Operation Guardian arrested more than 230 illegal aliens, including more than 40 CDL holders in 72 hours
On Monday, United States Department of Homeland Security (DHS) Secretary Markwayne Mullin hosted a press conference in Oklahoma to announce the results of Operation Guardian, a three-day operation that arrested hundreds of illegal aliens, including dozens with commercial driver’s licenses (CDLs).
Operation Guardian was conducted by U.S. Immigration and Customs Enforcement (ICE) and state and local partners from October 26 to October 28. Spanning 15 states, the operation targeted illegal aliens with unauthorized CDLs and other public safety threats in the trucking industry. The operation resulted in the arrests of more than 230 illegal aliens, including more than 40 CDL holders.
The press conference was held at the headquarters of Melton Truck Lines, in Tulsa, Oklahoma. Secretary Mullin was joined by Melton Truck Lines CEO Bob Peterson, Melton Truck Lines President Robert Ragan, Senior Advisor Richard Schroyer, ICE Assistant Director Russell Hott, Oklahoma Department of Public Safety Commissioner Tim Tipton, Colonel Freeman Martin of the Texas Department of Public Safety, and Colonel Joe Williams of the Oklahoma Highway Patrol. Prior to the press conference, Secretary Mullin participated in a closed-door roundtable with the press conference’s attendees.
“Thanks to the hardworking patriots of ICE, and our state and local partners, Operation Guardian was an incredible success. In just three days, we arrested more than 230 illegal aliens, including over 40 illegal aliens with commercial driver’s licenses, across 15 states,” said Secretary Mullin.“Operation Guardian proves how federal and local law enforcement can work together to get threats like these off of our roadways and protect the homeland. Since day one, President Trump promised to Make American Roads Safe Again, and he continues to deliver for the American people. Our roads are safer with these illegal aliens no longer behind the wheels of semi-trucks.”
In one notable arrest during Operation Guardian on October 26, the Oklahoma Highway Patrol stopped a vehicle on I-35 after they observed the driver looking down at his cell phone while driving. After a registration check revealed that the vehicle had been reported stolen in Texas, the trooper attempted to arrest the driver, Luis Armando Garlo Rodriguez, an illegal alien from Honduras. Rodriguez resisted arrest and broke the trooper’s arm before fleeing on foot. Additional officers tracked him down and arrested him. ICE's Homeland Security Investigations (HSI) Tulsa has filed charges against Rodriguez for assaulting, resisting, and impeding certain officers or employees.
The next day, on October 27, the Oklahoma Highway Patrol stopped a vehicle on I-40 and determined that all seven occupants were illegal aliens, including an unaccompanied child (UAC). The driver was Arturo Alvarado-Islas, an illegal alien from Mexico, who illegally entered the United States at an unknown date and location. Alvarado-Islas was turned over to ICE custody the same day.

The states which participated in Operation Guardian were Alabama, Arkansas, Florida, Georgia, Indiana, Iowa, Louisiana, Mississippi, Missouri, Nebraska, North Dakota, Oklahoma, South Dakota, Tennessee, and Texas.
This operation is a part of the Trump Administration’s broader nationwide crackdown on illegal aliens with CDLs:
- On September 25, 2026, ICE launched Operation Guardrail, a nationwide operation targeting commercial vehicles operating in violation of U.S. laws. As of October 29, ICE has arrested 303 aliens through Operation Guardrail.
- From January 20, 2025 to October 28, 2026, ICE has made 4,795 CDL-related arrests nationwide and 1,233 arrests involving CDL holders.
