Comptroller DiNapoli and DFS Designate New Banking Development District in Inwood

Comptroller DiNapoli and Department of Financial Services (DFS) Acting Superintendent Kaitlin Asrow announced the designation of Manhattan Community District 12, covering the neighborhoods of Washington Heights and Inwood, as a Banking Development District. This program is designed to incentivize financial institutions to open or maintain banking branches in underserved areas across New York. The Office of the State Comptroller deposited $35 million into the Ponce Bank in Inwood, which will expand access to essential banking services, help support local businesses, and promote long-term economic growth in these communities.

New York Sees Surge in Mobile Sports Betting and Problem Gambling Calls

Mobile sports betting has quickly become New York State’s second largest source of gaming revenue, trailing only the lottery. In State Fiscal Year 2026, mobile sports betting generated $1.3 billion in state revenues from taxes on gross gaming revenues, according to a report released by Comptroller DiNapoli. The report also noted that the increased wagering activity led to an 8.5% increase in calls to the state’s problem gambling hotline in 2025, compared to 2020.

Better Oversight and Monitoring Needed to Address Teacher Shortages

The State Education Department is not fully utilizing state funding meant to help address New York’s teacher shortages, according to an audit released by Comptroller DiNapoli. New York is expected to need 180,000 new teachers in the next decade, with shortages already affecting school districts across the state in multiple high-need subject areas such as science, special education and career and technical education, which could lead to larger class sizes and challenges meeting students’ needs.

Comptroller DiNapoli Issues Statement on SEC's Rescission of the Shareholder Proposal Rule

Comptroller DiNapoli issued a statement on the Securities and Exchange Commission’s proposed rule to rescind Rule 14a-8, the shareholder proposal rule:

"Trump’s SEC turned its back once again on American investors, abandoning its core mission to protect them. For more than 80 years, the shareholder proposal process has been a cornerstone of American corporate governance that has strengthened board oversight, improved risk management, and fostered productive dialogue between investors and companies. With this attempt to rescind Rule 14a-8, the SEC has chosen to allow corporate management to shield themselves from accountability rather than protect the investors it was created to serve. I will continue to fight to defend the NYS pension fund’s rights as a shareholder against these reckless attacks.”

Comptroller DiNapoli Announces Sale of NY's First Sustainability General Obligation Bonds

Comptroller DiNapoli announced the sale of New York State General Obligation (GO) Bonds totaling $318.9 million through competitive sale. This is the first time the State’s GO bonds have been issued with an Environmental, Social and Governance designation. Specifically, two series of bonds were sold consisting of $259,415,000 of Series 2026A Tax-Exempt Bonds (Sustainability Bonds), and $59,460,000 of Series 2026B Taxable Bonds (Sustainability Bonds). The net proceeds from the sale will finance projects authorized by various bond acts. The bonds are scheduled to be delivered on September 30, 2026.
