Governor Kathy Hochul today announced the State has identified more than 18,000 job openings with nearly 400 employers who are willing to hire migrants and asylum seekers who have attained legal work status in the United States. This announcement comes just one month after Governor Hochul directed the New York State Department of Labor to begin connecting businesses with job openings to migrants and asylum seekers who have attained legal work status. The Governor has focused on securing legal work status for migrants and asylum seekers, including successfully pressuring the federal government to grant Temporary Protected Status to individuals from Venezuela, so these individuals can leave the shelter system and begin living independently.

"Migrants and asylum seekers came here to work -- so let's put them to work," Governor Hochul said. "Right now, we have a migrant crisis and a workforce crisis. By connecting work-eligible individuals with jobs and opportunity in New York, we can solve them both and secure a brighter future for all New Yorkers."

On August 24, Governor Hochul directed the New York State Department of Labor (NYSDOL) to conduct outreach to employers and determine which job openings could be filled with migrants and asylum seekers. This initiative has identified more than 18,000 private sector job openings at 379 companies who have identified roles that could be filled by individuals with legal work status. This includes job openings in accommodation and food services, healthcare and social assistance, manufacturing, and administrative support.

Employers were identified through a portal where they could inform the State that they would welcome newly authorized individuals into their workforce. Separately, a registration process where asylum seekers and migrants with work authorization can register for assistance has been established. The New York State Department of Labor (NYSDOL) and a team of 70 State personnel representing 16 State agencies have since led a robust outreach effort to identify business needs and assess asylum seekers and migrants’ skills and expertise.

In addition, the Governor announced the start of a public awareness campaign to help more employers articulate their business needs and welcome asylum seekers and migrants with work authorizations into their workforce. NYSDOL will expand their outreach to employers via social media and digital channels and begin circulating a digital flyer, which direct employers to the Department’s intake form.


Responding to New York’s Migrant Crisis
Governor Hochul has identified work authorization as the path out of this crisis, allowing migrants and asylum seekers to leave taxpayer-funded shelters and begin living independently as generations of immigrants have done. After months of advocacy from Governor Hochul and a broad coalition of political, civic and business leaders, the White House announced plans to grant Temporary Protected Status to individuals who arrive in the United States from Venezuela on or before July 31, 2023; the City of New York estimates this will allow more than 15,000 Venezuelan individuals to attain legal work status within 30 days.

Additionally, the Governor has surged personnel and resources to case management, to help migrants and asylum seekers fill out the necessary paperwork to attain legal work status. This includes deploying 250 National Guard personnel assigned to full-time case management services, part of a deployment of more than 2,100 National Guard personnel to address this ongoing situation. The Governor has also deployed significant financial resources to support case management, including $20 million allocated to local nonprofits serving asylum seekers and migrants; $20 million to help New York City with a casework surge through NYC Health + Hospitals; $10 million for migrant legal services.

Governor Hochul has led a robust state response to this crisis. Overall, the State has committed $1.7 billion to support asylum seekers and migrants, including for shelter, transportation and social services; the State recently advanced $250 million to the City for these purposes. The State has also offered up multiple State-owned sites, such as the former Lincoln Correctional Facility in Manhattan and Building 197 at JFK Airport, to be used as shelters; the State is also covering the cost of multiple Humanitarian Emergency Response and Relief Centers (HERRCs) at Creedmoor Psychiatric Facility and on Randall's Island.

Illegal Cannabis Crackdown in the 80th District – Allerton

On September 14th, working in coordination with the New York County Sheriff's Department, we conducted targeted inspections on smoke shops in the Allerton section of The Bronx to combat the proliferation of unlicensed and unregulated sale of tobacco and cannabis. 

The locations found to be in violation of the law were:

  • 649 Allerton Ave (200 Healthy Deli Corp);
  • 686-688 Allerton Ave (BX Convenience & Smoke Store Corp); and 
  • 800 Allerton Ave (Allerton Smoke Shop Inc)

Investigations into these businesses yielded the following:

  •       Two (2) arrests
  •       Four (4) C-Summons
  •       Six (6) Notice of Violations with 32 violations and 196
  •       Estimated $223,700 in penalties
  •       14.5 Cartons of untaxed cigarettes
  •       3,392 packages of other tobacco products
  •       1,824 flavored vape products
  •       2,009 packages of THC flowers weighing a total of
  •       1,750 THC pre-rolls weighing a total of 4.44 lbs
  •       367 packages of THC edibles weighing a total of 38.6lbs

This was a reckoning for those who willfully circumvent the law and target our most vulnerable citizens and children by acquiring and selling cannabis and tobacco products illegally, and to those who continue to engage in this illegal activity these sweeps are just the beginning. 


Illegal Cannabis Crackdown in the 80th District – Pelham Parkway

The reckoning continued on September 18, 2023, when the Sheriff's Joint Compliance Task Force conducted two inspections at unlicensed locations in the White Plains Road/Pelham Parkway neighborhood. These inspections resulted in five arrests, 135 counts of violations, and an estimated $153,600 in penalties.

I am proud to partner with the New York County Sheriff's Department and be at the forefront of a broader effort to curb the sale of illegal cannabis and tobacco products in our communities.

Finally, I am grateful to many constituents who have reached out to our Community Office to raise their concerns over the issue of illegal cannabis and smoke shops that sell it. These sweeps are yet another example of the positive outcome produced when elected representatives, residents and community organizations work hand-in-hand.

MAYOR ADAMS MAKES ABORTION CARE AVAILABLE VIA TELEHEALTH TO NEW YORKERS THROUGH NYC HEALTH + HOSPITALS

 

NYC Health + Hospitals’ Virtual Expresscare Telehealth Service Allows Patients in NYC to Speak With Providers On-Demand Via Video or Phone From Comfort of Own Home, Becoming First Public Health System in Nation to Offer Service

 

All Patients Considering Abortion Care Assessed by Clinicians and Provided Education and Options, Patients Pursuing Abortion Then Guided to Access Medication Via Mail or In-Person Appointment

New York City Mayor Eric Adams and NYC Health + Hospitals today launched telehealth abortion access through Virtual ExpressCare — becoming the first public health system in the nation to do so — and further expanding New Yorkers’ access to abortion care while Americans’ reproductive rights remain under attack across the nation. Beginning this week, patients in New York City seeking abortion care will be able to schedule a Virtual ExpressCare appointment to speak with a New York state-licensed health care professional by video or phone, on-demand, for an assessment and counseling. If clinically appropriate and prescribed, patients will be able to receive a medication abortion kit at their New York City address within a few days.

 

This service will be available seven days a week, between 9:00 AM and 9:00 PM, and will provide patients with access to safe, legal abortion care. NYC Health + Hospitals offers access to a full spectrum of medication and procedural abortion services at their hospital-based clinics, and this launch will expand care to include telehealth medication abortion. Patients can access telehealth abortion care online or by calling (718) 360-8981. Patients wishing to make an in-person appointment for obstetric and gynecologic services, including abortion care, should call (844) NYC-4NYC.

 

“Here in New York City, we will not allow the far right to continue its crusade to strip women of their reproductive rights. Last year, an activist Supreme Court undermined almost 50 years of settled law by overturning Roe v. Wade, but New Yorkers know that access to safe, legal abortion care is the cornerstone of public health, and we will not stand idly by as these attacks on women continue,” said Mayor Adams. “Today, I am proud to announce another first for any city government: Access to abortion care will now be available through telehealth visits at NYC Health + Hospitals sites from the comfort of one’s home. In New York City, we will never stop fighting for a woman’s right to choose the care that is right for them, and we will never stop working to make abortion care more accessible to all New Yorkers. Telehealth abortion care allows the people in our lives to make the choices they need privately and safely, so that they can decide what is best for them and their futures. This is about protecting the ability for women to control their own bodies, their choices, and their freedoms.”

“As our country faces a devastating loss of reproductive rights, New Yorkers should know that they can access safe and legal abortion care from NYC Health + Hospitals,” said Marisa Nádas, MD, MPH, reproductive health clinical lead, NYC Health + Hospitals; associate medical director, Virtual ExpressCare. “By offering access to assessment and counseling for abortion care — as well as the possibility of a remote medication abortion — through Virtual ExpressCare, we are navigating around barriers people face in coming for in-person appointments and further opening up access.”

 

The new telehealth abortion service by NYC Health + Hospitals is based in and for New York City. Patients must attest to being in New York City at the time of the call and must attest that they will be in New York City when they take the medication. If a patient chooses to receive abortion medication by mail, the address must be in New York City. Medication abortion prescribed during a telehealth appointment is available to clinically eligible patients who are up to 10 weeks into their pregnancy.

 

This new service builds on a range of services the Adams administration has announced in the wake of the U.S. Supreme Court’s decision in Dobbs v. Jackson Women’s Health Organization last year — in which the nation’s highest court ruled to effectively overturn Roe v. Wade after almost 50 years of precedent. Since that decision last year, Mayor Adams has launched the Abortion Access Hub to confidentially refer callers to abortion care, rolled out no-cost medication abortion at the city’s sexual health clinics, and signed legislation strengthening abortion protections for New Yorkers.

 

Today’s announcement expands NYC Health + Hospitals’ wide range of facility-based obstetric and gynecologic services, including primary care, family planning, abortion care, prenatal through delivery care, midwifery and referrals for doula services, postpartum care, breastfeeding and lactation services, breast exams, nutrition, behavioral health referrals, preventive care, and vaccinations. Gynecology services include menopause and fibroid treatments, as well as specialty practices for gynecologic cancers, pelvic pain, and endometriosis. Patients wishing to make an in-person appointment should call (844) NYC-4NYC.

 

NYC Health + Hospitals’ Virtual ExpressCare is available in over 200 languages. In addition to abortion care, patients can receive immediate and confidential care for an array of physical and behavioral health concerns, including COVID-19, minor injuries, fever and flu, upper respiratory infections, anxiety, depression, and substance use issues. Virtual ExpressCare is available 24/7, 365 days a year to all New Yorkers online or by calling (631) EXP-Care (397-2273).

 

NYC Health + Hospitals serves patients regardless of their ability to pay. The new access to telehealth abortion care will be covered like any other service. Patients with insurance may need to pay a copay. If patients cannot afford to pay for the service or are uninsured, Virtual ExpressCare will provide care and connect patients to trained financial counselors who can help them enroll in health insurance coverage or financial assistance through NYC Care, Medicaid, and Medicare, with per-visit fees as low as $0, depending on patients’ income and family size.

Governor Hochul Takes Action to Improve Traffic Safety and Protect New Yorkers

Signs Legislation to Enable Traffic-Light Cameras in Westchester County and Syracuse and School Zone Speed Cameras in Syracuse and Albany

Signs Legislation to Improve Existing Move Over Law to Include All Vehicles

 Governor Hochul took a series of actions to improve traffic safety across the state. This included signing legislation that enables Westchester County and the cities of Syracuse and Albany to install cameras at key intersections to enforce traffic light and school zones speeding violations, as well as improving the existing Move Over Law to protect drivers across the state.

“Keeping New Yorkers safe is my top priority, and traffic safety is no exception,” Governor Hochul said. “The legislation signed today will make streets across our state safer for drivers, cyclists, pedestrians and especially for our schoolchildren. Thank you to my partners in the legislature for their work in getting these bills to the finish line - New York is better for it.”

Governor Hochul signed the following bills, authorizing local entities to create traffic light and school zone speeding camera programs:

  • Westchester Traffic Light Cameras (A7206B/S7026B)
  • Syracuse Traffic Light Cameras (A6686/S6631)
  • Albany School Zone Speed Cameras (A7043A/S6802A)
  • Syracuse School Zone Speed Cameras (S6632/A6687A)

Under these new laws, the County of Westchester and the cities of Albany and Syracuse are authorized to implement programs that have been proven to decrease speeding while protecting drivers, cyclists and pedestrians.

Additionally, Governor Hochul today signed legislation (A1077/S5129), which improves the existing “move over” law requiring drivers to exercise due care to avoid vehicles stopped on the roadway, including by changing lanes. The current law has been in place since 2010 and is designed to prevent collisions with emergency vehicles. In the years since, the law has been expanded to cover hazard vehicles and other responder vehicles. However, personal vehicles stopped on the sides of highways remain a safety hazard. Nearly 300 drivers are struck and killed roadside every year, and 37 people were struck and killed outside of a disabled vehicle in New York from 2016-2020. This law expands the existing move over law to cover all vehicles stopped on the road.

Golani Architect and developed by Skyrock NYC Development, the structure yields 36 residences. Available on NYC Housing Connect are 19 units for residents at 130 percent of the area median income (AMI), ranging in eligible income from $98,915 to $198,250.

Amenities include pet-friendly policies, a shared laundry room, and an elevator. Residences come equipped with air conditioning, energy-efficient appliances, intercoms, high-speed internet, and name-brand kitchen appliances, countertops, and finishes. Tenants are responsible for electricity.

At 130 percent of the AMI, there are five studios with a monthly rent of $2,885 for incomes ranging from $98,915 to $146,900; one one-bedroom with a monthly rent of $3,080 for incomes ranging from $105,600 to $165,230; and 13 two-bedrooms with a monthly rent of $3,669 for incomes ranging from $125,795 to $198,250.

Prospective renters must meet income and household size requirements to apply for these apartments. Applications must be postmarked or submitted online no later than October 20, 2023.
