Governor Kathy Hochul today updated New Yorkers on the state's progress combating COVID-19.   

“We have the tools to move forward safely through this pandemic – vaccines, boosters, tests and treatment," Governor Hochul said. “If you haven’t already, schedule your vaccination and get boosted for additional protection as soon as you’re eligible. Remember to get tested if you’re feeling sick, and if you are positive, talk to your doctor about treatment. Let's continue looking out for each other so we can keep our loved ones safe and healthy."

** Due to the test reporting policy change by the federal Department of Health and Human Services (HHS) and several other factors, the most reliable metric to measure virus impact on a community is the case per 100,000 data -- not percent positivity.  

The Health Electronic Response Data System is a NYS DOH data source that collects confirmed daily death data as reported by hospitals, nursing homes and adult care facilities only.       

Important Note: Effective Monday, April 4, the federal Department of Health and Human Services (HHS) is no longer requiring testing facilities that use COVID-19 rapid antigen tests to report negative results. As a result, New York State's percent positive metric will be computed using only lab-reported PCR results. Positive antigen tests will still be reported to New York State and reporting of new daily cases and cases per 100k will continue to include both PCR and antigen tests. Due to this change and other factors, including changes in testing practices, the most reliable metric to measure virus impact on a community is the case per 100,000 data -- not percent positivity.

This daily COVID-19 provisional death certificate data reported by NYS DOH and NYC to the CDC includes those who died in any location, including hospitals, nursing homes, adult care facilities, at home, in hospice and other settings.

We are.  Elected officials and agencies are important partners in the work to get stuff done.  Third Avenue Business Improvement District consistently engages with partners in government to ensure that the Bronx's busiest commercial district is well represented and that constituent needs are met.
We move over 300,000 visitors and residents a day. That's a lot of people. Understanding and reimagining how our streets and public spaces engage with the community is a priority of the District. From bike lanes, busways, to plazas, opens streets, and sidewalks the District has been on the ground, working with partners at New York City Department of Transportation to understand and implement solutions for the varied needs of our community.  CarFreeNYC gave the neighborhood a taste of what could be - pedestrianized streets, more free public programs, containerization of garbage & waste and so much more. We continue to be grateful for our strong partnership with the City of New York as Third Avenue BID manages Roberto Clemente Plaza, Graham Triangle, and two Open Streets - Willis Avenue and Alexander Avenue.

We understand the need to love and maintain our neighborhood and love that you do too!  Community Days of Action provide an organized way to give back and help fill gaps in City services by bringing together volunteers and organizations which work to create a positive and inviting Bronx.  At the heart of everything we do is engagement and this is just one of the tools in the community economic development toolbox. A holistic blue print: from crisis to recovery. A holistic approach to crisis has guided Third Avenue Business Improvement District.  From navigating the challenges of a global pandemic, to crime, to the most recent fire in the District, keeping a calm and collected head has allowed for growth, development, and movement to address systemic conditions that have often divided the South Bronx. BRONX WOMAN AND HER BOYFRIEND INDICTED IN MURDER OF HER 8-YEAR-OLD SON

 

Medical Examiner Determined Boy Died of Battered Child Syndrome; Child Suffered from Starvation and Head Trauma

 Bronx District Attorney Darcel D. Clark today announced that a Bronx woman and her boyfriend have been indicted on Murder and Manslaughter charges in the June 2021 death of the woman’s eight-year-old autistic son.

 District Attorney Clark said, “These defendants allegedly starved and beat an eight-yearold autistic child. The boy was severely malnourished and had marks and scars all over his body. The defendants allegedly did not seek medical attention for the boy. They have now been charged with Murder and Manslaughter. We will seek justice for the little boy, whose life was cut short so tragically.”

 District Attorney Clark said the defendants, Sharay Barney, 30, and Michael Ransom, 33, both of 580 East 166 Street, were arraigned today on second-degree Murder and second-degree Manslaughter before Bronx Supreme Court Justice George Villegas. The defendants were remanded and are due back in court on August 17, 2022.

 According to the investigation, Barney, who was the biological mother of the child, and Ransom, who was the stepfather, were the sole caretakers of Joseph Barney, 8, who was autistic and non-verbal. On June 1, 2021, the child was found unresponsive in their home. The defendants took the child to the hospital where he was pronounced dead. The defendants allegedly admitted that they did not get him medical attention when they knew the boy was not eating and was having difficulty breathing for approximately 24 hours before his death.

 According to the investigation, the child’s body was covered in fresh and healing wounds, which were consistent with blunt force trauma, and ligature marks to the wrists, which suggested he was restrained. Additional injuries also indicated child abuse. At death, Joseph weighed 40 pounds and was four feet, two inches tall, less than the weight an eight-year-old child should be, according to medical examiners.

 The Office of the Chief Medical Examiner determined the boy died of Battered Child Syndrome, specifically starvation and head trauma. The defendants were arrested on March 21, 2022.

 District Attorney Clark also thanked NYPD Detectives James McBrown of the 47th Precinct and Brianna Constantino of Bronx Homicide for their assistance in the investigation.

 An indictment is an accusatory instrument and not proof of a defendant’s guilt.
