NYPD ANNOUNCES RECORD-LOW SHOOTING INCIDENTS AND SHOOTING VICTIMS FOR THE FIRST TEN MONTHS OF THE YEAR AND IN OCTOBER

 

Lowest October in Recorded History for Murders and Subway Crime

Police Commissioner Jessica S. Tisch today announced that in the first ten months of 2025, New York City saw the fewest shooting incidents and shooting victims in recorded history. During the ten-month stretch, the city recorded 596 shooting incidents and 744 shooting victims, compared to the previous all-time lows of 641 and 768 respectively, set in 2018. The NYPD also delivered record-low shooting incidents and shooting victims for the month of October, with 43 shooting incidents and 50 shooting victims — shattering the previous October record of 62 shooting incidents and 74 shooting victims set in 2019 and 2018, respectively.

For the month of October, murders were also at the lowest level in recorded history with 18 murders, tying the previous record set in 2018. Murders declined by almost half compared to October 2024, dropping 48.6% (18 vs. 35).

On our subways, the NYPD delivered the safest October for major transit crime in recorded history, tying the previous record set in 2020, when ridership was at historic lows because of the pandemic. July, August, September, and October combined were the safest months on the subways in recorded history, excluding the pandemic years.

These record-low numbers have helped drive crime down consistently each quarter since January 2024, with the city currently in its eighth straight quarter of major crime decline.

“For the first ten months of the year and the month of October, the NYPD delivered the lowest number of shooting incidents and victims in recorded history, and the safest October on our subways in recorded history, including the pandemic years when ridership was at historic lows,” said NYPD Commissioner Tisch. “This isn’t luck or coincidence – it’s the direct result of our precision policing strategy and the relentless work of the men and women of the NYPD who carry out this plan and make our city safer. These historic public safety milestones are reaching every corner of New York City, and I thank Mayor Adams for his continuous support of the NYPD.”

With major crimes continuing to decline into our eighth straight quarter, our administration’s precision policing strategy is working. Thank you to Commissioner Tisch and our dedicated NYPD personnel for their relentless efforts in driving down crime and making New York a safer city and the best place to live and raise a family.”

These record-low crime numbers were largely driven by the NYPD’s Fall Violence Reduction Plan, a data-driven, precision-policing strategy to combat violent crime and shootings. The plan consists of 54 zones covering 38 communities, with up to 1,800 uniformed officers assigned to nightly foot posts in precincts, public housing, and the subway system. Since its inception on October 13, index crime is down 26.6% (168 vs. 229) and shootings are down 41.7% (7 vs. 12) in the zones during deployment hours. The NYPD’s ongoing work to target and take down the most dangerous gangs also plays a role in driving down shootings and removing guns from the streets. So far this year, NYPD detectives have carried out 57 gang-related takedowns, and the department has seized more than 4,625 illegal guns since January and more than 24,385 guns since the start of Adams administration.

The NYPD continues to drive down crime on our subways. Transit crime was down 14.4% (154 vs. 180) in October, making it the safest October ever – including the pandemic years – tying the previous record set in 2020 when ridership was at historic lows. And the past four months combined – July, August, September, and October – were the safest on our subways in recorded history, excluding the pandemic years.

Citywide, major crime was down in several categories for October, with overall major crime down 6.5% (10,125 vs. 10,832), marking the third October in a row with major crime declines.

Shooting incidents were down in October a staggering 47.6% (43 vs. 82) and shooting victims were down 45.1% (50 vs. 91). For the first ten months of the year, the city broke the previous all-time low for shooting incidents set in 2018 by 7.6% (596 vs. 641) and by 3.3% (744 vs. 768) for shooting victims.

Murder declined by almost half compared to October 2024, dropping 48.6% (18 vs. 35), tying October 2018 for the fewest murders of any October in recorded history.

Felony assault is trending down year-to-date after four consecutive years of increases and declined 7.2% (2,297 vs. 2,475) in October. Since the COVID-19 pandemic, nearly 40% of felony assaults in New York City are related to domestic violence. To address this growing crisis, the NYPD launched the Domestic Violence Unit last month — the largest unit of its kind in the nation. There are 450 domestic violence investigators fully dedicated to investigating domestic violence cases, building stronger relationships with survivors, and receiving enhanced training.

Burglary dropped 8.9% (1,060 vs. 1,163), the third lowest October in recorded history and marking a third consecutive year of declines.

Robberies declined 11.6% (1,317 vs. 1,490), hitting the lowest level for the month of October since 2020.

Grand larceny fell 1.6% (4,144 vs. 4,211) and is down overall for a third consecutive year.

In our housing developments, crime declined by 4.7% (483 vs. 507).

The number of incidents investigated by the NYPD’s Hate Crime Task Force decreased 22% (47 vs. 60).

Rape incidents increased by 8.6% in October compared to the same period in 2024 (189 vs. 174). The rise in reported incidents is partly attributed to September 2024’s legislative changes which rightfully broadened the legal definition of rape in New York State to now include additional forms of sexual assault. The NYPD continues to encourage survivors of sexual assault to come forward and report these incidents.

Multiple Suspects Charged for Having Firearms in Conspiracy to Provide Material Support to ISIS

 

Last Friday, the FBI arrested multiple suspects and took them into custody. They have now been charged for having firearms that would be used in a conspiracy to provide material support to ISIS—a vicious foreign terrorist organization hell-bent on murdering Americans. The complaint sets forth grievous allegations of a radical Islamic terror plot involving AR-style rifles, shotguns, handguns, and other tools for a tactical assault. 

“This newly unsealed complaint reveals a major ISIS-linked terror plot with multiple subjects arrested in the Eastern District of Michigan targeting the United States,” said Attorney General Pamela Bondi. “According to the complaint, subjects had multiple AR-15 rifles, tactical gear, and a detailed plan to carry out an attack on American soil. Thanks to the extraordinary diligence of our U.S. Attorney Jerome Gorgon Jr., the FBI and state and local law enforcement officers, this plot was stopped before innocent lives were lost.”

“With today’s unsealed criminal complaint, the American people can see the results of months of tireless investigative work where the FBI acted quickly and likely saved many lives,” said FBI Director Kash Patel. “We’ll continue to follow the facts, uphold the law, and deliver justice for the American people.” 

“We are thankful for the exceptional work of the FBI in keeping the Homeland safe and for the helping hand of state and local law enforcement,” said U.S. Attorney Jerome F. Gorgon, Jr.

The investigation is ongoing.

A criminal complaint is merely an allegation, and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

Mount Vernon Man Found Guilty Of Sex Trafficking A Minor

 

Rai Thomas Convicted at Trial of Sex Trafficking a Female Minor Victim at Hotels in the Bronx and Brooklyn

United States Attorney for the Southern District of New York Jay Clayton and Assistant Director in Charge of the New York Field Office of the Federal Bureau of Investigation (“FBI”) Christopher G. Raia announced today that a jury returned a guilty verdict on October 27, 2025, against RAI THOMAS for sex trafficking of a minor and use of interstate facilities to promote sex trafficking and prostitution.  U.S. District Judge Nelson S. Román presided over the trial.  

“Crimes relating to sexual abuse of minors are among the most heinous crimes in our society,” said U.S. Attorney Jay Clayton.  “Rai Thomas’s actions were particularly egregious because he targeted a teen in crisis and preyed on her when she was at her most vulnerable.  This Office is dedicated to protecting the children of New York. This conviction should serve as a lesson: if you target a child—any child—the prosecutors of this Office and our law enforcement partners will bring you to justice.” 

FBI Assistant Director Christopher G. Raia said: “Rai Thomas organized an elaborate sex trafficking scheme across the city to repeatedly exploit a minor victim simply to enrich himself. Thomas targeted an especially vulnerable minor, enticing her into commercial sex work with utter disregard for her wellbeing. The FBI will never tolerate any individual who advertises and uses children as sexual objects to fill their own piggy banks.”

According to the allegations in the Indictment and the evidence at trial:

Between January and February 2022, THOMAS trafficked Minor Victim-1 to engage in commercial sexual activity across multiple hotels within the Bronx and Brooklyn, New York.  Minor Victim-1 had been living in a children’s group home at the time that THOMAS trafficked her.  THOMAS facilitated and benefited from the scheme in numerous ways, including by enticing Minor Victim-1 to engage in commercial sex; coordinating the transportation of Minor Victim-1 to hotels; reserving the hotel rooms in which she engaged in commercial sex; facilitating the advertisement of Minor Victim-1 on the internet to customers for commercial sex; and profiting from the sex trafficking scheme.

RAI THOMAS, 31 of Mount Vernon, New York, was convicted of (1) sex trafficking of a minor, which carries a mandatory minimum term of 10 years in prison and a maximum term of life in prison, and (2) use of interstate facilities to promote unlawful activity, which carries a maximum sentence of five years in prison.

The minimum and maximum potential sentences in this case are prescribed by Congress and are provided here for informational purposes only, as any sentencing of the defendant will be determined by a judge.

The sentencing of THOMAS is scheduled for February 13, 2026, before Judge Román. 

Mr. Clayton praised the outstanding investigative work of the Federal Bureau of Investigation’s Hudson Valley Safe Streets Task Force, the Town of Poughkeepsie Police Department, the Dutchess County Sheriff’s Office, the City of Poughkeepsie Police Department, and the New York City Police Department. 

Attorney General James Secures $1.1 Million for Climate-Smart Agriculture from World’s Largest Beef Producer

 

OAG Investigation Found JBS USA’s Public Statements on Company’s Efforts to Reduce Climate Change Pollution Emissions Were Unsubstantiated
Settlement Will Support Programs to Help New York Farmers Reduce Greenhouse Gas Emissions

New York Attorney General Letitia James today announced a $1.1 million settlement with JBS USA Food Company and JBS USA Food Company Holdings (JBS USA), the American subsidiary of the JBS Group, the world’s largest producer of beef products, for allegedly misleading the public about its commitment to reducing its carbon footprint. Attorney General James sued JBS USA in 2024, after an Office of the Attorney General (OAG) investigation revealed that it was advertising that the JBS Group would reach “net zero” greenhouse gas emissions by 2040, despite having no plan to actually achieve it. Under the settlement, JBS USA will pay $1.1 million to support climate-smart agriculture programs that help New York farmers adopt best practices to reduce emissions, increase resiliency, and enhance productivity. JBS USA has also agreed to reform its environmental marketing practices and report annually to OAG for three years. 

“New Yorkers deserve the truth when it comes to the environmental impact of the products they buy,” said Attorney General James. “JBS USA made sweeping promises about its parent company’s climate impacts despite the company having no real plan to back those promises up. My office will always hold companies accountable when they mislead New Yorkers and harm our planet.” 

Beef production emits the most greenhouse gases of any major food commodity, and animal agriculture accounts for at least 14.5 percent of annual global greenhouse gas emissions. In 2021, the JBS Group reported total global greenhouse gas emissions of over 71 million tons, more than the total emissions of many countries. 

Attorney General James sued JBS USA in February 2024 for violating New York’s consumer protection laws by falsely advertising that the JBS Group would achieve “net zero” greenhouse gas emissions by 2040. In reality, an OAG investigation showed that the JBS Group had no viable plan or factual basis to reach such a goal and, instead, was making plans to increase production – thereby increasing its carbon footprint. The OAG found that when JBS USA announced its “Net Zero by 2040” commitment, the JBS Group had not yet calculated the company’s total greenhouse gas emissions, nor had it developed a plan to execute the commitment or determined whether it was economically or technologically feasible. Despite this, JBS USA publicly represented that its commitment was achievable and that it had a plan to meet its target. 

In her lawsuit, Attorney General James alleged that JBS USA used greenwashing and misleading statements to capitalize on consumers’ increasing desire to make environmentally friendly choices, including: 

  • “Agriculture can be part of the climate solution. Bacon, chicken wings, and steak with net zero emissions. It’s possible.”
  • “We will cut our own emissions by 30% in 2030 and eliminate Amazon deforestation from our supply chain within five years.”
  • “JBS will achieve net zero greenhouse gas emissions, reducing its direct and indirect emissions and offsetting all residual emissions.”

JBS USA continued to make these false claims despite receiving a warning from the Better Business Bureau National Programs’ National Advertising Division (NAD), which determined that the company’s evidence did not support the net-zero claims it was making to consumers. The NAD recommended that JBS USA stop making these net-zero claims in its advertising, a recommendation later affirmed by the National Advertising Review Board. 

Attorney General James has secured $1.1 million from JBS USA, which will fund independent, science-based initiatives supporting climate goals across New York. The funds will be directed to promoting climate-smart agriculture on New York farms, with the exact recipient to be determined in the coming months. The OAG will work with the funding recipient to prioritize support for New York farms that lost federal funding to supply food to food banks. In addition, Attorney General James is requiring JBS USA to immediately stop making deceptive or unsubstantiated environmental claims and placing JBS USA under OAG monitoring for three years. As part of this monitoring, JBS USA must submit annual compliance reports to OAG, verifying adherence to the agreement.  

Agriculture is a significant contributor to climate change. The U.S. Environmental Protection Agency estimates that agriculture emits over 660 million metric tons of greenhouse gases annually – or roughly 10 percent of all U.S. emissions. Climate-smart agricultural practices offer tools for farmers to reduce their greenhouse gas emissions, make their operations more resilient in the face of increasingly severe climate events, and maintain or increase their productivity in the face of accelerating climate change.
