Speaker Julie Menin Announces Launch of New Council-led Census Taskforce

Taskforce brings together community leaders, census experts, advocates, and trusted voices to develop best practices and recommendations for the Office of the Census ahead of 2030 Census

New York City Council Speaker Julie Menin and civic engagement leaders this week announced the launch of a new Census Taskforce and convened for the group’s inaugural meeting. In early preparation for the 2030 Census, the New York City Council Census Taskforce is bringing together community leaders, census experts, advocates, researchers, faith leaders, labor representatives, and civic institutions to inform the work of the newly established Office of the Census.

Taskforce co-chairs, in addition to Speaker Menin, include:

  •    L. Joy Williams, President, NAACP New York State Conference
  •    Emely Paez, Associate Vice President of Policy and Advocacy, United Way of New York City
  •   Jeffrey M. Wice, Director, New York Elections, Census, and Redistricting Institute, and Distinguished Adjunct Professor & Senior Fellow, New York Law School

Over the course of the next year, the Taskforce will meet, conduct research and community outreach, hear feedback, and produce a report with best practices and recommendations to help New York City achieve the most complete, accurate, and inclusive census count in City history and establish the infrastructure necessary for a successful 2030 Census.

The newly established Office of the Census was spearheaded by Speaker Menin and signed into law last November, with the intent of maximizing local participation in the federal census. The goal is to start this work early to reach and engage communities across the city and educate about the importance of the Census—particularly among groups that have been historically undercounted.

“The Census determines everything from how much federal funding New York receives to our representation in Congress, which is why we can’t afford to wait until 2029 to begin preparing,” said Speaker Julie Menin. “That’s why we’re launching this Taskforce nearly four years ahead of the count and bringing together the trusted leaders who are best positioned to reach every possible New Yorker. Having led NYC Census 2020, I know that achieving a complete count takes years of planning, deep community partnerships, and vigilance against efforts like proposed citizenship question that are designed to discourage participation. Every New Yorker counts, and we’ll keep fighting to ensure every community receives the representation and resources it deserves.”

This effort is a continuation of an ongoing push from the City Council for proactive planning and investment ahead of the next count, to ensure New York receives an appropriate share of federal funding and Congressional representation.

This initiative also continues to push back against the Trump administration’s effort to include a citizenship question in the testing phase of the 2030 Census, which, if inserted into the Census, would discourage participation from New York City’s diverse communities and undermine efforts to count every New Yorker. In April, Speaker Menin and New York Attorney General Letitia James sent a joint letter to U.S. Secretary of Commerce Howard Lutnick expressing their strong opposition to the inclusion of the citizenship question in census field tests, a likely precursor to including them in the 2030 Census. In 2019, Attorney General James successfully defeated the first Trump administration’s attempts to add a citizenship question to the 2020 Census after a months-long legal battle that went to the U.S. Supreme Court.

Speaker Menin served as the Director of NYC Census 2020, in which New York City saw the highest self-response rate compared with other major cities. The City gained over 620,000 new residents, accounting for a majority of the state’s population growth since 2010.

“For New York City—the census is not just an administrative task. It is a high-stakes battle ground. Every single response dictates our political weight, our economic share, and our local quality of life. And the census count has never been more threatened as it faces threats and promises of a citizenship question, limited language outreach, fewer enumerator visits, poorer national planning, insufficient testing, a shortage of funds, the specter of federal agents interfering- the list goes on,” said Jeffrey M. Wice, Director of New York Law School’s New York Elections, Census, and Redistricting Institute and Distinguished Adjunct Professsor & Senior Fellow. “The census is not about politics in the partisan sense. It is about equity, visibility, and justice. It ensures our children have textbooks in their schools; it ensures our seniors have hot meals and reliable healthcare; it ensures our roads are safe and our transit systems function; and it ensures that when decisions are made in the halls of Congress, Albany, and City Hall, New Yorkers have a full team at the table fighting for our city. Every New Yorker matters. Every community counts. Let us work together to make sure every single New Yorker is included.”

“For Black communities, the Census is not just a statistical count, it is the bedrock of our political power and civic infrastructure. This new Census Taskforce in New York City ensures that our communities are not erased through lines drawn on a map or shortchanged in city, state, and federal funding,” said L. Joy Williams, President of the NAACP New York State Conference. “As NAACP New York State Conference prepares for the next decade and the 2030 redistricting cycle, we refuse to enter the fight for resources and representation just hoping to be heard. We are moving Black New York Forward using undeniable data to be decisive and guarantee that Black New Yorkers are accurately counted and our communities and institutions are adequately resourced.”

“A complete 2030 Census begins with trust. At United Way of New York City, we know that people are more likely to participate when they feel informed, respected, and confident that their voices matter,” said Emely Paez, Associate Vice President of Policy and Advocacy at United Way of New York City. “An accurate Census is essential to ensuring that our communities have the resources and representation they need. I am honored to serve as Co-Chair of the Census Task Force and grateful to Speaker Julie Menin and the New York City Council for this appointment. I look forward to working with partners across the city to build trust, strengthen participation, and help ensure no community is overlooked in the 2030 Census.”

Attorney General James’ Office of Special Investigation Opens Investigation into Civilian Death in Monroe County

The New York Attorney General’s Office of Special Investigation (OSI) has opened an investigation into the death of a civilian who died on August 9, 2026 following an encounter with members of the Monroe County Sheriff’s Office (MCSO) in Henrietta, Monroe County.

On August 9, MCSO deputies responded to a motel room in Henrietta following a 911 call. The deputies arrived at 4:08 p.m., entered the motel room, and encountered a man who was holding a knife. The deputies directed the man to drop the knife, but he allegedly failed to comply and moved toward the officers with the knife. Deputies discharged their service weapons, striking the man. He was pronounced dead at the scene. Officers recovered a knife at the scene.

Pursuant to New York State Executive Law Section 70-b, OSI assesses every incident reported to it where a police officer or a peace officer, including a corrections officer, may have caused the death of a person by an act or omission. Under the law, the officer may be on-duty or off-duty, and the decedent may be armed or unarmed. Also, the decedent may or may not be in custody or incarcerated. Governor Hochul Announces $35 Million is Now Available for Public Sector Entities to Install and Operate Electric Vehicle Chargers in New York State

Initiative Will Reduce Purchase and Installation Costs, Expand Consumer Access and Reduce Air Pollution in Communities Across the State

Governor Kathy Hochul announced $35 million is now available for public sector entities to install and operate Level 2 electric vehicle chargers in New York through the state’s new Charge Ready NY — Large Public Sector Project program. This initiative will reduce purchase and installation costs of electric vehicle chargers, expand consumer access to charging at public sites and reduce air pollution in communities across the state.

“As we continue to lead the way in building a cleaner, more connected transportation system, New York must have a vast network of charging stations that are convenient to reach and easy and affordable to use,” Governor Hochul said. “By investing in much-needed public charging options, we are giving New Yorkers more confidence to drive an electric vehicle and reduce their exposure to volatile gasoline prices while improving air quality in our communities.”

The competitive Charge Ready NY – Large Public Sector Project program, administered by the New York State Energy Research and Development Authority (NYSERDA), provides funding to public sector entities including New York State agencies and authorities, local governments and state or city university systems, to install Level 2 charging stations on publicly-owned land for use by the general public. Selected projects will be awarded a minimum of $1 million and a maximum of $15 million to install electric vehicle chargers at one or more sites.

New York State Energy Research and Development Authority President and CEO Doreen M. Harris said, “Strategically expanding electric vehicle charging on publicly owned property is an opportunity to maximize existing assets while bringing reliable charging to more communities in New York. Through partnerships with other state and local entities, NYSERDA is helping develop high-impact charging infrastructure that is publicly accessible and supports the continued adoption of electric vehicles.”

Proposers may request up to 80 percent of eligible documented purchase and installation costs of electric vehicle supply equipment (EVSE). Proposers must also work with original equipment manufacturers, white-labeled models and network service providers approved by NYSERDA through RFQL 5312: Charge Ready NY 2.0 Equipment and Network Qualification Process to be eligible for and receive funding.

Proposals are due on October 20, 2026, 3:00 p.m. ET. A complete list of all eligibility rules and evaluation criteria can be found at the solicitation summary on NYSERDA’s website.

NYSERDA will host a webinar on September 15, 2026, 3:00 p.m. ET to provide more details on the solicitation, project requirements and the application process.

Bloods Gang Leader Pleads Guilty to Racketeering, Including Murder On Long Island

Dwayne Murray Admitted His Role in a 2020 Murder, a Narcotics Conspiracy, and a Conspiracy to Murder Gang Rivals

Earlier today, in federal court in Central Islip, Dwayne Murray, also known as “Wayno,” a leader in the Almighty Gorilla Stone Nation set of the Bloods street gang (GSB), pleaded guilty to racketeering charges in connection with his participation in the June 12, 2020 murder of Wayne Cherry, as well as conspiracy to distribute controlled substances, and conspiracy to murder rival gang members.  The proceeding was held before United States Magistrate Judge Steven L. Tiscione.  When sentenced, Murray faces a mandatory minimum sentence of 10 years’ imprisonment and up to life in prison.

Joseph Nocella, Jr., United States Attorney for the Eastern District of New York; James C. Barnacle, Jr., Assistant Director in Charge, Federal Bureau of Investigation, New York Field Office (FBI); Bryan DiGirolamo, Special Agent in Charge, Bureau of Alcohol, Tobacco, Firearms and Explosives, New York Field Division (ATF New York);  Raymond A. Tierney, District Attorney, Suffolk County District Attorney’s Office (SCDAO); and Kevin Catalina, Police Commissioner, Suffolk County Police Department (SCPD), announced the guilty plea.

“Today’s guilty plea is another victory in the relentless work by our Office and our law enforcement partners to dismantle and eradicate the Bloods street gang on Long Island,” stated United States Attorney Nocella.  “For the acts of murder, violence and narcotics trafficking this defendant committed, he has now been held accountable and our communities, particularly Suffolk County, will be safer with him locked away in prison for a substantial period of time.”

“For years, Dwayne Murray wreaked havoc across Long Island, putting innocent residents in the crosshairs of drug trafficking and retaliatory murders. May today’s plea emphasize the FBI Safe Streets Task Force’s determination to eliminate the plague of gang violence in our communities to protect New Yorkers,” stated FBI Assistant Director in Charge Barnacle.

“This guilty plea holds a violent gang leader accountable for years of criminal activity that brought violence, drugs, and fear into our communities. His admitted involvement in murder, narcotics trafficking, and a conspiracy to kill rival gang members underscores the devastating impact violent criminal organizations can have on the communities they operate in. ATF remains committed to working alongside our law enforcement partners to identify, disrupt, and dismantle the individuals and organizations driving violent crime,” stated ATF New York Special Agent in Charge DiGiralamo.  “I commend the dedicated efforts of the ATF Joint Firearms Task Force–Long Island, FBI, Suffolk County Police Department, Suffolk County District Attorney’s Office, and the U.S. Attorney’s Office for the Eastern District of New York in bringing this case to a successful resolution.”

“This defendant, a leader of the Almighty Gorilla Stone Nation gang, has admitted to committing a robbery and murder in 2020, conspiring for years to distribute deadly drugs, and trafficking more than five kilograms of cocaine during his reign of terror in this county,” stated Suffolk County District Attorney Tierney. “Our federal and local partners—like my office—remain relentless in dismantling violent gangs and bringing gang members to justice. I thank the U.S. Attorney for the Eastern District of New York, the FBI, ATF, and the SCPD and their investigators for their commitment to this case.”

“This plea is another step toward ensuring our communities remain safe and that those responsible for these vicious acts are held accountable,” stated SCPD Commissioner Catalina. “Reckless violence and narcotics trafficking have real consequences for individuals, families and our communities. We will continue working closely with our law enforcement partners to hold those responsible accountable and help keep Suffolk County safe.”

According to court filings and statements by Murray at the guilty plea proceeding, he participated in the robbery and murder on June 12, 2020 of Wayne Cherry in Baywood, New York, who was shot twice including once in the head.  In addition, Murray acknowledged his roles in the GSB which included a years’ long conspiracy to distribute narcotics, and a standing order to kill rival members of the GSB. Murray also described his years-long trafficking of more than five kilograms of cocaine.

As alleged, the GSB and its co-conspirators, including Murray, also operated a sophisticated firearms trafficking network that spanned several states, and committed extensive fraud, stealing more than $1,000,000.

The government’s case is being handled by the Criminal Section of the Office’s Long Island Division.

Amazon Agrees to $2.25 Million Settlement and Injunction to Resolve Alleged Violations of the Fair Credit Reporting Act

The Justice Department announced today that a federal court has entered a stipulated order against Amazon.com Inc., in a case investigated and referred to the Department by the Federal Trade Commission (FTC). The order resolves allegations that Amazon violated the Fair Credit Reporting Act (FCRA), and it requires Amazon to pay a $2.25 million civil penalty and follow practices that protect consumers whose identities have been stolen.

In a complaint filed in the U.S. District Court for the District of Columbia, the government alleged that Amazon violated FCRA by failing to provide identity theft victims with requested records of transactions involving people believed to have fraudulently used those victims’ identification, and by failing to provide those records within 30 days of a request. The court’s stipulated order resolving the case imposes a $2.25 million civil penalty and requires Amazon to provide its records of transactions alleged to have been the result of identity theft to victims who request them, free of charge within 30 days of the request, subject to verification of the victim’s identity and claim of identity theft. Amazon must also post a notice to its website informing identity theft victims of how they can request those records.

“Consumers whose identities have been stolen should not face unnecessary red tape when they investigate how their identities were misused and seek to clear their names,” said Assistant Attorney General Brett A. Shumate of the Justice Department’s Civil Division. “The Justice Department will continue working with the Federal Trade Commission to protect identity theft victims.”

The United States is represented in this action by Assistant Directors Lory D. Alexander and Zachary A. Dietert from the Enforcement Section of the Civil Division’s Enforcement and Affirmative Litigation Branch, in coordination with staff from the FTC’s Bureau of Consumer Protection.
