Mexican National Arrested with Firearms and Over 91 Pounds of Methamphetamine

 

Last week, Jose Ismael Castro Leon, 47, a Mexican national living in the United States illegally, was charged by federal criminal complaint in Phoenix, Arizona with Possession with the Intent to Distribute Methamphetamine and Fentanyl. 

According to the complaint, investigators with the Drug Enforcement Administration’s (DEA) East Valley Drug Enforcement Task Force learned that a drug transaction was scheduled to take place in a parking lot in Phoenix on September 22. Investigators established surveillance at the location and watched as the driver of a GMC Acadia, later identified as Castro Leon, showed another person the contents of a black duffle bag that he had stored in his trunk.

Investigators then approached and arrested Castro Leon, seizing approximately 56 pounds of methamphetamine from the duffle bag along with a firearm that they found in the center console of the Acadia. 

In a later search of Castro Leon’s apartment, investigators seized over 34 more pounds of methamphetamine, approximately 1.14 kilograms of fentanyl powder, and a second firearm.

Possession with the Intent to Distribute 500 Grams or More of Methamphetamine carries a mandatory minimum penalty of 10 years to life in prison, and a fine of up to $10,000,000.

Possession with the Intent to Distribute 400 Grams or More of Fentanyl carries a mandatory minimum penalty of 10 years to life in prison, and a fine of up to $10,000,000.

This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

The DEA’s Phoenix East Valley Drug Enforcement Task Force HIDTA conducted the investigation in this case. Assistant U.S. Attorney Stuart Zander, District of Arizona, Phoenix, is handling the prosecution.

A criminal complaint is a formal accusation of criminal conduct. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

Two Companies and Three Executives Indicted for Fraudulently Selling Chinese Forklifts to U.S. Government as “Made in America” and Evading Tariffs


A federal grand jury in Denver returned an indictment on August 21, 2025, charging two Denver-area companies and the companies’ top executives for defrauding the federal government on sales of forklifts and conspiring to avoid paying proper tariffs on forklifts imported into the United States.

According to court documents, Endless Sales Inc. (Endless), Octane Forklifts, Inc. (Octane), current executives Brian Firkins and Jeffrey Blasdel, and former executive J.R. Antczak allegedly conspired to import forklifts from China, disguise the Chinese origin of the forklifts, and then sell the forklifts to federal government agencies by fraudulently representing the forklifts as being manufactured in the United States. The indictment also alleges that Endless, Octane, Firkins, Blasdel, and Antczak conspired with an unnamed Chinese national and a Chinese manufacturer to create fake commercial invoices that fraudulently undervalued the cost of forklifts that Endless and Octane imported into the United States, thereby defrauding the government of over $1 million in applicable tariffs, duties, and fees. Firkins, Blasdel, and Antczak are each additionally charged with separate wire fraud charges, and Blasdel is also charged with making false statements to the government.

“Defrauding the United States to profit from goods made in adversarial nations like China undermines our economic and national security,” said Attorney General Pamela Bondi. “The Justice Department is committed to protecting American taxpayer dollars, defending our national security against those who would undermine it, and holding accountable anyone who pursues illegal profits over our country.”

“Defendants fraudulently hid the origins of the products they sold the government and conspired to avoid paying tariffs,” said Assistant Attorney General Abigail Slater of the Justice Department’s Antitrust Division. “The Antitrust Division’s Procurement Collusion Strike Force and its law enforcement partners will continue to prosecute and hold accountable those who seek to fraudulently obtain taxpayer funds.”

“These indictments are the result of the collaboration among the Defense Criminal Investigative Service (DCIS) and our law enforcement partners to hold accountable those who seek to violate America’s trade laws to enrich themselves,” said Acting Inspector General Steve Stebbins of the Department of Defense. “DCIS remains committed to safeguarding the integrity of the DoD contracting process.”

“Federal contractors are expected to be honest in their dealings with the government,” said Deputy Inspector General Robert Erickson of the U.S. General Services Administration Office of Inspector General. “These indictments demonstrate our special agents’ commitment to pursue allegations of procurement fraud and protect the government’s supply chain.”

“My office is committed to protecting taxpayer dollars and the integrity of federal procurement,” said Inspector General Joseph V. Cuffari, Ph.D of DHS OIG. “Octane Forklifts, Endless Sales, and their executives allegedly engaged in a brazen scheme to sell rebranded Chinese made forklifts to FEMA and the Department of Defense , all while falsely certifying their compliance with the Buy America Act. It is especially reprehensible that this alleged fraud involved a FEMA contract using disaster funds. I commend our law enforcement partners, the U.S. Attorney’s Office for the District of Colorado, and DOJ’s Antitrust Division for their steadfast commitment to holding these individuals accountable.”

“This indictment reflects the commitment of the Air Force to uphold the integrity in public contracting and protect taxpayer dollars,” said Director Jason T. Hein, Office of Procurement Fraud Investigations, Office of Special Investigations, USAF. “Procurement fraud undermines trust in government and diverts resources from maintaining our national security and missions they’re meant to serve. We will continue to pursue accountability wherever public funds are at risk.”

“Intentionally violating the Buy America Act to defraud the US Government, isn’t just a legal issue, it is a demonstration of complete disregard for US law and the safety and security of our US military.” said Special Agent in Charge Derek Tilton of the Department of the Army Criminal Investigation Division. “The US Army will not tolerate contract fraud and will vigorously pursue all available legal recourse.”

“This indictment demonstrates the VA OIG’s commitment to protecting taxpayer funds and ensuring companies who do business with the government are held accountable,” said Special Agent in Charge Anthony Heddell with the Department of Veterans Affairs Office of Inspector General’s Western Field Office. “The VA OIG will continue to work with our law enforcement partners to ensure the integrity of VA’s programs and services.”

Firkins, Blasdel, Antczak, Endless, and Octane are charged with conspiring to commit wire fraud in violation of 18 U.S.C. § 1349.  Firkins, Blasdel, and Antczak are similarly charged with individual counts of wire fraud in violation of 18 U.S.C. § 1343. For the individuals, each count of conviction carries a maximum penalty of 20 years in prison and a fine of $250,000. For the corporations, the maximum penalty is a fine of $500,000. Firkins, Blasdel, Antczak, Endless and Octane are also charged with conspiring to enter goods into the United States by means of false or fraudulent statements. For the individuals, a count of conviction carries a maximum penalty of five years in prison and a fine of $250,000. For the corporations, the maximum penalty is a fine of $500,000, or twice the gain derived from the offense, or twice the loss caused by the offense. Finally, Blasdel is charged with making false statements to the government, which carries a maximum penalty of five years in prison and a fine of $250,000.

If convicted, a federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

The Antitrust Division’s Chicago Office is prosecuting the case, which was investigated with the assistance of the United States Army Criminal Investigative Division, Defense Criminal Investigative Service, U.S. Air Force Office of Special Investigation, U.S. General Services Administration Office of Inspector General, Department of Homeland Security Office of Inspector General, Veterans Affairs Office of Inspector General, and U.S. Defense Contract Audit Agency. The Westminster, Colorado, Police Department provided valuable assistance.

Trinitarios Leader Sentenced To Life In Prison For Teen Murders And Other Brutal Crimes

 

United States Attorney for the Southern District of New York, Jay Clayton, announced that CARLOS RAMIREZ, a/k/a “Guerra,” was sentenced to life in prison for his participation in a racketeering conspiracy and two murders committed as a member of the Sunset Trinitarios, a violent street gang.  RAMIREZ was found guilty following a two-week trial before U.S. District Judge Jesse M. Furman, who imposed today’s sentence. 

“As a member of the Sunset Trinitarios, Carlos Ramirez was an unapologetic killer and responsible for brutal violence that endangered the lives of far more people than the two teenagers whom he murdered in 2013 and 2014,” said U.S. Attorney Jay Clayton.  “After he was arrested and charged for these crimes, he was undeterred and attempted to stab to death the former leader of his own gang in a gruesome and vicious attack while incarcerated.  He will never walk the streets of New York again, and this Office will continue to work with our law enforcement partners to bankrupt the cartels, dismantle the gangs, and remove from our streets all those who pursue death and violence as a way of life.” 

According to the Indictment, public court filings, and the evidence presented at trial:

From 2010 to 2024, members of the Sunset Trinitarios, a violent drug trafficking organization and street gang founded in Sunset Park in Brooklyn, New York, committed a terrifying number of violent crimes, including multiple murders and attempted murders and numerous gunpoint robberies all across the metropolitan area.  RAMIREZ was one of the members of the Sunset Trinitarios during this period, and he rose to multiple positions of leadership within the gang, both out on the street and when he was incarcerated in the custody of state and federal detention facilities in New York City.  As a “devil soldier messenger” of the Sunset Trinitarios, which came to celebrate the murder of innocent victims and their purported delivery to the devil, RAMIREZ obtained two identical tattoos memorializing the two murders he committed on behalf of the gang.

On October 23, 2013, RAMIREZ participated in the murder of Michael Beltre, who was seventeen years old.  Beltre was shot multiple times on the street in the Bronx after RAMIREZ struck him and held him for another gang member to shoot.

On November 2, 2014, RAMIREZ murdered Jordanny Correa, who was nineteen years old.  RAMIREZ shot Correa multiple times at point-blank range inside an apartment in the Bronx.  

On February 28, 2023, RAMIREZ attempted to murder a former leader of the Sunset Trinitarios inside the Metropolitan Detention Center in Brooklyn.  RAMIREZ committed this attack because he believed that this former leader had previously supplied information to law enforcement.  With the help of others, RAMIREZ slashed and stabbed the victim with a knife, causing severe injuries to the victim’s face and the rest of his body in multiple locations.

10 others of RAMIREZ’s co-conspirators and fellow members of the Sunset Trinitarios previously pled guilty and have received sentences that have ranged from multiple years through life in prison.

Mr. Clayton praised the outstanding investigative work of the New York Drug Enforcement Task Force, the Federal Bureau of Prisons, and the New York City Department of Correction.

Attorney General James’ Office of Special Investigation Opens Investigation into Civilian Death in Queens

 

The New York Attorney General’s Office of Special Investigation (OSI) has opened an investigation into the death of a civilian who died on September 27, 2025 following a motor vehicle incident involving an off-duty New York City Police Department (NYPD) officer in Queens.

At approximately 7:58 p.m., an off-duty NYPD officer was driving on Francis Lewis Boulevard in Queens. As the officer made a left-hand turn onto Linden Boulevard, his vehicle collided with a motorcycle. The operator of the motorcycle was pronounced dead on the scene. A motorcycle passenger was transported to a local hospital with non-life-threatening injuries.  

Pursuant to New York State Executive Law Section 70-b, OSI assesses every incident reported to it where a police officer or a peace officer, including a corrections officer, may have caused the death of a person by an act or omission. Under the law, the officer may be on-duty or off-duty, and the decedent may be armed or unarmed. Also, the decedent may or may not be in custody or incarcerated. If OSI’s assessment indicates an officer may have caused the death, OSI proceeds to conduct a full investigation of the incident.

NYS Gaming Commission Names Cindy Rubi Estrada to Gaming Facility Location Board

The New York State Gaming Commission (Commission) today unanimously appointed Cindy Rubi Estrada to the New York Gaming Facility Location Board (Board), which is overseeing the commercial casino siting process.

“I thank Cindy Estrada for lending her expertise and taking on this true public service,” said Commission Chair Brian O’Dwyer. “The Gaming Facility Location Board’s important work has far-reaching implications for the entire State, and I am grateful for their service.”

Born in East Harlem, raised in Bayamon, Puerto Rico, and a longtime resident of The Bronx, Estrada has been a small business owner since the age of 19. She currently serves as the Executive Director at the New York City Hispanic Chamber of Commerce, a position created in 2015. She had previously held the position of vice president since its origin in 2006.

Estrada started in business in 1972 as the owner of a women’s designer boutique, which she followed by founding Woop’s Manufacturing in 1979 where she produced children’s Olympic sweaters for the 1980 Winter Olympic Games. Estrada worked in the travel business with Nick Lugo Travel since 1988, first as Vice President, Corporate Travel Services, and later as Partner and finally as a consultant. In addition, Estrada has been active with Somos El Futuro since 1987.

Estrada joins Vicki Been, Terryl Brown, Marion Phillips, III, and Greg Reimers on the Gaming Facility Location Board.

MAYOR ADAMS’ STATEMENT ON MUNICIPAL LABOR COMMITTEE APPROVAL OF PROPOSED NEW HEALTH PLAN

 

New York City Mayor Eric Adams today issued the following statement in response to the Municipal Labor Committee’s (MLC) approval of the proposed new health plan to be offered by EmblemHealth and United Healthcare:

“From day one, we have focused on making New York City safer and more affordable for working-class New Yorkers. Today, I applaud the Municipal Labor Committee for approving the proposed new health plan for city employees, pre-Medicare retirees, and their dependents, which will help deliver on this mission.

“This plan would provide over 10,000 additional health care providers in the downstate New York Area over 20,000 more mental health providers in New York state, and — for the first time —  a broad national network of over 1.6 million providers outside the downstate New York area, allowing tens of thousands of retired city employees to receive care where they live without the costly out-of-network charges often incurred under the current plan. We can achieve this expansion of coverage without increasing costs for employees, and while simultaneously providing savings of up to $1 billion annually compared to the current plan. City employees dedicate their lives to making our city a better place and looking out for their fellow New Yorkers. They deserve the absolute best health care and benefits we have to offer, and, with this plan, we are giving them exactly that.

“This plan also builds on our administration and the MLC’s collaboration to provide high-quality, premium-free health care coverage while protecting taxpayer dollars. Our efforts will allow city employees to continue to receive health insurance at no premium cost to them, a benefit few other employers offer. Further, we’re proud to have successfully negotiated contracts with unions representing over 98.5 percent of our city’s workforce, and 100 percent of the city’s uniformed workforce. The MLC’s approval of the proposed health plan is yet another step toward ensuring all city workers are compensated fairly and receive the health care they deserve, in a safer, more affordable city.

We hope you are all in good spirits and we are glad you are here. Every year, Congress has to pass 12 bills that fund federal government agencies that provide everyday services to the American people before the end of the fiscal year, September 30, 2025. They can also pass a budget extension known as a continuing resolution, or CR, to keep the government open. If Congress does not pass either all the bills or a CR, the federal government runs out of money and the government enters a shutdown. This year, because conservatives failed to ensure all of the 12 bills became law and refused to agree to a CR, it is now likely there will be a shutdown.    


If this manufactured government shutdown goes into effect, we want to discuss what that may look like for you and your families. Below are some frequently asked questions about a shutdown and you can also navigate to our website for more information. 


***In the event of a government shutdown, our district offices will still be available to help NY-14 constituents and connect them with resources. Because of the furlough of federal workers at different agencies, casework inquiries may be delayed during a shutdown.***

Impact on Government Benefits and Services

Will I continue to receive my Social Security checks?

Yes. You will continue to receive Social Security and Supplemental Security Income (SSI) checks. However, some Social Security services are likely to be affected, including benefit verifications and the issuance of Medicare replacement cards. There may also be reduced hours at field offices. 

I am on food assistance. Will my programs be affected?

Not immediately. Individuals receiving Supplemental Nutrition Assistance Program (SNAP) benefits will continue to receive their October 2025 payments, even if there is a shutdown. If the shutdown lasts longer than 30 days, SNAP benefits could be delayed or interrupted entirely.  


Benefits through the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) also should not be impacted if there is a short shutdown. However, if the shutdown lasts longer than a week, WIC benefits could be impacted. 

Will I still be able to use my Medicaid and Medicare?

Yes. Medicare and Medicaid will not be impacted and benefits will continue as usual.

Will I still receive my mail? 


Yes, the U.S. Postal Service will remain operational.


I am a veteran, will my health care be impacted? How will other veterans’ services be impacted?

No, veterans’ health care will not be impacted by a shutdown. Benefits such as pension, education, and housing benefits will continue to be processed and delivered.


Access to some Veterans’ Affairs (VA) resources will be restricted, including outreach, career counseling, transition assistance, and cemetery grounds maintenance. Regional VA offices, like the Bronx Vet Center, will close.


Will immigration applications still be processed?


Visa and passport operations are not normally impacted during a shutdown. Some immigration cases may be delayed.


Please note that law enforcement, such as Immigration and Customs Enforcement officers, will still be conducting arrests.

Do I still have to pay my student loans?


Yes, student loan borrowers will still be required to make payments on their outstanding student debt. Federal student aid employees will still be working during a government shutdown. 

Information for Federal Employees

I am a federal employee. Will I receive back pay for furloughed days?

Yes.  After the 2018-2019 partial shutdown, Congress passed the Government Employee Fair Treatment Act, which requires retroactive pay for furloughed employees following the end of a government shutdown.  Generally, benefits such as health insurance continue during a shutdown furlough; however, federal employees may need to wait until they are returned to pay status before they can adjust their benefits.

I’m a federal worker, contractor, or I’m employed at a federal building that will not be open. Can I file for unemployment benefits?

Yes. If the government shuts down, Furloughed federal workers and contractors can apply for unemployment in New York. You can apply here for unemployment benefits.
