New York City Comptroller Levine Statement on Handshake Agreement to Pass FY27 Budget

 

New York City Comptroller Mark Levine issued the following statement on the handshake agreement between Mayor Mamdani and Speaker Menin to pass a $125.8 billion budget for Fiscal Year 2027.

“After the most challenging budget cycle in recent memory, the Mayor and City Council have agreed on a budget that preserves and strengthens essential services, and partially restores next year’s general reserve. The agreement also expands CityFHEPS while simultaneously establishing controls that aim to manage its growth and ensure that this vital tool for moving New Yorkers out of shelter remains sustainable and reliable for years to come. These are meaningful achievements that New Yorkers can and should celebrate.

“This budget also reveals the City’s ongoing structural imbalance between recurring spending and recurring revenue, and the enormous extent to which we rely on the strength of the financial sector to support growing spending. Even with billions of dollars in unexpected additional revenue, the City still needed State support and $6.1 billion in short-term and one-time measures to close the gap.

“This agreement gets the City through an exceptionally difficult year, but it does not resolve the structural challenges ahead. With large out-year gaps, limited reserves, and significant economic uncertainty, next year’s budget could be even more difficult. In the coming days and weeks, my team and I will continue to advocate for stronger rules governing our rainy day fund and will assess whether the controls being put in place for fast-growing programs are sufficient to ensure that the services New Yorkers count on remain strong and sustainable for years to come.”

River Commons Affordable Housing Development Breaks Ground At 1225 Gerard Avenue In Concourse, The Bronx

 


Construction has broken ground on River Commons, a 17-story mixed-use affordable housing development on the campus of NYC Health + Hospitals/Gotham Health, Morrisania at 1225 Gerard Avenue in Concourse, The Bronx. Designed by Bernheimer Architecture and developed by Type A Projects, BronxWorks, and L+M Development Partners, the $255 million structure will yield 328 affordable and supportive apartments. The project will also include a new healthcare facility, community space, and public open space. The property is located between East 167th and 168th Streets.

River Commons marks the first time NYC Health + Hospitals has integrated a health care facility into a residential building on hospital property. Of the 328 apartments, 229 will be reserved for households earning between 30 and 70 percent of the area median income (AMI), while 98 apartments will provide permanent supportive housing for homeless NYC Health + Hospitals patients through the Housing for Health initiative.

Apartments will range from studio to three-bedroom units. Amenities will include a fitness center, children’s playroom, coworking space, community room, a 15th-floor terrace, and 24-hour security. BronxWorks will provide on-site social, wellness, and employment services.

The project also includes a new 43,000-square-foot Gotham Health primary care facility, a 15,000-square-foot parking garage, 6,000 square feet of community space for African Communities Together and the BronxWorks Empowerment Center, and a 7,000-square-foot publicly accessible green space featuring a landscaped plaza and a public art installation by Fitgi Saint-Louis.

The closest subways from the property are the 4, B, and D trains at the two 167th Street stations on River Avenue and Grand Concourse.

The development is expected to open in 2027.

City creates public portal with post-9/11 air quality and health records   


Mayor Zohran Kwame Mamdani, City Council Speaker Julie Menin, Council Finance Chair Linda Lee, Director of the Mayor’s Office of Management and Budget Sherif Soliman and members of the City Council today announced a handshake agreement on a balanced $125.8 billion Fiscal Year (FY) 2027 budget.

The agreement pairs fiscal responsibility, including adding $350 million to the City’s General Reserve, with bold investments that make New York more affordable, strengthen essential public services and improve quality of life for working class New Yorkers in every borough.

The budget creates a public, online portal that will house documents from across City government related to post-9/11 air quality and health risks. The first batch of records will be released before the 25th anniversary of Sept. 11, with additional documents added on a rolling basis.

“Our Administration inherited a budget crisis built on years of undercounting the true cost of running our city. We made a different choice. We balanced this budget without resorting to austerity. We protected the services New Yorkers rely on, while restoring honesty to the City’s finances. We accelerated the affordability agenda by investing in housing, mental health services, parks, libraries and students of all ages. This agreement proves that fiscal responsibility and public excellence can go hand in hand,” said Mayor Mamdani. “New Yorkers deserve a government that works as hard as they do – and a government as careful with their money as they are. I want to thank Speaker Julie Menin and the City Council for their partnership in getting this budget across the finish line.” 

“With this budget, the Council proved that we could responsibly manage the City’s finances while making transformative investments that lower costs for working families, prevent homelessness, expand opportunity for children, and strengthen the services New Yorkers rely on every day,” said Speaker Julie Menin. “This budget reflects what the Council has believed from the very beginning: New York City does not have to choose between fiscal responsibility and investing in our communities. I want to thank my Council colleagues for their partnership throughout this process and Mayor Mamdani and his administration for working with us to reach an agreement that delivers meaningful results for New Yorkers.”

When Mayor Mamdani took office, he inherited one of the largest structural budget challenges in modern city history. The prior administration had substantially underbudgeted for core City services and long-term obligations, masking the true cost of governance.

Mayor Mamdani committed to restoring fiscal honesty and building a government that delivers public excellence on his first day in office, and in January ordered each City agency to appoint a Chief Savings Officer (CSO). Charged with finding efficiencies and protecting essential services, CSOs generated $1.77 billion in savings across Fiscal Years 2026 and 2027.

Rather than balancing the budget by slashing services, the Mamdani administration worked with the City Council and state partners to close budget gaps through disciplined savings, new tax revenue and a historic partnership with Albany to correct the City’s long-imbalanced fiscal relationship with the State.

On top of strengthening the City’s long-term fiscal outlook, the budget includes investments in the services New Yorkers rely on every day. It expands access to affordable housing, improves public health and safety and protects the beloved public places that make New York the greatest city in the world.

For years, libraries, parks, public transit discounts, cultural organizations and CUNY faced annual uncertainty as workers and advocates were forced to fight each budget cycle to restore funding. The Mayor’s Executive Budget permanently baselined $31.7 million for the City’s library systems, $15 million for the Parks Department, $25 million for Fair Fares, $10 million for cultural organizations and $15 million for the City University of New York (CUNY). New Yorkers should not have to wonder every July whether their neighborhood library will stay open, their parks will be maintained, or affordable transit and higher education will remain within reach.

Investment highlights include:

Tackling Housing & Affordability Crisis:  

  • Accelerates the preservation of affordable housing by increasing funding for rental assistance and support services, preserving more than 200 units annually ($4.2 million in FY27, growing to $17.5 million in FY30).  
  • Expands on the baselined $54 million investment made in the Preliminary Budget in the Community Food Connection, which supports more than 700 community kitchens and food pantries serving more than 1 million New Yorkers each year ($5 million, baselined).
  • Invests in a new rental assistance program at the Department of Housing Preservation & Development ($175 million in FY27, $125 million baselined as of FY28).
  • Build upon the $2.3 million baseline established in the Executive Budget for the Housing Stability Support program that provides low-barrier microgrants to survivors of domestic, sexual, and gender-based violence with the aim of helping impacted individuals maintain safe and stable housing ($1.4 million in FY27).
  • Additional funding to support the Homeowner Help Desk which, in partnership with the Center for New York City Neighborhoods, provides support to NYC homeowners at risk of displacement, including technical assistance, financial and legal counseling, and more ($500,000 in FY27). 

Improving New Yorkers’ Health, Safety & Well-Being:  

  • Creates a public online portal for documents related to post-9/11 air quality and health risks ($34.2 million in FY27).
  • Expands mobile mental health treatment to reduce waitlists, including a new step-down mobile treatment program for New Yorkers continuing their recovery ($20 million, baselined).
  • Adds $137 million in partnership with council for Immigrant Legal Services to the $32 million included in the Preliminary Budget, bringing the City’s total FY27 budget to $210 million in FY27.
  • Add nine staff, including civil rights case specialists and a Director of Investigations, and additional resources to strengthen CCHR’s investigation and enforcement capacity ($1.6 million, baselined). 

Protecting NYC’s Beloved Public Institutions: 

  • Establishes a Cultural Stability Fund that will be administered by the Department of Cultural Affairs to assist eligible organizations experiencing unexpected or emergency circumstances ($10 million in FY27, FY28, and FY29).
  • Baseline funding for Parks that had previously been added one year at a time including 100 PEP officers, 15 staff and additional funding for GreenThumb Community Gardens, and tree stump removal ($14.4 million, baselined).
  • Establishes a Parks “Renew Crew” pilot program to make quick targeted improvements for sites (such as playgrounds, courts, fields, etc.) that do not yet rise to the level of a capital project ($2.3 million in FY27, FY28, and FY29).
  • Support for CUNY’s “Accelerate, Complete, and Engage” (ACE) academic support program designed to help students complete their academic journey to a bachelor’s degree on time ($9.1 million in FY27).
  • Support for CUNY Accelerated Study in Associate Programs (ASAP) which helps students stay on track and graduate by providing financial, academic, and personal support ($4.5 million in FY27).
  • Expand support for CUNY students with disabilities by increasing access to critical services ($800,000 in FY27). 

Attorney General James Secures More Than 50 Million Eggs and $3.3 Million After Uncovering Illegal Scheme to Manipulate Egg Prices


Investigation into Nation’s Largest Egg Producers Revealed Illegal Scheme That Raised Costs for Consumers and Businesses

New York Attorney General Letitia James secured more than 50 million eggs for consumers nationwide and $3.3 million from some of the nation’s largest egg producers for colluding behind the scenes to raise prices. A bipartisan multistate investigation led by the Office of the New York Attorney General (OAG) alongside the U.S. Department of Justice (DOJ) revealed that Cal-Maine Foods (Cal-Maine), Versova/Centrum (Versova), and Hickman’s Egg Ranch (Hickman’s) illegally coordinated for years to influence a daily price index for eggs, which artificially increased prices for retailers and consumers throughout the country. Of the 53 million eggs obtained through the settlement, approximately 4.9 million eggs will be delivered directly to food banks and community organizations serving New Yorkers.

“When powerful corporations collude behind the scenes to raise prices, working families suffer the costs,” Attorney General James. “These egg producers manipulated the market to squeeze even more profit out of consumers and businesses. By shutting this scheme down and delivering millions of eggs to those in need, we’re sending a clear message that companies will not get away with illegal price hikes in New York.”

Attorney General James and the coalition’s investigation found that from approximately June 2022 to March 2025, the egg producers secretly communicated with each other to coordinate their bidding activity and influence the daily egg price quotes published by Urner Barry, a benchmark pricing service widely used in egg supply contracts. For example, in December 2022, Hickman’s CEO emailed Versova and Cal-Maine executives urging them to submit “strong bids, early and often” to push prices higher. All three companies then submitted dozens of bids at higher prices, which led to Urner Barry increasing its price quotes. By manipulating the Urner Barry benchmark, the companies artificially inflated the price of eggs paid by retailers and consumers across the nation.

Under the settlement, all three companies must end their illegal coordination to manipulate prices, adopt compliance measures to prevent future violations, and fully cooperate with oversight by the states. The companies must designate antitrust compliance officers who will monitor for violations of the settlement and report violations to the states and DOJ. The 53 million donated eggs will be provided at the companies’ expense to food banks and nonprofit organizations across the participating states, and must meet all food safety and regulatory standards. The companies will also pay a combined $3.3 million to the states.

Joining Attorney General James and DOJ in securing this settlement are the attorneys general of Arizona, California, Colorado, Connecticut, Florida, Hawaii, Iowa, Maryland, Minnesota, North Carolina, Ohio, Pennsylvania, Texas, Utah, Vermont, and Wisconsin.

Repeat Drug Trafficker Sentenced to 25 Years in Prison for Distribution of Methamphetamine

 

Hector Delacruz, 36, of the Bronx, New York, was sentenced on Monday by United States District Judge Krissa M. Lanham to concurrent prison sentences of 300 months and 120 months for Possession with Intent to Distribute Methamphetamine and Conspiracy to Distribute Methamphetamine.

The underlying convictions stem from Delacruz’s involvement in a conspiracy focused on the sale of more than 19 pounds of methamphetamine in West Phoenix on September 26, 2023.  On October 20, 2025, a federal jury convicted Delacruz for Possession with Intent to Distribute Methamphetamine and Conspiracy to Distribute Methamphetamine. The jury also found that Delacruz had committed two prior serious drug offenses.

“Delacruz’s 25-year sentence reflects his repeated disregard for the law and the devasting effects that methamphetamine inflicts on individuals, families, and communities across America,” said U.S. Attorney Timothy Courchaine. “The U.S. Attorney’s Office, in partnership with the DEA and local enforcement agencies, will continue the fight to dismantle organizations that distribute these deadly drugs into our communities.”

“In protecting our communities, DEA Arizona is never out of the fight and will continue to be tenacious in dismantling organizations that are distributing these deadly drugs,” said Apolonio Ruiz, Jr., DEA Phoenix Special Agent in Charge. 

“This sentence sends a clear message: those who endanger our communities will be held accountable,” said William Mack, Special Agent in Charge of the Phoenix Field Office. “Through strong partnerships with our federal, state, and local counterparts—and by leveraging our unique technical and investigative capabilities—we remain committed to bringing to justice those who threaten the safety of the people of Arizona.”

“Violent crime and Illicit drug trafficking go hand-in-hand,” said ATF Special Agent in Charge A. J. Gibes. “This significant sentence exemplifies how our combined partnerships give us the collective power to target, convict, and remove violent criminals from our communities and hold them accountable.”

This case was investigated by the Drug Enforcement Administration, the Glendale Police Department, the United States Secret Service, and the Bureau of Alcohol, Tobacco, Firearms and Explosives. The United States Attorney’s Office, District of Arizona, Phoenix, handled the prosecution.

State Police and Local Law Enforcement To Target Impaired and Reckless Drivers

Thruway Authority, Department of Transportation To Suspend Road Work

Nearly 50,000 Tickets Issued During 2025 Enforcement, Including More Than 1,500 for Impaired Driving

 

Governor Kathy Hochul announced a statewide effort across government to improve travel on state roadways through the Independence Day holiday weekend. State and local law enforcement agencies will increase patrols to crack down on reckless and impaired driving statewide ahead of and during the July 4th holiday weekend. This campaign, funded by the Governor’s Traffic Safety Committee (GTSC), begins on Monday, June 29, and will run through Sunday, July 5. In addition, to relieve congestion and speed up travel during the busy holiday weekend, temporary lane closures will be suspended starting on Thursday.

“Have fun celebrating this historic holiday and the 250th anniversary of our nation’s independence, but do it responsibly,” Governor Hochul said. “New York is doing everything we can to make travel this weekend as smooth and safe as possible, but safety on the roads is a team effort. We have zero tolerance for reckless drivers who endanger others, so please have a plan if you will be drinking and do not drive impaired.”

Law enforcement officers across New York will conduct sobriety checkpoints and target dangerous and aggressive driving during what is considered the busiest travel weekend of the summer.

To help ease travel during the busy holiday weekend, temporary lane closures for road and bridge construction projects on New York State highways will be suspended from 6 a.m. Thursday, July 2, through 6 a.m. Monday, July 6. Drivers should be aware some work may continue behind permanent concrete barriers or for emergency repairs.

During the same campaign last year, law enforcement issued 49,843 tickets. A total of 1,563 people were charged with driving while impaired by alcohol or drugs, 612 tickets were issued for Move Over Law violations and 1,926 tickets were issued for distracted driving.

New York’s Move Over Law requires drivers to slow down and move over for all vehicles stopped along the roadway to protect the lives of other drivers, passengers, roadway workers and emergency personnel. Motorists are urged to stay alert while driving, slow down and move over when they see a vehicle on the side of the road.

To reduce distracted driving, New York provides text stops, including park-and-ride facilities, rest stops, service areas and parking areas, along state highways. All text stops will remain open, providing locations where drivers can safely and conveniently use their phones and other mobile devices for calling, texting, navigating and accessing mobile apps. Texting while driving can be deadly, as it takes the motorist’s eyes off the road, hands off the wheel and mind off driving.

All 27 service areas located on the New York State Thruway are open 24 hours a day, seven days a week. Motorists can view the service areas and plan their stops on the Thruway Authority’s website and free mobile app, which is available to download for free on iPhone and Android devices. The app also provides motorists direct access to real-time traffic and navigation assistance while on the go. Motorists can also sign up for TRANSalert emails, which provide the latest conditions along the Thruway.

Travelers can also check NYSDOT's 511NY before traveling by calling 5-1-1, visiting the 511 website, or downloading the free 511NY mobile app on the App Store or Google Play. The free service allows users to check road conditions, view 2,219 traffic cameras and link to air and transit information. The app features Drive mode, which provides audible alerts along a chosen route while a user is driving, warning them about incidents and construction.

The GTSC and the New York State STOP-DWI Foundation remind motorists that their “Have a Plan” mobile app is available for Apple, Android and Windows smartphones. The app enables New Yorkers to locate and call a taxi or rideshare service and program a designated driver list. It also provides information on DWI laws and penalties and provides a way to report a suspected impaired driver.

The New York State Police, GTSC and NHTSA recommend these simple tips to prevent impaired driving:

  • Plan a safe way home before the fun begins
  • Before drinking, designate a sober driver
  • If you’re impaired, use a taxi or rideshare, call a sober friend or family member, or use public transportation
  • Use your community’s sober ride program
  • If you suspect a driver is drunk or impaired on the road, don’t hesitate to contact local law enforcement

If you know someone who is about to drive or ride while impaired, take their keys and help them make other arrangements to get to where they are going safely.


Three Illegal Alien MS-13 Members Convicted of Nine Murders, Kidnapping, and Racketeering Charges Following Homeland Security Task Force Effort

 

A federal jury in the District of Nevada convicted three men,  Jose Luis Reynaldo Reyes-Castillo, 30, also known as “Molesto,” of El Salvador; David Arturo Perez-Manchame, 27, also known as “Herbi,” of Honduras; and Joel Vargas-Escobar, 30, also known as “Momia,” of El Salvador, of conspiracy to participate in a racketeering enterprise involving murders and attempted murder, as well as murder in aid of racketeering, kidnapping in aid of racketeering, attempted murder in aid of racketeering, and related gun offenses. 

According to court documents and evidence presented at trial, the defendants were members of La Mara Salvatrucha, commonly known as MS-13, a transnational criminal organization (TCO) composed largely of individuals of Salvadoran or other Central American descent. MS-13 members and associates are organized by subsets known as “cliques,” and each clique typically has one or more leaders, commonly referred to as “shot callers.” The defendants were members of the Parkview clique operating in Las Vegas, Nevada. 

Prospective MS-13 members ordinarily must participate in the murder of rival gang members, known as “chavalas,” to gain entrance and maintain and increase position within MS-13. According to evidence presented at trial, Vargas-Escobar was the leader of the Parkview clique of MS-13 in Las Vegas up until his arrest on New Year’s Eve of 2017. Reyes-Castillo then became the ranking “Homeboy” of the Parkview clique in Las Vegas. Perez-Manchame was a member of the Parkview clique. Collectively, these three men committed nine murders, over approximately a year, in Nevada and California. Evidence at trial was presented showing that many of the victims were kidnapped by MS-13 members and taken to remote locations in the mountains and desert where those victims were tortured and killed.

“Thanks to the tireless work of our law enforcement partners and prosecutors, these MS-13 members will be held accountable for the horrific violence they unleashed on U.S. communities during their year-long killing spree,” said Acting Attorney General Todd Blanche. “This Justice Department will continue to use every tool available to us to dismantle MS-13 and other deadly transnational criminal organizations.”

“The depravity and complete devaluing of human life of these defendants, who were responsible for killing nine victims and shooting others, is beyond comprehension,” said Assistant Attorney General A. Tysen Duva of the Justice Department’s Criminal Division. “Gangs like MS-13 terrorize communities with violence and killing. The Criminal Division will pursue these violent transnational criminal organizations in this exact way – charge these depraved gang members in bunches and try them for their brazen crimes in a way that highlights exactly what they do, which is systemically kill. These defendants will now face a sentencing hearing where, rightly, their liberty for the rest of their lives is at stake.”

“These convictions deliver a clear and uncompromising message: MS 13’s violence will be met with the full power of federal prosecution,” said First Assistant U.S. Attorney Sigal Chattah for the District of Nevada. “These defendants carried out a campaign of terror marked by murders, kidnappings, and brutality. Their reign of violence ends today. The Las Vegas Homeland Security Task Force is unyielding in its mission — we will hunt down violent gang members, dismantle their networks, and drive transnational criminal organizations out of our communities. Southern Nevada will not be a refuge for predators or the terror they attempt to unleash.”

“This FBI has made wiping out violent gangs in America a top priority – including MS-13 — arresting over 2,500 violent gangs and criminal enterprises since last year, up 322%,” said FBI Director Kash Patel. “Today’s conviction is just the latest example — with three MS-13 gang members convicted of nine murders, kidnappings, drug trafficking, and more in Las Vegas. These gangs have terrorized our communities for far too long, and under this administration and law enforcement team, they are no longer allowed to operate with impunity in America. This FBI will continue working with our partners across the country to dismantle their presence coast to coast.”

“This conviction underscores the unwavering commitment of FBI Las Vegas working alongside our federal and local partners in eradicating gang violence that endangers our communities through senseless crime, murder, and kidnapping,” said Special Agent in Charge Christopher S. Delzotto for the FBI Las Vegas Field Office. “The FBI has recently initiated Operation Summer Heat 2.0, a nationwide campaign dedicated to combating violent crime during the summer. MS-13 gang members are known for acts of brutality, violence, and intimidation. Despite these threats, the FBI and our law enforcement partners remain steadfast in our mission to protect our communities and eliminate this danger.”

“These convictions send a powerful message to violent transnational gangs like MS-13 — your reign of terror will not be tolerated in our communities,” said Acting Executive Associate Director John Condon of U.S. Immigration and Customs Enforcement Homeland Security Investigations (HSI). “HSI remains at the forefront of the fight against gangs that traffic in violence, fear, and exploitation, and we will continue to relentlessly pursue these criminals to ensure the safety and security of the American people.”

At trial, evidence was presented about the following murders committed by Reyes-Castillo, Perez-Manchame, Vargas-Escobar and other members of MS-13:

In December 2017, the Parkview clique “greenlit” the death of murder victim 1 who was a member of a rival gang. On Dec. 18, Reyes-Castillo and another MS-13 member kidnapped murder victim 1 from downtown Mendota, California, and drove him to a rural area. Reyes-Castillo then took murder victim 1, along with several other MS-13 members, to another location and murdered him with a machete and knives, striking him so brutally that he was left unrecognizable. 

On Dec. 31, 2017, Reyes-Castillo, Vargas-Escobar, and another MS-13 member killed murder victim 2 by shooting him multiple times in front of a house in Las Vegas. The MS-13 members saw murder victim 2 outside of an alleged drug house and believed he was dealing marijuana in their territory. They murdered him to reduce competition for MS-13 drug dealers.

On Jan. 9, 2018, Reyes-Castillo and other MS-13 members kidnapped murder victim 3, drove him to the desert and killed him by shooting and stabbing him multiple times. The MS-13 members believed murder victim 3 had defected to the rival 18th Street gang and thus targeted him to interrogate him and murder him. The victim’s body was found almost three weeks later, on a mountain near Las Vegas.

On Jan. 21, 2018, Reyes-Castillo and other MS-13 members kidnapped murder victim 4 from a nightclub and drove him to the desert. They murdered him by shooting and stabbing him multiple times. Murder victim 4 was targeted by the Parkview MS-13 clique for being a rival 18th Street gang member. They had gotten his name from interrogating a previous victim.

On Feb. 6, 2018, Reyes-Castillo and other MS-13 members were again searching for rival gang members. They killed two victims (murder victims 5 and 6) in a drive-by shooting. A third victim was hit by gunfire and survived. The MS-13 members believed the men were in rival gang territory and could be rival 18th Street gang members. 

On Feb. 9, 2018, Reyes-Castillo, Perez-Manchame and other MS-13 members kidnapped murder victim 7, who they believed was a rival gang member because of the way he was dressed and his tattoo. They drove him to a mountain and murdered him by stabbing him over 200 times; his decomposing body was found in the mountains about three weeks later. 

Sometime in February 2018, Reyes-Castillo and other MS-13 members kidnapped murder victim 8 as he had been named as an 18th Street gang member by a previous victim. The MS-13 members, including Reyes-Castillo, drove murder victim 8 to the mountains outside of Las Vegas and killed him by shooting him 20 times. 

On March 1, 2018, Reyes-Castillo, Perez-Manchame and another MS-13 member kidnapped murder victim 9 and drove him up to the mountains near Las Vegas. They believed murder victim 9 was a rival gang member because he was in 18th Street gang territory. They murdered him by stabbing him more than 120 times. 

The jury convicted Reyes-Castillo of one count of racketeering influenced corrupt organizations (RICO) conspiracy, eight counts of murder in aid of racketeering, seven counts of using and carrying a firearm during and in relation to a crime of violence, six counts of causing death through the use of a firearm, five counts of kidnapping in aid of racketeering, and one count of attempted murder in aid of racketeering. 

The jury convicted Perez-Manchame of one count of RICO conspiracy, two counts of murder in aid of racketeering, and two counts of kidnappings in aid of racketeering. 

The jury convicted Vargas-Escobar of one count of RICO conspiracy, one count of murder in aid of racketeering, one count of using and carrying a firearm during and in relation to a crime of violence, and one count of causing death through the use of a firearm. 

Each of these defendants face a mandatory minimum penalty of life in prison without parole. Sentencing has been scheduled for Nov. 10, 2026, before U.S. District Judge Gloria M. Navarro. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

The FBI, HSI, and Las Vegas Metropolitan Police Department’s Homicide Bureau investigated the case. The Eastern District of California also provided assistance. 

Trial Attorney Christopher Taylor of the Criminal Division’s Violent Crime and Racketeering Section and Assistant U.S. Attorneys Melanee Smith and Steven Rose for the District of Nevada are prosecuting the case. 

This case is part of the Homeland Security Task Force (HSTF) initiative established by Executive Order 14159, Protecting the American People Against Invasion. The HSTF is a whole-of-government partnership dedicated to eliminating criminal cartels, foreign gangs, transnational criminal organizations, and human smuggling and trafficking rings operating in the United States and abroad. Through historic interagency collaboration, the HSTF directs the full might of U.S. law enforcement towards identifying, investigating, and prosecuting the full spectrum of crimes committed by these organizations, which have long fueled violence and instability within our borders. The HSTF further utilizes all available tools to prosecute and remove the most violent criminal aliens from the United States. The Las Vegas HSTF comprises agents and officers from federal, state, and local law enforcement, with the prosecution being led by the U.S. Attorney’s Office for the District of Nevada.

Additionally, the FBI, HSI, Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), U.S. Marshals Service (USMS), and the Federal Bureau of Prisons are essential law enforcement partners with JTFV.

D.A. Bragg Announces 18-Count Indictment Of Hector Deleon For Stabbing Spree In Penn Station

 

Manhattan District Attorney Alvin L. Bragg, Jr., announced the indictment of HECTOR DELEON, 51, for the unprovoked stabbing of seven individuals in Penn Station. DELEON is charged in a New York State Supreme Court indictment with seven counts of Attempted Murder in the Second Degree, one count of Assault in the First Degree, six counts of Attempted Assault in the First Degree, and four counts of Assault in the Second Degree. “Hector Deleon is now indicted for this alleged unprovoked stabbing spree in the middle of Penn Station,” said District Attorney Bragg. “I am grateful to the good Samaritans who helped end this attack and the Amtrak police who safely apprehended the defendant when he attempted to flee. We will not accept this type of random violence anywhere in Manhattan.”

According to court documents and statements made on the record, on June 7, 2026, at approximately 7:00 p.m., DELEON entered the NJ Transit area of Penn Station at 31st Street and Seventh Avenue.

He allegedly took out a fixed blade knife and attacked an unidentified man, who was sitting on the floor. DELEON stabbed at his throat, and then stabbed at the chest of an unidentified woman.

DELEON then encountered a 60-year-old man and stabbed at his neck. The victim fought back and DELEON eventually stabbed him in the left temple, causing a traumatic brain injury.

DELEON then allegedly went down the escalator and stabbed a 36-year-old man in the neck, and then a 60-year-old man in the face.

DELEON continued going into the station, and stabbed a 42-year-old man in the throat. The victim fought off DELEON with a backpack, before DELEON approached a 30-year-old man and stabbed him twice in the left temple.
