BRONX DA DARCEL D. CLARK RELEASES REPORT ON SHOOTING OF LUIS MANUEL MONSANTO BY NYPD OFFICER DURING CAR STOP


Report Outlines Public Integrity Bureau’s Investigation and Findings; Body-Worn Camera Videos Released

Bronx District Attorney Darcel D. Clark today released the report on the investigation into the shooting of Luis Manuel Monsanto by an NYPD Officer during a car stop in the Morrisania section on March 6, 2022, as well as video of the incident that left Mr. Monsanto with life-altering injuries. 

After a careful examination of the evidence, the Bronx District Attorney’s Office has concluded that the events that quickly devolved resulted in a justified use of force where there is no criminality on the part of the officers involved.

Mr. Monsanto, 18, was shot near Boston Road and East 165th Street in Morrisania by police while he was driving a Jeep towards one of them as officers were trying to conduct a traffic stop of the Jeep. One bullet struck Mr. Monsanto in the head, and he will never fully recover from his injuries. 

As captured on video and body-worn camera, the vehicle Mr. Monsanto was driving can be seen accelerating in the direction of a police officer. That officer and a second officer who saw him in danger made a split-second decision to fire four shots collectively. 

District Attorney Clark said “I pray for Mr. Monsanto, and I am sorry his loved ones must endure such hardship. This devastating tragedy demanded a thorough investigation to provide answers to his family and to the Bronx community at large. After careful review of the law concerning justification, an in-depth review of video, and extensive interviews of witnesses, the officers’ conduct meets the elements of justification under the law.”
