Spiked During Pandemic

The COVID-19 pandemic caused a significant shift in the net number of taxpayers leaving the State in 2020, largely driven by those moving out of New York City. In 2021, the net number of taxpayers leaving remained one-third greater than the pre-pandemic average. Comptroller DiNapoli’s report examined personal income tax filings for the pandemic years of 2020 and 2021 and followed up on his May 2022 report that looked at trends before the pandemic.

“The pandemic upended everyone’s life and caused a big shift in the movement of New York taxpayers in 2020,” DiNapoli said. “While patterns shifted closer to pre-pandemic trends in 2021, net out-migration rates remained higher, particularly for families. Policymakers need to make sure the State remains an attractive, affordable place to work and to live. Doing so will help maintain the State’s largest revenue source to ensure vital services continue in order to provide a high quality of life for all New Yorkers.”

State Contract and Payment Actions in October

In October, the Office of the State Comptroller approved 1,958 contracts for State agencies and public authorities valued at $2.1 billion and approved more than 2 million payments worth nearly $14.6 billion. The office rejected 159 contracts and related transactions valued at $2.4 billion and nearly 2,300 payments valued at nearly $10.4 million, primarily for mistakes, insufficient support for charges, and improper payments.
