BRONX ZOO AND ELEPHANTS   At a time when New Yorkers are struggling to find affordable housing, pay their monthly bills, or help a loved one through addiction issues, Council Member Rafael Salamanca, Jr. is being asked to support legislation that seeks solutions to problems that don’t exist in banning elephants from zoos. The Bronx Zoo, the only zoo in NYC with elephants, made the decision in 2006 to phase out its elephant program, thus, making this bill unnecessary.
