Governor Hochul Announces Additional 2024 Free Fishing Day to Help New Yorkers 'Get Offline, Get Outside

Freshwater Fishing License Requirement Waived on August 31

New Yorkers Encouraged To Explore Outstanding and Affordable Fishing Opportunities

Governor Kathy Hochul announced that Labor Day weekend will kick off with the addition of a new Free Fishing Day in New York State for the 2024 season. The addition of the Saturday, August 31 Free Fishing Day, for a total of seven Free Fishing Days in 2024 in New York State, complements the Governor’s “Get Offline, Get Outside” initiative launched this summer to promote physical and mental health by encouraging kids and families to put down their phones and computers, take a break from social media and enjoy recreation and the outdoors.

“There is no better way to send off summer than adding fishing to your Labor Day weekend plans,” Governor Hochul said. “Reel in the beauty of New York’s extraordinary natural waterbodies and take advantage of this affordable opportunity to enjoy the holiday weekend with family and friends.”

During free fishing days, the fishing license requirement is waived for freshwater fishing on New York’s waters. The Free Fishing Days program began in 1991 to give people who might not fish a chance to try the rewarding sport of freshwater fishing at no cost, introduce people to a new hobby and encourage people to support conservation by purchasing a New York State fishing license.

New York State Department of Environmental Conservation Interim Commissioner Sean Mahar said, “As summer winds down, it’s the perfect time to get outside, enjoy nature, and fish with family and friends. Fishing can be enjoyed by anyone, regardless of age or ability, and I encourage both new and practiced anglers to use this bonus free fishing day to throw out a line and experience New York’s world-class fisheries.”

To help make fishing even more affordable, DEC has partnered with libraries across the state to provide a free fishing rod lending program. In addition to borrowing a book, library patrons can sign out a fishing rod. This program offers an opportunity for people to try fishing before purchasing their own gear. For more information and a list of participating libraries visit DEC’s website.

DEC also offers a host of resources for those interested in getting started in fishing. The I FISH NY Beginners’ Guide to Freshwater Fishing provides information on everything from rigging up a fishing rod to identifying catch and understanding fishing regulations. There’s also a video series on DEC’s YouTube channel that complements the Beginners’ Guide.

DEC's Places to Fish webpages are a reliable source of information when planning a fishing trip. DEC's official app, HuntFishNY, features “The Tackle Box.” Fishing regulations, boating access, and stocking information are all available within a map-based interface from the convenience of a smartphone. Anglers can also access their sporting license information. For those looking to fish the Great Lakes, DEC recently highlighted the Outstanding Great Lakes Fishing Opportunities

During designated free fishing days, New York residents and non-residents are permitted to fish for free without a fishing license. Free fishing day participants are reminded that although the requirement for a fishing license is waived during free fishing days, all other fishing regulations remain in effect. In addition to Free Fishing Days, there are also “learn to fish” opportunities available through DEC-approved free fishing clinics. An event is being held today at the Great New York State Fair. For a list of scheduled events, visit DEC’s website.

DEC recently revamped its Angler Achievement Awards Program, which recognizes anglers that catch notable-size fish, including state records. The new and improved program broadens the list of eligible fish species an angler can enter for an award and now features a “Youth Angler” category and an online entry form where qualifying catches can be submitted from the convenience of a smartphone. All anglers who submit a qualifying catch will receive a species-specific sticker to proudly display on their tackle box, vehicle, etc. For official program rules, eligible species and associated minimum qualifying lengths, visit the Angler Achievement Awards webpage on DEC’s website.

Anglers are reminded that the New York State Department of Health (DOH) provides advice about what fish are safe to eat and how often. Visit DOH’s website to search by waterbody location.

NYS Office of the Comptroller - DiNapoli: State Pension Fund Valued at $267.7 Billion at End of First Quarter

Office of the New York State Comptroller News

New York State Comptroller Thomas P. DiNapoli today announced that the estimated value of the New York State Common Retirement Fund (Fund) was $267.7 billion at the end of the first quarter of state fiscal year 2024-25. For the three-month period ending June 30, 2024, Fund investments returned an estimated 1.38%.

“Stock market volatility underlines the continued economic uncertainties faced by investors,” DiNapoli said. “Fortunately, our diverse portfolio is built on long-term sustainable investments that can weather such ups and downs and is one of the reasons we are one of the nation’s strongest public pension funds.”

The Fund's value reflects retirement and death benefits of $4.2 billion paid out during the quarter. Its estimated value was $267.7 billion as of March 31, 2024, the end of the state’s fiscal year.

As of June 30, the Fund had 42.32% of its assets invested in publicly traded equities. The remaining Fund assets by allocation are invested in cash, bonds, and mortgages (22.07%), private equity (14.71%), real estate and real assets (13.14%) and credit, absolute return strategies, and opportunistic alternatives (7.76%).

The Fund’s long-term expected rate of return is 5.9%.

DiNapoli initiated quarterly performance reporting by the Fund in 2009 as part of his on-going efforts to increase accountability and transparency.

MAYOR ADAMS ANNOUNCES CITY HALL, OTHER CITY BUILDINGS TO BE LIT YELLOW TONIGHT IN HONOR OF INTERNATIONAL DAY FOR THE REMEMBRANCE OF THE SLAVE TRADE AND ITS ABOLITION

New York City Mayor Eric Adams today announced that City Hall and other municipal buildings will be lit up yellow tonight in honor of International Day for the Remembrance of the Slave Trade and its Abolition.

“Today, we reflect on the inhumanity of slavery, remember those in Haiti who fought in the name of the justice to abolish it, and recommit ourselves to the shared principles of liberty, dignity, and equality for all,” said Mayor Adams. “Now, more than ever, to build a better future, we must reconcile with our troubled past. Let us all work together to remember our collective history and use it as a lesson to turn a painful moment into a purposeful one.”

Designated by the United Nations Educational, Scientific and Cultural Organization (UNESCO) in 1998, International Day for the Remembrance of the Slave Trade and its Abolition commemorates the start of a 1791 uprising among the enslaved people of Haiti that would culminate in both the Haitian Revolution and the abolition of the slave trade. Mayor Adams acknowledges both the harrowing tragedy of the transatlantic slave trade as well as the vital role the uprising played in ending it.

In addition to City Hall, the following city buildings will be lit up yellow starting tonight at sundown:

  • Bronx Borough Hall: 851 Grand Concourse, Bronx, NY 10451
  • Brooklyn Borough Hall: 209 Joralemon Street, Brooklyn, NY 11201
  • The David N. Dinkins Manhattan Municipal Building: 1 Centre Street, New York, NY 10007
  • Gracie Mansion: East 88th Street & East End Avenue, New York, NY 10028
  • Queens Borough Hall: 120-55 Queens Boulevard, Kew Gardens, NY 11424
  • Staten Island Borough Hall: 10 Richmond Terrace, Staten Island, NY 10301

Two Former Presidents of Boilermakers International Union Among Seven Indicted for $20M Embezzlement Scheme

A federal grand jury in Kansas returned an indictment yesterday charging seven defendants, including five current and former high-level officers of the International Brotherhood of Boilermakers, Iron Ship Builders, Blacksmith, Forgers and Helpers (Boilermakers Union) for their alleged roles in a 15-year, $20 million embezzlement scheme.

The defendants are charged with conspiracy to commit offenses under the Racketeer Influenced and Corrupt Organizations (RICO) Act, as well as other charges including embezzlement, health care fraud, wire fraud, and theft in connection with health care and retirement plans.

“As alleged in the indictment, these defendants, including two former presidents of the Boilermakers Union, enriched themselves by spending millions of dollars in union funds for their own benefit, including for salary and benefits for no-show jobs, tuition, rent, luxury international travel, meals, vacation payouts, and unauthorized loans,” said Principal Deputy Assistant Attorney General Nicole M. Argentieri, head of the Justice Department’s Criminal Division. “This indictment marks an important step in restoring financial security to the Boilermakers Union and control of the union’s future to its membership. The department is committed to protecting union members from officials who abuse their positions of authority for their own personal ends.”

The defendants are former union president Newton Jones, 71, of Chapel Hill, North Carolina; former secretary-treasurer William Creeden, 76, of Kearney, Missouri; former president Truman “Warren” Fairley, 59, of Chapel Hill; current secretary-treasurer Kathy Stapp, 53, of Shawnee, Kansas; former vice president Lawrence McManamon, 76, of Rocky River, Ohio; Kateryna Jones, 32, of Chapel Hill; and Cullen Jones 35, of Chapel Hill.

“Union members pay their dues believing union leaders will use the money in support of the organization’s mission to advocate for and protect employment rights,” said U.S. Attorney Kate E. Brubacher for the District of Kansas. “The Department of Justice is deeply concerned whenever there are accusations of fraud and misappropriation of union funds.”

“The employees believed the Union executives would promote and protect their best interests. Instead, they allegedly utilized their positions for personal and financial gain,” said Special Agent in Charge Stephen A. Cyrus of the FBI Kansas City Field Office. “By allegedly unlawfully misappropriating Union funds, the defendants betrayed their members’ trust and confidence. Anyone who unlawfully profits at the expense of others will be held accountable.”

“We would like to thank our fellow law enforcement partners, the Criminal Division, and the United States Attorney’s Office for working collaboratively to bring change within the Boilermakers International Union,” said District Director Christiane Abendroth of the Department of Labor’s Office of Labor-Management Standards (OLMS). “Today’s indictment of seven defendants, including five current and former high-level officers, is a direct result of OLMS’s audit findings and a multi-agency criminal investigation. We look forward to obtaining justice for the rank-and-file union members by removing officers who allegedly treated the union as their personal piggy bank.”

Over the course of 15 years, the defendants, led by Newton Jones and William Creeden, allegedly engaged in widespread embezzlement of the funds of the Boilermakers Union including:

  • Over $5 million in unnecessary luxury international travel;
  • Over $2 million in salary and benefits to Kateryna Jones and Cullen Jones for no-show jobs, at which they were not required to work, including payment of two years of salary to Kateryna Jones for a period when she resided in Ukraine and was dating Newton Jones;
  • Hundreds of thousands of dollars in tuition, rent, and relocation expenses for members of the family of Newton Jones;
  • Millions of dollars in cash payments relating to fraudulently claimed vacation time;
  • Hundreds of fraudulent restaurant charges by Newton Jones and Kateryna Jones in their hometown;
  • Funds wrongly expended to engage in email surveillance of Union employees to defend Newton Jones and McManamon from internal union charges; and
  • $7 million in loans from the Boilermakers Union MORE Fund executed by Newton Jones and Creeden to the Bank of Labor, which were not authorized under the terms of the Boilermakers Union constitution or its conflict-of-interest policy.

The indictment also charges Newton Jones and Creeden with wire fraud relating to their alleged demand and acceptance of no-show employment with the Bank of Labor for which they were paid more than $3.4 million each in salary, benefit contributions, and other paid benefits. The indictment additionally seeks forfeiture of $20 million.

If convicted, the defendants face a maximum penalty of 20 years in prison on the RICO conspiracy count. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

The FBI Kansas City Field Office and the Department of Labor are investigating the case.

Trial Attorney Vincent Falvo of the Criminal Division’s Violent Crime and Racketeering Section and Assistant U.S. Attorneys Faiza Alhambra and Jabari Wamble for the District of Kansas are prosecuting the case.

An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
