This week, Senator Rivera celebrated the 4th anniversary of OnPoint’s two Overdose Prevention Centers (OPCs). New York’s overdose epidemic leaves too many families mourning preventable deaths. OPCs offer a safe place to seek help and healthcare and these services should be offered across the state so those in need can stay alive and recover. Congratulations to the OnPoint NYC team for courageously saving lives and leading the harm reduction movement!

This week, Senator Rivera joined two Hanukkah celebrations in his district. On Monday, the Senator visited the Weinberg Older Adult Center for Bronx House’s annual Hanukkah celebration and Menorah lighting. On Wednesday, the Senator joined Rabbi Scott who held a beautiful Hanukkah Luncheon at the Riverdale Y.

  • Do not use the heaters with broken, cracked, or loose plugs.
  • Space heaters should never be used to cook food, dry clothing or thaw pipes.
  • Heaters must be at least 3 feet away from anything that can burn.
  • Avoid the cord becoming a tripping hazard.
  • Plug space heaters directly into a wall outlet. Extension cords or power strips can overheat and cause fires.
  • Do not plug any other electrical devices into the same outlet as the heater.
  • Place space heaters on level, flat surfaces. Never place heaters on furniture or carpets, which can overheat and start a fire.
  • Make sure your smoke alarm is working properly.


‘764’ Extremist Group Leader Pleads Guilty to RICO, Child Exploitation Charges

 

A San Antonio-based member of the Nihilistic Violent Extremist (NVE) group 764 pleaded guilty to racketeering activity and multiple acts relating to the sexual exploitation of children.

“The FBI will not rest when it comes to identifying and holding accountable those who prey on children and other vulnerable individuals,” said FBI Director Kash Patel. “The court documents show the defendant coerced minors to commit heinous and cruel acts of self-harm. This guilty plea is a major step in seeing justice served in this case and demonstrates the FBI’s commitment to protecting the nation’s youth.”

"Chavez led a group of online predators whose ultimate purpose is to destroy our society.  They tried to achieve that heinous goal by desensitizing innocent children to violence—coercing them to perform gruesome and harmful acts against themselves and animals—with the hope of encouraging further violence and spreading chaos," said Sue J. Bai, Principal Deputy Assistant Attorney General for National Security. "The National Security Division will continue to relentlessly investigate and prosecute predators who seek to terrorize our society by targeting our most vulnerable."

“764 members, like the defendant, use the Internet to prey on vulnerable minors, coercing them to mutilate themselves, produce child exploitation images of themselves, and attempt suicide," said U.S. Attorney Justin R. Simmons for the Western District of Texas. "My office will do everything legally possible to prosecute and imprison members of this group for as long as the law allows."

According to court documents, Alexis Aldair Chavez, also known as Zack and Zack8884, 19, was an administrator and online leader of the ‘8884’ network, which is a network related to 764. Both 8884 and 764 are NVEs who engage in criminal conduct within the United States and engage with other extremists abroad. These NVEs share accelerationist goals that include social unrest and the downfall of the current world order, including the U.S. Government. Members of 8884 work in concert with one another towards a common purpose of destroying civilized society through the corruption and exploitation of vulnerable populations, including minors. NVEs engage in criminal conduct within the United States and abroad, in furtherance of political, social, or religious goals that derive primarily from a hatred of society at large and a desire to bring about its collapse by sowing indiscriminate chaos, destruction, and social instability. NVEs demand, coerce, and extort victims to engage in variety of violent conduct, including self-mutilation, online and in-person sexual acts, harm to animals, sexual exploitation of siblings and others, acts of violence, threats of violence, suicide, and murder.

In or about October 2023, Chavez and a co-conspirator attempted to have a minor female kill herself in a video chat by overdosing on pills. The two conspirators recorded the attempted suicide to obtain “content” that would allow them to maintain and increase their status in the 8884 enterprise. Approximately two months later, Chavez and the minor female victim worked together to coerce a female located overseas to get naked on camera, cut herself, and engage in sexual acts. They also extorted another female by forcing the victim to cut the name “Zack” into herself.

On or about Dec. 29, 2023, Chavez and a co-conspirator coerced another minor female to cut her tongue as well as torture and kill a cat on a live video call. That same month, Chavez and another co-conspirator worked together to groom and extort several other minor females. In one instance, the two conspirators coerced a female victim to light her arm on fire and have the fire burn through her skin and deeper into her body, while on a recorded video chat within the ‘8884’ channel. They groomed another minor female victim, forcing her to drink her own urine and attempt to overdose on unknown pills.

On or about Jan. 23, 2024, Chavez and a co-conspirator threatened and coerced a minor female victim to engage in sexually obscene activities and other egregious acts.

Chavez pleaded guilty to one count of racketeering, one count of distribution of child pornography, and one count of possession of child pornography. He faces up to 20 years in prison for each count, with a minimum of five years in prison for the distribution charge. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

The FBI San Antonio Field Office is investigating the case with assistance from FBI Washington Field Office, Homeland Security Investigations, and the San Antonio Police Department.

Assistant U.S. Attorneys Mark Roomberg and Bill Harris for the Western District of Texas, and Trial Attorneys Justin Sher and James Donnelly of the National Security Division’s Counterterrorism Section are prosecuting the case.

The Justice Department remains vigilant against the threat of Nihilistic Violent Extremist (NVE) networks, like 764, that operate within the United States and around the globe. NVEs often target vulnerable individuals, including minors, using social media platforms to share CSAM and gore material, and groom victims toward committing acts of violence. Victims are often extorted, coerced, compelled, and blackmailed into complying with NVE demands, including self-mutilation, online and in-person sexual acts, harm to animals, sexual exploitation of siblings and others, acts of violence, threats of violence, suicide, and murder. This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by United States Attorneys’ Offices and the Criminal Division's Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. 12 ADULTS AND 7 TEENS INDICTED IN CONSPIRACY TO COMMIT VIOLENCE NEAR BRONX COURTHOUSE, ST. MARY’S PARK


Defendants Fired at Rivals in Broad Daylight  

Bronx District Attorney Darcel D. Clark, and New York City Police Commissioner Jessica S. Tisch today announced that 19 alleged members of Courtlandt Over Everything and the ABG Crips gangs have been indicted for Conspiracy, Attempted Murder and other violent crimes for a series of shootings, including three in the vicinity of the Bronx County Hall of Justice. 

District Attorney Clark said, “Once again, we are talking about teenagers getting their hands on guns and terrorizing communities. In the past year, the defendants allegedly shot at each other near the Courthouse putting jurors, witnesses, court personnel, and other community members at risk. They allegedly committed robberies and shootings in the St. Mary’s Park area. My office focused here on investigations with NYPD, provided community resources, and took another step toward alleviating violence. We need to move on all fronts to stop youth gun violence immediately and give kids alternatives to gang life.”

Commissioner Tisch said, “These indictments are the result of sustained investigative work by NYPD detectives who disrupted a pattern of gun violence that repeatedly put the public at risk, including near the Bronx courthouse. These 19 alleged gang members fired weapons in broad daylight, showing a reckless disregard for the safety of court officers, jurors, staff, and bystanders. I thank the Bronx District Attorney’s Office for its partnership, and the NYPD investigators whose work brought this violent activity to a stop and held those responsible accountable.” 

The 157-count indictment variously charges the defendants with second-degree Conspiracy, fourth-degree Conspiracy, Attempted Murder in the second degree, first-degree Criminal Use of a Firearm, first-degree Robbery, Attempted Assault in the first-degree, seconddegree Criminal Possession of a Weapon, second-degree Criminal Use of a Firearm, third-degree Criminal Possession of a Controlled Substance, second-degree Assault, first-degree Reckless Endangerment, second-degree Promoting Prison Contraband, Attempted Assault in the second degree, Criminal Possession of a Firearm, and fourth-degree Grand Larceny. 

Five of the defendants were arraigned before Bronx Supreme Court Justice Joseph McCormack and four were arraigned before Bronx Supreme Court Justice Guy Mitchell, on December 16, 2025, and are due back in court on December 22, 2025. The remaining defendants are already incarcerated and will be arraigned at a later date. 

According to the investigation, between December 19, 2024, and December 9, 2025, the defendants--alleged members and associates of Courtlandt Over Everything and the ABG Crips- -were involved in at least seven separate shootings and four other violent acts against rivals. Two people were shot and wounded in the incidents.

On December 19, 2024, at approximately 10:30 a.m., inside the Bronx County Hall of Justice, one of the defendants allegedly got into a fight. Court officers broke it up and recovered approximately 64 vials of cocaine allegedly from the defendant. 

On April 7, 2025, at approximately 5:19 p.m., one of the defendants allegedly fired a gun multiple times in front of 401 East 142nd Street while another defendant recorded it on a device. A woman and two young children were crossing the street and cowered at the gunshots. 

On May 3, 2025, at approximately 10:50 p.m., near Brooke Avenue and East 147th Street in retaliation for a previous shooting, three of the defendants riding on Citi Bikes allegedly fired multiple times at five members of an opposing crew. 

On May 29, 2025, at approximately 11:55 a.m., two of the defendants confronted a rival crew at the Bronx County Hall of Justice. They allegedly waited for them outside the courthouse and engaged in a dispute. Court officers intervened and apprehended the two defendants nearby. Officers allegedly recovered a firearm from each of them. 

On June 28, 2025, at approximately 8:21 p.m., one of the defendants, acting in concert with two unidentified shooters rode Citi Bikes into opposition territory near 383 East 141st Street, where they allegedly shot a 16-year-old boy in the leg. 

On July 9, 2025, approximately 10:50 p.m., two of the defendants, acting in concert with a third defendant, went to 380 East 143rd Street, and allegedly shot at opposing crew members. 

On August 3, 2025, through Instagram, one of the defendants allegedly told fellow Courtlandt Over Everything members that a 15-year-old rival who was in Horizon Juvenile Detention Center was to be attacked. 

On August 18, 2025, one of the defendant’s allegedly carried out the assault, slashing the teen in the hand and leg with a contraband scalpel. 

On August 20, 2025, approximately 12:05 p.m., one of the defendants had an appearance at Bronx County Criminal Court and ran into an opposition member. Two other defendants then came to meet him near the courthouse and allegedly shot at opposition members behind 280 East 161st Street. 

On August 23, 2025, approximately 6:50 p.m., one of the defendants allegedly shot at a 28-year-old man in rival gang territory near 456 East 146th Street striking him one time in the upper chest/shoulder area. 

On September 13, 2025, at approximately 9:25 p.m., at 340 Alexander Avenue, two of the defendants and another person, acting in concert, allegedly fired into the building lobby towards a man and woman. The two defendants were arrested, each allegedly with a firearm. 

On December 2, 2025, approximately 3:45 p.m. one of the defendants traveled to the Mott Haven Houses, opposition territory, where he allegedly repeatedly shot at an innocent bystander who was walking into 383 East 143rd Street with their groceries. 

District Attorney Clark thanked NYPD Inspector Craig Edelman, Detective Alexis Melo and Sergeant Frank Siciliano of the Gun Violence Suppression Division, Lieutenant Miguel Sanchez, Detective Corey Simpson and Detective Sanjay Gidarisingh of the 40th Precinct, as well as Court Officers from the Office of Court Administration including Sergeant Joel Ramdeen and Sergent Pedro Fonseca.
