Permits Filed for 2095 Tillotson Avenue in Eastchester, The Bronx

 


Permits have been filed for a four-story residential building at 2095 Tillotson Avenue in Eastchester, The Bronx. Located at the intersection of Hunter Avenue and Tillotson Avenue, the corner lot is near the Baychester Avenue subway station, served by the 5 train. Tucker Shane is listed as the owner behind the applications.

The proposed 40-foot-tall development will yield 33,751 square feet designated for residential space. The building will have 34 residences, most likely rentals based on the average unit scope of 992 square feet. The concrete-based structure will also have eight open parking spaces.

Nikolai Katz is listed as the architect of record.

Demolition permits will likely not be needed as the lot is vacant. An estimated completion date has not been announced.

SANCTUARY CALAMITY: ICE Arrests Illegal Alien Child Rapist After Governor Spanberger and Fairfax Sanctuary Politicians RELEASED Him From Jail

 

The United States Department of Homeland Security (DHS) released the following statement after U.S. Immigration and Customs Enforcement (ICE) arrested an illegal alien charged with raping a child, released by Governor Abigail Spanberger and Fairfax sanctuary politicians.

On May 1, ICE law enforcement arrested Walvin Victor Hugo Garcia, an illegal alien from Guatemala, after his appearance in Fairfax County Court. Garcia had been arrested in June of 2025 for felony charges of rape of a child less than 13 years of age, aggravated sexual battery of a victim under 13 years of age, use of a computer to commit sex offense with a minor, and distributing drugs to a minor.

Following his initial arrest in June, ICE lodged a detainer asking Fairfax County sanctuary politicians to not release this illegal alien from jail back onto the streets. Unfortunately, sanctuary politicians REFUSED to cooperate with ICE. Garcia was allowed to leave court without ICE being notified. 

“Governor Spanberger and her fellow sanctuary politicians in Fairfax, Virginia refused to cooperate with ICE and RELEASED this child rapist from jail back onto the streets,” said Acting Assistant Secretary Lauren Bis. “This criminal illegal alien from Guatemala has been charged with raping a child under 13, aggravated sexual battery of a victim under 13, and distributing drugs to a minor. Thanks to our brave law enforcement, this sicko is out of our communities. Governor Spanberger and Fairfax sanctuary politicians are playing Russian roulette with American lives by releasing criminals from jail into American neighborhoods.” 

Garcia first came into the U.S. illegally near Eagle Pass, Texas in October of 2023. He was then released by the Biden administration into the country. In February of 2025, an Immigration Judge in Virginia issued Garcia a final order of removal.

During her first days in office, Governor Spanberger signed executive orders banning state cooperation with ICE as well as terminating 287(g) state and local agreements.

This is not the first example of sanctuary policies endangering residents of Fairfax County, which has become a hotbed of illegal alien crime in recent months:

  • In April, Roni Mendez-Escobar, an illegal alien from Guatemala, was arrested by ICE after previously being released by Fairfax County, despite being charged with possession of child porn with intent to distribute.
  • In April, Misael Lopez Gomez, another illegal alien from Guatemala, was arrested and charged with murder and felony child abuse after bludgeoning his own 3-month-old daughter to death.
  • In March, Anibal Armando Chavarria Muy, an illegal alien from Guatemala, was arrested and charged with second degree murder after fatally stabbing a man inside his home.
  • In February, Abdul Jalloh, an illegal alien from Sierra Leone with more than 30 prior arrests, was charged with murder after fatally stabbing 41-year-old Stephanie Minter at a bus stop.

We are excited to announce that two new schools are coming to the Bronx!


The Bronx School of Hip-Hop will offer a groundbreaking high school experience rooted in hip-hop culture, where students engage in disciplines such as emceeing, DJing, graffiti, and audio and digital media, all woven into a rigorous academic framework.


The Bronx School of Arts & Explorationa District 75 K–8 school, will provide students with disabilities an arts-centered learning environment that integrates academics with hands-on, project-based instruction tailored to their diverse needs.


Both of these educational institutions will open their doors this fall to a new cohort of scholars, providing them with hands-on experiential learning that will prepare them to lead with creativity, confidence, and purpose.


During my time as Borough President, we have been intentional in our support for our Bronx schools, investing over $90 million to ensure our students have the tools they need to succeed and to become the leaders of tomorrow. We look forward to the opening of these two new schools and to the continued progress and promise they represent for our Bronx families.


Exciting news also for our Bronx green spaces. We just celebrated the transformation of a vacant lot into a new parkland at Grant Park. The reconstruction includes: 


  •    A beautiful natural lawn
  •    A full basketball court
  •    Fitness amenities
  •    New spaces for recreation & more! 


This project is a result of our Jerome Neighborhood Plan, which we supported in the New York City Council, and it reflects the dedication of all the advocates who pushed to make this vision a reality.

California Tax Preparer Pleads Guilty to Filing False Returns and Fraudulently Obtaining COVID Benefits; Caused More than $25 Million in Losses to the Government

 

A California tax preparer pleaded guilty to fraudulently including false information on federal income tax returns to get substantial refunds for his clients – and cause large tax losses to the U.S. Treasury – and COVID-19 business-relief loan applications to obtain money he used for unauthorized purposes.

Kerwin Aldric Jordan, 71, of Castaic, California and formerly of Pebble Beach, California, pleaded guilty to four counts of aiding in the preparation of false federal income tax returns and one count of wire fraud.

According to his plea agreement, Jordan was the president of The Jordan Corporation, a tax preparation business, and also owned and operated a business called Jordan and Jordan A Financial Conquest. Jordan held himself out as a tax attorney and certified public accountant, neither of which he was. Jordan prepared federal tax returns for his clients which fraudulently reduced his taxpayer-clients’ taxable income.

Jordan falsely reported that the taxpayer-clients had one or more businesses, even though he knew the businesses did not exist. He also reported losses for these non-existent businesses and used those losses to reduce the taxpayer-clients’ taxable income.

For example, Jordan reduced a married couple’s $2 million income with fraudulent expenses of more than $1 million for non-existent businesses, eliminating additional taxes the couple would have owed and generating a tax refund of almost $25,000. The couple paid Jordan nearly $28,000 for the preparation of their return.

From 2018 to 2023, Jordan filed more than 1,370 federal tax returns for clients, which reported total business losses over $73 million. Prosecutors contend that the tax returns Jordan prepared resulted in more than $25 million in losses to the United States Treasury.

Jordan also lied on loan applications for Paycheck Protection Program (PPP) and Economic Injury Disaster Loans (EIDL), two programs Congress created in March 2020 to help businesses weather the economic impact of the COVID-19 pandemic.

Jordan applied for PPP loans for his companies and received a total of $188,667. He also applied for EIDL loans for Jordan and Jordan; Euphrates Wealth Asset Management, of which he was the owner; and Lifestyles of the Rich in Faith Church, a non-profit organization of which he was the principal, receiving a total of $276,600. To obtain these loans, Jordan falsely reported that the companies had employees when, in fact, they had none.

U.S. District Judge Stephen V. Wilson for the Central District of California scheduled an Oct. 5 sentencing hearing, at which time Jordan will face a maximum sentence of 32 years in prison.

IRS Criminal Investigation investigated this case.

Assistant U.S. Attorney Ranee A. Katzenstein for the Central District of California and Matthew R. Hoffman of the Justice Department’s Criminal Division, Tax Section, are prosecuting this case.

On April 7, the Department of Justice announced the creation of the National Fraud Enforcement Division (“Fraud Division”). The Fraud Division is laser-focused on investigating and prosecuting those who commit fraud against the American people. The Department’s work to combat fraud supports President Trump’s Task Force to Eliminate Fraud, a whole-of-government effort chaired by Vice President J.D. Vance to eliminate fraud, waste, and abuse within Federal benefit programs.

16 PEOPLE INDICTED IN “OPERATION PIT CREW” FOR 252 THEFTS OF VEHICLES, TIRES, RIMS AND CATALYTIC CONVERTERS

 

Bronx Crew Allegedly Committed as Many as Six Heists a Night 

Bronx District Attorney Darcel D. Clark and New York City Police Commissioner Jessica S. Tisch announced that 16 people have been variously charged in a 971-count indictment with stealing cars and valuable auto parts throughout the Bronx and the city, victimizing 252 vehicle owners. 

District Attorney Clark said, “These defendants allegedly worked as fast as a racetrack pit crew in the dead of night, stealing cars, tires and rims, and catalytic converters worth more than $1 million on the black market. All across the Bronx, people heading to work or school in the morning found their cars propped on crates, or an empty parking space, leaving them stranded and financially strained. Auto crime is devastating to our community, and I commend the NYPD Auto Crimes Unit and my prosecutors for putting the brakes on this crew.”

Police Commissioner Tisch said, “These 16 defendants, alleged affiliates of the notorious Trinitarios street gang, ran an auto theft ring that stole more than $1 million in auto parts, victimizing 252 hardworking New Yorkers. “This takedown is a prime example of our precision policing strategy in action: following the data and leading skilled investigations. Thanks to this approach, auto theft in the Bronx is down more than 22% so far this year, which is helping drive a 10.5% year-to-date drop in major crime across the borough. I am grateful to our NYPD Auto Crime Unit investigators, who worked in coordination with our Warrants Section and the Bronx District Attorney’s Office to hold these criminals accountable and make a real difference in people’s lives.”

District Attorney Clark said nine of the 16 defendants were arrested and arraigned on April 28, 2026, and April 29, 2026, before Bronx Supreme Court Justice Lawrence Busching on varying degrees of Criminal Possession of Stolen Property, Grand Larceny, Auto Stripping, Criminal Mischief and Unauthorized Use of a Vehicle, as well as Petit Larceny and fourth-degree Conspiracy. They are due back in court on September 18, 2026. 

According to the investigation, NYPD investigators established the identities of 14 people involved in 172 tires and rims thefts and 69 catalytic converter thefts from vehicles in almost every precinct in the Bronx, and in Manhattan, Brooklyn and Queens, from August 2024 through June of 2025. Many of the crimes were captured on surveillance video showing a three-person crew exiting a stolen car, fully masked, with gloves, a car jack, and milk crates. 

They would lift the target car and use power tools to take all four tires and rims off within a couple of minutes. They used public parking garages throughout the Bronx to store the stolen vehicles before and after the thefts, which occurred between midnight and 5 a.m.  

The other two defendants were buyers of stolen catalytic converters which they sold on the black market. When police executed a search warrant on one of those defendant’s home, they found a suitcase with $116,000 in cash. The total in stolen property was $1.2 million. The 11 cars stolen from around the metropolitan area that were used by the defendants to haul away the tires and rims were recovered and returned to the owners or insurance companies over the course of the investigation. 

District Attorney Clark thanked NYPD Auto Crime Unit Lieutenant William Dooley and Police Officers Benjamin Warren, Gabriel Espadas, Joseph Parisi for their work in the investigation. District Attorney Clark thanked Police Officer Juan Gomez, Detective April Maxwell, Sergeant Brandon Gembecki, and Inspector Daniel Campbell of the Auto Crimes Unit, as well as Deputy Chief John Potkay and Assistant Chief Benjamin Gurley of Patrol Borough Bronx for their assistance in the investigation.

An indictment is an accusatory instrument and not proof of a defendant’s guilt. Defendants:

Mayor Mamdani Appoints Dr. Ayesha Delany-Brumsey as Commissioner of Office of Community Safety

 

Dr. Delany-Brumsey brings more than a decade of experience in public health and criminal justice   

 

Mamdani administration continues to build out first-ever Office of Community Safety under Deputy Mayor Renita Francois  


Mayor Zohran Kwame Mamdani announced today the appointment of  Dr. Ayesha Delany-Brumsey, a longtime public health and criminal justice leader, as Commissioner of the Mayor’s Office of Community Safety (OCS). She will report to Deputy Mayor for Community Safety Renita Francois.

Dr. Delany-Brumsey currently serves as Senior Advisor and Director of Community-Based Services in the Office of Behavioral Health at New York City Health + Hospitals. She brings more than a decade of experience in public health, mental health care and criminal justice reform, and holds a Ph.D. in clinical psychology from UCLA. She previously served as Chief Strategic Growth Officer at Fountain House, a nonprofit dedicated to improving health and well-being for people with serious mental illnesses, and as Director of Behavioral Health Research and Programming at the Mayor’s Office of Criminal Justice. 

“Real public safety comes from investing in people and building a government that meets New Yorkers’ needs. With the Office of Community Safety, we are developing a coordinated, citywide strategy that ensures every situation gets the right response—not a one-size-fits-all approach,” said Mayor Mamdani. “I’m confident Dr. Delany-Brumsey will lead the Office of Community Safety with both deep expertise in public health-based practices and deep commitment to community-led solutions.”

“The Office of Community Safety brings together work that has too often been fragmented and aligns it into a single, effective strategy rooted in prevention, care and coordination,” said Deputy Mayor for Community Safety Renita Francois. “Dr. Delany-Brumsey will help us strengthen how the city responds — deploying the appropriate personnel and resources in every situation and delivering a more holistic, effective approach to safety across the five boroughs.”

“Keeping New Yorkers safe requires a coordinated approach across city government,” said NYPD Commissioner Jessica S. Tisch. “That includes making sure people have access to the services and support they need, while allowing our officers to stay focused on the work they are trained to do. I look forward to working with Commissioner Delany-Brumsey to strengthen that coordination and deliver the right response in every situation.”

“Dr. Ayesha Delany-Brumsey brings deep expertise in the city’s crisis response system to her new role as Commissioner of the Office of Community Safety,” said NYC Health + Hospitals President and CEO Mitchell Katz, MD. “Her experience overseeing B-HEARD will be instrumental in building the program’s next chapter as it expands citywide. We are eager to work together in advancing health care for all New Yorkers.”

In March, the Mayor established the Office of Community Safety through an Executive Order and appointed Renita Francois as Deputy Mayor for Community Safety. The Office will oversee the Office of Crime Victim Services, Office to Prevent Gun Violence, Office to End Domestic and Gender-Based Violence, Office for the Prevention of Hate Crimes and the Office of Community Mental Health.

As Commissioner, Dr. Delany-Brumsey will coordinate work across these offices to address the root causes of crime and violence and advance a unified, whole-of-government approach to community safety. In line with the Mayor’s commitment, the City will continue expanding evidence-based prevention strategies and wraparound services across all five boroughs, while improving coordination across agencies. The Office will also oversee and better integrate crisis response programs, including B-HEARD. 

About Dr. Ayesha Delany-Brumsey

Dr. Ayesha Delany-Brumsey holds a Ph.D. in clinical psychology from UCLA, with a focus on health equity research. She has spent nearly two decades working to improve mental health and criminal justice outcomes nationwide, most recently as Senior Advisor and Director of Community-Based Services at the Office of Behavioral Health for New York City Health + Hospitals. In that role, she oversaw citywide behavioral health programming, including mobile crisis teams and B-HEARD. 

Prior to joining H+H, Dr. Delany-Brumsey served as Chief Strategic Growth Officer at Fountain House, a national nonprofit focused on improving mental health outcomes and ending social and economic isolation for individuals with serious mental illness. She also held leadership roles at the Council of State Governments Justice Center, where she directed the Behavioral Health Division and at the Vera Institute of Justice, where she led the Substance Use and Mental Health Program.

Under former Mayor Bill de Blasio, Dr. Delany-Brumsey served as Director of Behavioral Health Research and Programming at the Mayor’s Office of Criminal Justice, where she managed the citywide Crisis Prevention and Response Task Force.
