U.S. Coast Guard’s Operation Pacific Viper Hits Milestone of 225,000 Pounds of Cocaine Seized

 

The total amount of cocaine seized through Operation Pacific Viper is equivalent to more than 93 million deadly doses

The United States Department of Homeland Security (DHS) announced that the U.S. Coast Guard’s Operation Pacific Viper has surpassed more than 225,000 pounds of cocaine seized in the Eastern Pacific Ocean since the operation first began in August of 2025.

The milestone was reached after a recent interdiction of 7,707 pounds of cocaine by the U.S. Coast Guard Cutter (USCGC) Bear. While on patrol in the Eastern Pacific this past weekend, USCGC Bear and an embarked helicopter crew detected and disabled two drug smuggling vessels, ultimately leading to a significant drug seizure and the apprehension of six suspected narco-terrorists. This operation underscores the Coast Guard’s ongoing commitment to disrupting and dismantling foreign drug trafficking networks and cartels in Latin America.

“Operation Pacific Viper stands as a decisive force against narco-terrorists, sending an unmistakable message that we will not allow them to profit off the poisoning of our people,” said DHS Secretary Markwayne Mullin. “The U.S. Coast Guard has prevented more than 225,000 pounds of cocaine from reaching American communities since our operation began. Under President Trump, we are dismantling drug cartels and saving American lives.”

“We own the sea,” said Admiral Kevin Lunday, Commandant of the Coast Guard. “Our forces conducting Operation Pacific Viper continue to defeat the cartels and stop the flow of deadly drugs to the United States.”

With 1.2 grams of cocaine being a potentially deadly dose, the total amount seized through Operation Pacific Viper equates to more than 93 million potentially deadly doses kept off of American streets. Eighty percent of all seizures of U.S.-bound narcotics occur at sea, underscoring the impact of Coast Guard maritime interdiction efforts.

Since its inception, Operation Pacific Viper has accelerated counter-drug operations in the Eastern Pacific, a primary corridor for narcotics smuggling from Central and South America. The Coast Guard has surged cutters, aircraft, and tactical teams to interdict, seize, and disrupt the flow of cocaine and other illicit drugs. These efforts are a critical component of the broader American strategy to combat narco-terrorism and dismantle transnational criminal organizations. The Coast Guard’s interdiction of 225,000 pounds of cocaine through Operation Pacific Viper highlights the effectiveness of aggressive, sustained counter-narcotics operations along maritime smuggling routes in the Eastern Pacific.

Manhattan Men Charged with Conspiracy to Distribute Millions of Doses of Deadly Gamma-Butyrolactone

As part of the investigation, the DEA New York Enforcement Division seized 2.4 tons of GBL, a chemical often times attributed to sexual assaults. 

Special Agent in Charge of the New York Enforcement Division of the Drug Enforcement Administration (“DEA”), Farhana Islam, and United States Attorney for the Southern District of New York, Jay Clayton, announced today the unsealing of an Indictment charging MARK DYGDON and RODRIGO CASTRO in connection with the defendants’ distribution of gamma-butyrolactone (“GBL”) throughout the New York City area.  The case is assigned to U.S. District Judge Margaret M. Garnett

“The seizure of multiple tons of gamma-butyrolactone, is not merely a chemical seizure, it is the prevention of countless tragedies that may have otherwise occurred,” said DEA New York Enforcement Division Special Agent in Charge Farhana Islam.  “GBL is a dangerous substance on its own, and can also be converted into GHB.  Both are powerful depressants that are often used in drug-facilitated sexual assaults.  By removing this massive quantity from the supply chain, the DEA and our partners disrupted a significant threat to public safety, and the prevention of countless people who might otherwise have been victimized.  This indictment reflects the commitment we have with our partners in targeting those trafficking drugs and precursor chemicals into our communities.”

“As alleged, Mark Dygdon and Rodrigo Castro conspired to import and distribute millions of doses of gamma-butyrolactone in Midtown Manhattan and around the New York region,” said U.S. Attorney Jay Clayton.  “Even one dose of GBL, also commonly known as a so-called date rape drug, can be lethal; Dygdon and Castro are accused of flooding Midtown with tons of this liquid poison.  As the charges in this case show, together with our law enforcement partners, we will relentlessly pursue those who commit drug crimes and will prosecute them to the fullest extent of the law.”

As alleged in the Indictment, other court filings, and statements made during court proceedings:

From at least in or about August 2023 through at least in or about June 2026, DYGDON and CASTRO conspired to distribute GBL throughout the New York City area.  To date, the charged conspiracy has imported more than at least approximately seven U.S. tons of GBL between on or about August 2023 and today, or the equivalent of millions of individual doses of GBL.

DYGDON, 48, and CASTRO, 34, both of New York, New York, are each charged with one count of conspiracy to distribute GBL, which carries a maximum sentence of 20 years in prison. 

The statutory maximum potential sentences in this case are prescribed by Congress and provided here for informational purposes only, as any sentencing of the defendants will be determined by a judge.

Mr. Clayton praised the outstanding investigative work of the DEA, the New York City Department of Investigations, and the New York State Health Department, Bureau of Narcotic Enforcement.This case is being handled by the Office’s Narcotics Unit.  Assistant U.S. Attorney Rebecca R. Delfiner is in charge of the prosecution.

The charges contained in the Indictment are merely accusations, and the defendants are presumed innocent unless and until proven guilty. 

As the introductory phrase signifies, the Indictment, and the description of the Indictment set forth herein, constitute only allegations, and every fact described should be treated as an allegation.

Statement from Speaker Julie Menin and Health Chair Lynn Schulman on Fatal Accident Involving Horse Carriage

 

New York City Council Speaker Julie Menin and Council Member Lynn Schulman, Chair of the Committee on Health, today issued the following statement after the death of a teenager in an accident involving a horse carriage, and one week after a horse died in Central Park:

“Today’s tragic death of a teenager following an incident involving a horse carriage in Central Park is horrific and heartbreaking. Our thoughts are with the victim’s loved ones and everyone affected by this devastating loss.

“It is now time to act. The Council recently introduced Ryder’s Law to address longstanding concerns surrounding the horse carriage industry, and we will hold a hearing on the bill in July. We look forward to hearing from all stakeholders and reviewing measures to address horse welfare and public safety concerns as we work toward a thoughtful solution to this urgent issue.”

San Diego Resident Charged with Conspiring to Provide Material Support to Hamas

 

The Justice Department today announced the unsealing of a five-count complaint charging Reda Mazen Rida Sabassi, 38, of San Diego, California, with terrorism, sanctions-evasion, wire fraud, money laundering, and false statement charges in connection with his efforts to divert funds raised through purported charitable campaigns to Hamas and for personal use. Sabassi was arrested in San Diego yesterday and presented before U.S. Magistrate Judge Steve B. Chu in the Southern District of California.

“As alleged in the complaint, the defendant exploited the barbaric acts of terror perpetrated on October 7, 2023, to attract donors to his fraudulent ‘humanitarian’ causes,” said Assistant Attorney General for National Security John A. Eisenberg. “He allegedly raised hundreds of thousands of dollars through this scheme, which he then funneled to Hamas to help finance that group’s terror and violence and to line his own pockets. As demonstrated by today’s charges, NSD will investigate and prosecute those who fund terrorism.”

“From within the United States, Reda Sabassi is alleged to have solicited and diverted funds to the known foreign terrorist organization, Hamas, which committed the brutal October 7, 2023, massacre” said U.S. Attorney Jay Clayton for the Southern District of New York. “Hamas promotes attacks against the U.S. and has murdered dozens of Americans through acts of terror. Our arrest of Reda Sabassi demonstrates our whole-of-government commitment to prosecute those who provide financial support to a malign terrorist regime that hates America.”

“The defendant allegedly claimed to be raising money for charity but was actually funding the terrorist organization Hamas and also lining his own pockets,” said Assistant Director Donald Holstead of the FBI’s Counterterrorism Division. “The FBI will use all our authorities to put a stop to those who seek to support the violent actions carried out by organizations like Hamas. Today’s announcement should serve as a stark reminder that the FBI and our partners on the Joint Terrorism Task Forces will remain vigilant in our effort to prevent terrorism as well as hold terrorists, and those who provide support to terrorist organizations, accountable for their actions.”

“As alleged, Reda Sabassi raised hundreds of thousands of dollars to fund the death and tragedy Hamas seeks to carry out,” said Assistant Director in Charge James C. Barnacle Jr. of the FBI New York Field Office. “Alongside our federal partners, the FBI New York Joint Terrorism Task Force continues to aggressively eradicate fundraisers financing terrorist organizations, and hold accountable those behind the campaign.”

According to the allegations contained in the complaint, Harakat al-Muqawamah al-Islamiyya, commonly known as Hamas, is a terrorist organization that was founded in 1987, and has been designated as a foreign terrorist organization (FTO) by the United States since 1997. From its inception, Hamas’s stated purpose has been to create an Islamic Palestinian state throughout Israel by eliminating the State of Israel through violent holy war, or jihad. Hamas also promotes attacks against the United States and its citizens, and over more than two decades, Hamas has murdered and injured dozens of Americans as part of its campaign of violence and terror. On Oct. 7, Hamas committed its most violent, large-scale terrorist attack to date (the “October 7 Hamas Massacres”) when Hamas sent more than 2,000 armed fighters into farms and towns in southern Israel, where they carried out the massacres of over a thousand people and the kidnappings of more than 200 others. 

Reda Mazen Rida Sabassi has publicly supported Hamas online and has raised money for Hamas using online donation platforms. For example, Sabassi created an hour-long propaganda video of the October 7 Hamas Massacres and then posted that video to at least two of his social media accounts, including a few months after the October 7 Hamas Massacres and again on the two-year anniversary of the terrorist attacks. 

Since at least in or about 2022, Sabassi has used his social media accounts, crowdfunding websites, and his putative charity called Ikram — The Arab Charity Foundation Inc. (Ikram) to solicit donations from around the world, including from individuals in the United States and New York. In his online fundraising campaigns, Sabassi claimed to be raising funds to provide humanitarian aid to people in Gaza; however, Sabassi was actually raising funds for Hamas. Sabassi and a co-conspirator joked privately that they should name the fundraiser after Hamas’s al-Qassam Brigades, before agreeing to use Sabassi’s Ikram. Sabassi worked with the Hamas fundraising organization Gaza Now and other co-conspirators to operate these online fundraisers and to send funds to Hamas.*** Between in or about December 2023 and in or about February 2024, Sabassi raised a total of approximately $600,000 through online fundraising campaigns, from which Sabassi sent approximately $116,000 to a Hamas member and attempted to convert approximately $382,000 of the cash he raised into cryptocurrency to send to Hamas through Gaza Now.

Sabassi is charged with (i) conspiring to provide material support to Hamas, a foreign terrorist organization, which carries a maximum penalty of 20 years in prison; (ii) conspiring to violate the International Emergency Economic Powers Act, which carries a maximum penalty of 20 years in prison; (iii) conspiring to commit wire fraud, which carries a maximum penalty of 20 years in prison; (iv) conspiring to commit money laundering, which carries a maximum penalty of 20 years in prison; and (v) false statements, which carries a maximum penalty of five years in prison.

The statutory maximum penalties are prescribed by Congress and are provided here for informational purposes only, as any sentencing of the defendant would be determined by a judge.

U.S. Attorney Clayton praised the outstanding efforts of the FBI’s New York Joint Terrorism Task Force and U.S. Customs and Border Protection. Mr. Clayton also thanked the FBI’s San Diego Joint Terrorism Task Force; the Counterterrorism Section and the Counterintelligence and Export Control Section of the Department of Justice’s National Security Division for their assistance with this investigation.

This case is being handled by the Office’s Illicit Finance & Money Laundering Unit and the National Security and International Narcotics Unit. Assistant U.S. Attorneys Jennifer N. Ong, Ben Arad, Sarah L. Kushner, and Juliana N. Murray for the Southern District of New York are in charge of the prosecution, with assistance from Trial Attorney Andrew Briggs of the Counterterrorism Section and Acting Deputy Chief Sean Heiden of the Counterintelligence and Export Control Section.

On March 27, 2024, the United States Department of the Treasury, Office of Foreign Assets Control (“OFAC”) designated Gaza Now and two of SABASSI’s co-conspirators as Specially Designated Global Terrorists (“SDGTs”) pursuant to Executive Order 13224 for being key financial facilitators involved in fundraising for Hamas.

BRONX MAN SENTENCED TO 15 YEARS IN PRISON FOR VICIOUS STABBING OF ELDERLY WOMAN IN BRONX BUILDING

 

Victim Suffered Punctured Lung, Permanent Nerve Damage

Bronx District Attorney Darcel D. Clark announced that a Bronx man has been sentenced to 15 years in prison and five years post-release supervision after pleading guilty to Attempted Murder in the second-degree for stabbing of a 75-year-old woman in her apartment building. 

District Attorney Clark said, “This defendant committed an especially brutal crime. For no reason he viciously attacked a 75-year-old woman in an elevator of her building. It is a miracle she survived. She is however still dealing with physical and emotional trauma two years later.” 

District Attorney Clark said the defendant, Edwin Rios, 40, of Waters Place, The Bronx, was sentenced today to 15 years in prison and 5 years post release supervision by Bronx Supreme Court Justice Alvin Yearwood. Rios pleaded guilty to Attempted Murder in the second-degree on June 1, 2026.

According to the investigation, at approximately 11:30 a.m. on March 31, 2024, the defendant stabbed the victim numerous times with a knife inside the elevator in her Morris Heights apartment building. The victim suffered lacerations to her face and head and a punctured lung. She spent two months in a nursing facility to recuperate from her injuries and has permanent nerve damage.

District Attorney Clark thanked NYPD Detective Jonathan Arteaga from the 46th Precinct Detective Squad, and Officer Brendan Thompson from the 46th precinct for their work on the case. 

Governor Hochul Announces Major Progress on 583 Affordable Apartments and Community Services in East Flatbush as Part of the State’s Vital Brooklyn Initiative

Governor Hochul: "Working with my team and RuthAnne, we developed a $25 billion affordable housing package to build 100,000 units across the state of New York. And my friends, we are now ahead of schedule, and projects like this with 1,000 units are all part of that strategy. So it's happening. It's happening.”

Hochul: “People sometimes just need a little extra help in life, and this home gives them a purpose. It gives them security. It gives them the sense of dignity that is sometimes so overlooked when we don't take care of people and their families. So I believe in this project. We are going to be continuing to work on this and many others.”

Governor Kathy Hochul today announced major progress on the state’s Vital Brooklyn Initiative with the completion of Utica Crescent and the start of construction at Sparrow Square, which together will deliver 583 new affordable residential units in East Flatbush. The $1.4 billion Vital Brooklyn Initiative is a comprehensive community development program to address social, economic, and health disparities in Central Brooklyn neighborhoods, some of the most chronically underserved areas of the State. Utica Crescent and Sparrow Square build on the completion of other Vital Brooklyn milestones the Governor has announced including The Rise in Brownsville, Alafia Phase One in East New York, and Herkimer Gardens in Bedford Stuyvesant. With the completion of Utica Crescent and the groundbreaking of Sparrow Square, more than 2,500 homes are completed or under construction under the Vital Brooklyn Initiative.

So this project – the reason I want to come out here, and when I leave, believe it or not, I'm going to another housing project in Brooklyn funded by HCR and supported by all of us because things are finally happening. When I first became Governor, I declared that we have to stop this era of people just saying “no” to housing. Because of that lack of ambition, that failure to break down barriers and to stand up to NIMBYs, we were not building enough housing for our residents, those who need supportive housing, and anybody who just wants to live in a home they can afford. And people are going elsewhere because of this. We're losing Black and brown middle class families going to other states. Young people getting out of college or starting their career could not even live in the communities they were raised in, and we had to put an end to that. Working with my team and RuthAnne, we developed a $25 billion affordable housing package to build 100,000 units across the state of New York. And my friends, we are now ahead of schedule, and projects like this with 1,000 units are all part of that strategy. So it's happening. It's happening.

Also, you look at this as the site of a project that had a different history to it. And to be able to convert land that had been used for other purposes, the psychiatric center and the asylum for many years, to be able to be a place that is going to be welcoming. Let people know, this is what I love about going to these projects. When I can open someone's door for them and welcome them home, you see in their faces that they know they matter. And that is what happens when people are cast aside. They don't feel welcomed by society because of their circumstances.

It gives them the sense of dignity that is sometimes so overlooked when we don't take care of people and their families. So I believe in this project. We are going to be continuing to work on this and many others.

I think we're in for about $240 million, RuthAnne, somewhere in that range? That's pretty darn good. Let's give that a round of applause. But this is all part of Vital Brooklyn. We've built over 11,000 housing units in Brooklyn, $2 billion since I've been governor alone, and we're just getting started. So I'm looking forward to this project. I'm also heading over to Utica Avenue for a project there. But I also want to say this. We also had to challenge the Legislature to help us do what's right when it comes to the laws that were holding back development. Why it was taking two years longer to do housing developments, to follow and comply with the SEQRA laws that are already being – they're redundant. These reviews are already happening. So we will literally save $82,000 for our developers in the projects and people like Breaking Ground, $82,000 in savings per unit that is built in the City of New York. That's how we start incentivizing more housing to be built, make it more affordable, cut down on all the long delays, and I'm really proud that working with Brian Cunningham, we were able to get that done.

So I will take on any fight because nothing will get in my way to fulfill the dream that I have as someone whose parents used to live in a trailer park. That reminds you that you can always look back where you came from and realize how fortunate we are, but also there are people still living in that trailer park. And those are the people I fight for every day, the people who never had that fair shot in life. And I'm there with all of you to give that to these individuals who need supportive services, who need our help. And that's what government is all about, to be there to help people when they need us the most.
