Housing Lottery Launches for El Hogar at 2444 Tiebout Avenue in Fordham, The Bronx

 

The affordable housing lottery has launched for El Hogar, a ten-story mixed-use building at 2444 Tiebout Avenue in Fordham, The Bronx. Designed by Monica Lopez Architect and developed by Comunilife, Inc., the structure yields 83 residences. Available on NYC Housing Connect are 32 units for residents with at least one household member who is 62 years of age or older at the time of the application and with incomes ranging from $0 to $58,320.

Amenities include an on-site resident manager, elevator, shared laundry room, bike storage lockers, common area Wi-Fi, gym, and community center. Residences are equipped with energy-efficient appliances, high-speed internet, intercoms, and air conditioning.

At 40 percent of the AMI, there are 27 studios with a monthly rent equivalent to 30 percent of their income for incomes ranging from $0 to $51,840, and five one-bedrooms with a monthly rent equivalent to 30 percent of their income for incomes ranging from $0 to $58,320.

Prospective renters must meet income and household size requirements to apply for these apartments. Applications must be postmarked or submitted online no later than December 29, 2025.

Permits Filed for 912 Faile Street in Hunts Point, The Bronx

 

Permits have been filed for a four-story residential building at 912 Faile Street in Hunts Point, The Bronx. Located between Seneca Avenue and Garrison Avenue, the lot is near the Hunts Point Avenue subway station, served by the 6 train. Joel Silberstein is listed as the owner behind the applications.

The proposed 52-foot-tall development will yield 13,237 square feet designated for residential space. The building will have 20 residences, most likely rentals based on the average unit scope of 661 square feet. The steel-based structure will also have a penthouse and a 20-foot-long rear yard.

Ariel Golshan of AG Engineering PLLC is listed as the architect of record.

Demolition permits have not been filed as of yet. An estimated completion date has not been announced.

Governor Hochul Honors Veterans with Annual Free Fishing Day

Get Offline and Get Outside to Enjoy Freshwater Fishing on Nov. 11

Free Fishing Day is One of Many Ways New York State Recognizes and Assists Veterans and Active Duty Military in Connecting to the Outdoors

Governor Kathy Hochul announced that the last statewide Free Fishing Day of 2025 will occur Tuesday, Nov. 11, to mark Veterans Day and honor those who defended and protected our nation’s democracy and freedoms. During Free Fishing Days, New York State waives the fishing license requirement for freshwater fishing in New York’s waters. While no license is required, all other freshwater fishing regulations remain in effect.

“Fall is a great time of year to fish in New York’s pristine waters while honoring a veteran in your life,” Governor Hochul said. “I encourage New Yorkers to Get Offline and Get Outside on this free fishing day to enjoy an affordable outdoor recreation opportunity on the water and to reflect on the freedoms that we have in this country thanks to our Veterans.”

In addition to Free Fishing Days, there are other options for veterans or active-duty military members to fish for free or at a reduced cost. New York State offers free/reduced fee fishing licenses of 40 percent or more for active-duty military members meeting certain criteria and for resident veterans with a service-related disability.

As water temperatures drop through the fall, plenty of exciting fishing opportunities pick up across the state. Trout fishing is a fall favorite, as trout stream regulations are now catch and release, artificial lures only in inland streams statewide through March 31. New York’s Great Lakes tributaries are in full swing with runs of Pacific salmon (kings and cohos), steelhead, and brown trout. Tiger muskellunge and muskellunge fishing can also pick up this time of year. Keep in mind that the muskellunge season closes Nov. 30 for inland waters and Dec. 15 for Great Lakes waters. Free Fishing Days further support Governor Hochul's “Get Offline, Get Outside” initiative that promotes physical and mental health by helping encourage New York’s children and families to put down their phones and computers, take a break from social media, and enjoy recreation and outdoor social gatherings. One of the ways teens and youth can find ideas to get offline is through DEC’s Get Offline, Get Outside Challenge, which offers 50 fun and interesting activities for youth to complete by the age of 19.

To honor and assist veterans through therapeutic outdoor programs, DEC last weekend hosted its annual ‘Healing Military Servicemembers and Veterans thru Fly Fishing’ weekend on the Salmon River in Oswego County. For more than 15 years, DEC has organized this three-day fly fishing event for veterans and wounded service members. Despite the challenge of low water levels this year, all 12 participants caught fish, including steelhead, coho salmon, and even a few very late Chinook salmon. Many of DEC’s programs help make this event possible, including DEC’s Environmental Education staff leading the event, Environmental Conservation Police Officers hosting participants and volunteers at the training academy and offering a drift boat, Salmon River Fish Hatchery staff hosting dinners and helping with logistics, and other staff support. Participants work through local veterans organizations, including Project Healing Waters Fly Fishing, Inc., and local veterans groups in Rochester and Binghamton. Every year participants affirm that the time on water, camaraderie of other service members, and amazing support of volunteers do wonders for their mental health. Pictures available here and here.

DEC Statement on Water Quality Certification for Proposed Northeast Supply Enhancement Pipeline Project

 

The New York State Department of Environmental Conservation (DEC) announced the agency's approval of required permits, including a Clean Water Act Section 401 Water Quality Certification, for the proposed Northeast Supply Enhancement (NESE) pipeline project. The full decision is outlined in a letter issued today to Transcontinental Gas Pipe Line Company, LLC.  

DEC subjects all applications for environmental permits to an extensive and transparent review process to ensure the protection of public health and the environment. DEC’s review process for interstate natural gas pipeline applications is project-specific, varying by the type and scope of the application, and is guided by stringent State and federal environmental laws and regulations.   

Reviews are limited to the scope of the State’s regulatory authority. They include any applicable federal requirements, which in the case of NESE, includes changes since 2020, such as the 2023 U.S. Environmental Protection Agency Clean Water Act rulemaking and guidance executed after DEC’s 2020 review of the NESE Water Quality Certification application; all public comments; availability of project-specific conditions consistent with State requirements to avoid or significantly minimize potential project impacts; other recently constructed projects that required in-water construction activities; and substantive revisions to ecological considerations, such as a correction to the hard clam density that was considered in the 2020 application.  

DEC’s comprehensive review of the May 2025 NESE application materials also included supporting materials provided by the applicant, an extended public comment period, and more than 17,000 new public comments received on the project.

DEC is requiring a range of environmentally protective conditions in the NESE Water Quality Certification that include:

• comprehensive oversight: DEC is requiring on-site, independent, third-party monitors that will directly oversee project implementation to ensure compliance. All reporting and monitoring will be conducted in accordance with DEC-approved plans;

• minimizing and mitigating impacts to critical resources, including Atlantic and shortnose sturgeon, winter flounder, and hard clams; construction work windows to avoid sediment disturbance during critical times of year to protect the life cycles of hard clams and minimize impacts to aquatic species; requiring the project developer to implement mitigation for all unavoidable impacts, which is estimated to cost approximately $23.5 million, pending DEC’s ongoing assessment; and

• preventing contaminants from contravening water quality in the Raritan and Lower New York bays: the project developer must implement a Dredge Management Plan that limits contaminants from being suspended in the water column and details adaptive management techniques.

DEC is committed to closely monitoring the project’s construction and adherence to all permit conditions to ensure the full protection of New York’s waterways.   

In addition, the Constitution Pipeline Company, LLC today withdrew its application for permits, including the required Clean Water Act Section 401 Water Quality Certification, for the proposed Constitution pipeline project. The withdrawal follows DEC’s legally required comprehensive evaluation of the application materials and DEC’s issuance of three Notices of Incomplete Application for insufficient information. Constitution also failed to take action on the federal level at the Federal Energy Regulatory Commission, the lead agency for interstate pipelines. DEC’s July 2, August 26, and September 30, 2025, notices detailed the requirements necessary to meet the State’s thresholds for an application to be determined complete for public review and comment. The Constitution Pipeline Company did not fulfill these repeated information requests and, on November 7, 2025, formally withdrew the application from further consideration. The NYPD is today releasing body-worn camera footage from an officer-involved shooting that occurred on October 9, 2025, in the confines of the 47th Precinct.

The video includes available evidence leading up to the incident as well as during the incident. The NYPD is releasing this video for clear viewing of the totality of the incident.

All NYPD patrol officers are equipped with body-worn cameras, which provide transparency into police activity and serve as an independent account of interactions between the NYPD and the citizens they serve.

Statement from New York City Comptroller Brad Lander on Tesla Shareholder Vote Approving Elon Musk’s Record High Pay Package

 

New York City Comptroller Brad Lander issued a statement regarding Tesla’s Annual General Meeting.

Elon Musk and his crony board got the ransom Musk wanted and now shareholders are on the hook for an indefensible compensation package, making it clear that the board has more loyalty to Musk than acting in the best interests of the company and shareholders. Although Elon Musk claims that is more than a new chapter for the company, investors will be fed the same old story, with little evidence of real change, while Musk’s power remains unchecked.

“Despite Musk’s numerous dalliances with other companies and projects and rampant absenteeism, the board pressured investors at every turn to approve the compensation package or risk losing Musk’s leadership. Let’s be clear – this was no slam dunk for the company. The board needed to rig the system in Musk’s favor to ensure a win in the event shareholders rejected the package. This egregious package is not about the long-term value of Tesla – it’s about pleasing Musk – and it dilutes shareholder power by offering the board immense discretion to determine how the metrics for his compensation are being met.

“Elon Musk and the Tesla Board have positioned the pay package as an absolute necessity to keeping Musk’s eye on the ball, but I’m unconvinced that the company will truly course-correct and implement the changes needed to maintain Tesla’s role as an industry leader given the board’s repeated failure of their most basic duties.”

The New York City pension funds have repeatedly called on the board to address the clear governance failures that plagued the company, including a 2017 call on the board to appoint a full-time Chief Executive Officer. Last year, on behalf of the funds, the Comptroller’s Office filed a Notice of Exempt Solicitation opposing Musk’s outrageous pay package, the re-election of Kimbal Musk and James Murdoch to the board, and the board’s failure to ensure a full-time CEO.”
