles from our streets!


Stopped by to meet the organizer of the Pelham Bay Little League earlier today.

Thank you for all that you do for the children of District 13!


Thank you NYC Department of Sanitation for this very thorough cleanup of this underpass at Bruckner Boulevard and St. Joseph’s Way last week!

It’s cleanups like these that keep our community beautiful, and I appreciate everything that DSNY has done to maintain clean streets in our district.
