Governor Hochul Warns Against Scams Targeting New York’s Inflation Refund Initiative

Scammers are Sending Text Messages, Emails and Direct Mail Falsely Claiming That New Yorkers Must Submit Payment Information To Receive an Inflation Refund Check

Eligible New Yorkers Will Receive Their Inflation Refund Check With No Need To Apply, Sign Up or Provide Personal Information


Governor Kathy Hochul today warned New Yorkers of scammers who are sending text messages, voice messages, emails and direct mail to taxpayers in an attempt to spread false information about New York State's inflation refund checks. These messages falsely claim that New Yorkers must submit accurate payment information in order to receive an inflation refund check, supposedly so revenue agencies can deposit money into a taxpayer's bank account. The New York State Tax Department and the IRS will not call or text New Yorkers with requests for any personal information. View an example of this text message, so you know what to look out for.

“New Yorkers do not have to do anything to receive an inflation refund check outside of meeting the eligibility requirements,” Governor Hochul said. “With scams targeting the state’s inflation refund initiative, let me be clear: The Tax Department and the IRS do not call or text individuals for personal information. My administration urges New Yorkers to remain vigilant and report these scams to the Tax Department to protect yourself from being a victim.”

Eligible New Yorkers do not need to apply, sign up, or do anything to receive an inflation refund check. If you filed a tax return, are below the income thresholds, and no one else claimed you as a dependent, you will receive a check. Governor Hochul recently announced that the State has begun sending inflation refund checks to more than 8.2 million households across New York State, with check deliveries to continue throughout October and November. If you receive one of these messages appearing to be from the Tax Department, block the sender, delete the message, and report this scam to the Tax Department or IRS. The Tax Department does not use text messages, email, direct mail or social media to request your personal tax information.

By staying alert and knowing what to watch out for, you can reduce your risk of becoming a target of common tax scams.

How you can protect yourself

Follow these best practices to help keep your personal information safe and prevent yourself from becoming a victim. In addition:

  • If you receive a threatening phone call regarding your taxes, hang up immediately.
  • Never agree to meet anyone who claims to be a tax representative in person to hand over payment for a debt.
  • Don’t provide personal information in an email or click suspicious links in an email asking for personal information.

Report scams

If you’ve been scammed or think you’ve received an email, phone call, or text that seems suspicious, report it. We review all complaints promptly and, if appropriate, take corrective action.

New Deal Also Provides $1.2 Million in Additional Funding for Digital Literacy Programming 

 

Continues Mayor Adams’ Commitment to Bridging Digital Divide in Under-Connected Communities 


New York City Mayor Eric Adams and New York City Chief Technology Officer (CTO) Matthew Fraser today announced the three-year extension of ‘Big Apple Connect  the nation’s largest municipally subsidized broadband program  ensuring 330,000 residents across 220 New York City Housing Authority (NYCHA) sites continue to receive uninterrupted, free high-speed internet and basic cable TV access through June 2028. The extension also includes $1.2 million in new funding from Optimum and Spectrum for digital literacy programming at libraries across the five boroughs and the creation of a new online hub that will provide virtual training sessions to NYCHA residentsFirst launched in September 2022 by Mayor Adams, Big Apple Connect is a critical piece of the Adams administration’s efforts to make the city more affordable and bridge the digital divide. The program saves subscribed households an average of more than $1,700 annually. 

 

“By keeping 330,000 NYCHA residents connected through free high-speed broadband and cable, we’re sending a clear message: every New Yorker deserves affordable, reliable internet. Internet is not a luxury, it’s as a necessity in today’s world,” said Mayor Adams. “With this three-year extension of Big Apple Connect, adding $1.2 million for digital literacy programs in our libraries, and launching a new webpage with virtual training sessions, we’re doing even more to bridge the digital divide and empower families with the tools they need to thrive. This extension will continue to save NYCHA households an average of more than $1,700 a yearmake our city more affordable, and move us closer to a more connected and equitable New York City.”

Big Apple Connect provides more residents with free home internet access than any other city in the nation. Prior to the program’s creation three years ago, an estimated 30 to 40 percent of NYCHA residents lacked broadband, according to internet service providers. The launch of Big Apple Connect started with 100 NYCHA sites in September 2022expanded to more than 200 sites within the first year of the program’s creationand is now available to 150,000 households, or approximately 330,000 NYCHA residents, at 220 developments.  

 

As part of the new three-year agreement, the New York City Office of Technology and Innovation will continue to be billed directly for all residents enrolled in Big Apple Connect. This new deal also features additional funding from the two service providers for digital literacy programming. The contributions are expected to include additional resources for all of the city’s library system’s Neighborhood Tech Help, a digital advocacy program that offers free, easy-to-access one-on-one tech support for New Yorkers. Additionally, a new online digital literacy hub is being created to help NYCHA residents use the internet services provided by Big Apple Connect more effectively. This site will include virtual skills trainings on how to use basic internet software, apply for jobs, and create resumes. New Yorkers can view a full list of Big Apple Connect eligible NYCHA developments online.   

 

Since its outset, the Adams administration has prioritized technology initiatives focused on bridging the digital divide. Earlier this month, Mayor Adams, CTO Fraser, and New York City Public Schools Chancellor Melissa Aviles-Ramos announced that 350,000 public schools students would receive brand-new, free Chromebooks equipped with high-speed internet access during this school year. This internet service provided on these Chromebooks is being subsidized as part of the city's agreement with T-Mobile earlier this year to become a major wireless carrier to support city operations. Additionally, this past summer, Mayor Adams, along with the New York City Department of Housing Preservation and Development and the New York Public Library, launched “Liberty Link,” a groundbreaking program that will deliver high-quality internet to low-income New Yorkers in 100-percent affordable housing buildings at little or no cost to tenants. Further, in March 2025, the Adams administration invested $2.4 million and released a roadmap to advance digital equity in disadvantaged communities. The city also offers free internet, device, and digital skills training access at more than 450 public computer centers across the five boroughs.

NYC PUBLIC ADVOCATE RESPONDS TO THE MAYOR NO LONGER RUNNING FOR RE-ELECTION


"When Mayor Adams was elected, there was real promise and potential to make progress on issues where New Yorkers broadly agree — and where a previous version of this mayor claimed he did. Sadly, his tenure has been marked by an inability to self-reflect or course-correct after sustained and continued bad decisions, squandering potential and ensuring that the second Black mayor in our city’s history will, once again, not have a second term — overshadowing any real achievements along the way. As a Black elected official who understands the power and importance of representation, that truth is both sobering and painful.

"There is no joy in today’s announcement, even if there is some relief. My hope is that the city can now begin to move forward — with lessons learned, and not soon forgotten by any of us."

ICE Arrests Criminal Alien Serving as Des Moines Public Schools Superintendent; Prior Weapons Charges and In Possession of Loaded Handgun at Time of Arrest

ICE Des Moines arrested Ian Andre Roberts, a criminal illegal alien from Guyana in possession of a loaded handgun, $3,000 in cash and a fixed blade hunting knife. At the time of his arrest, Roberts was working as the Superintendent of Des Moines Public Schools despite being an illegal alien with a final order of removal and no work authorization.

During a targeted enforcement operation on Sept. 26, 2025, officers approached Roberts in his vehicle after identifying himself, but he sped away. Officers later discovered his vehicle abandoned near a wooded area. State Patrol assisted in locating the subject and he was taken into ICE custody.

Roberts has existing weapon possession charges from February 5, 2020. Roberts entered the United States in 1999 on a student visa and was given a final order of removal by an immigration judge in May of 2024.

The investigation into how Roberts acquired the handgun is being turned over to the ATF. It is a violation of federal law for those in the U.S. without legal status to possess a firearm and ammunition.

This suspect was arrested in possession of a loaded weapon in a vehicle provided by Des Moines Public Schools after fleeing federal law enforcement,” said ICE ERO St. Paul Field Office Director Sam Olson. “This should be a wake-up call for our communities to the great work that our officers are doing every day to remove public safety threats. How this illegal alien was hired without work authorization, a final order of removal, and a prior weapons charge is beyond comprehension and should alarm the parents of that school district.

ICE is grateful for the assistance of the Iowa State Patrol in apprehending this subject.
